Contractual Affairs & Procurement 
Appeal Judgement; Afri-forum v Emadlangeni Local Municipality (LM) – Afri-forum  brought  an  application  for a court order directing the Municipality  to comply with a PAIA request  it had lodged. The Municipality successfully opposed the application however Afri-forum subsequently successfully appealed against this decision. 
 The Judgement is now binding to all public bodies, although the LM will be taking the decision on appeal to the SCA.

CESA is looking for BCE Subject matter experts 
 BCE provides a temporary opportunity for subject matter experts, who wants to give back something to the profession and to the younger generation who are coming through the system.
The BCE programme is presented by CESA and each year we aim to train around 20 engineers working in a consulting engineering firm. The programme comprises four modules, namely Consulting Engineering Environment, Project Delivery, Law, and Finance. The programme was developed professionally and it is completely structured and is constantly reviewed, updated and always adhering to the basic framework which was set up.
The following is an abbreviated list of some of the activities undertaken by a convenor and is extracted from the Programme Strategy Manual:

 <li style="font-family: 'Century Gothic', Verdana, Arial, Helvetica, sans-serif;font-size: 9pt;">Review and approve student applications and report to E&T Committee. 
 </li>
 <li style="font-family: 'Century Gothic', Verdana, Arial, Helvetica, sans-serif;font-size: 9pt;">Student liaison and support 
 </li>
 <li style="font-family: 'Century Gothic', Verdana, Arial, Helvetica, sans-serif;font-size: 9pt;">Contact session preparation and presentations 
 </li>
 <li style="font-family: 'Century Gothic', Verdana, Arial, Helvetica, sans-serif;font-size: 9pt;">Management and coordination of subject matter experts and presenters.

Each module is led by a Convener and there is a team of subject experts who assist the conveners and present specialised material to the students. Owing to the nature of the programme and the way in which it is presented, the amount of involvement and the time commitment by the conveners varies according to the needs of the programme. As an extremely rough guide, each convener would have to commit between 100-200 hours per year. The time would be focussed on preparing presentation material, attending contact sessions and lecturing, dealing with students, marking assignments, and being involved with the exam. 
The same applies to the level of remuneration, which varies according to the commitment required of each convener. The remuneration is just a nominal stipend and is also dependent on the number of students enrolled for the course.
At the beginning of each year the duties and remuneration of all the conveners and subject experts are discussed and agreed with CESA.
Governance 
 CESA Council - The next Council meeting will take place on 17 August 2016.
CESA Board meeting on 28 June 2016 – meeting took place as scheduled and inter alia the following matters were agreed:

 <li style="font-family: 'Century Gothic', Verdana, Arial, Helvetica, sans-serif;font-size: 9pt;">The minimum PI for members will be increased as current limit of R2 million is wholly inadequate. The President will be corresponding with members in this regard.</li>
 <li style="font-family: 'Century Gothic', Verdana, Arial, Helvetica, sans-serif;font-size: 9pt;">CESA will support its member if the City of Cape Town takes the judgment of the SCA in favour of the member, in the matter of “upstream & downstream work”, on appeal to the Constitutional Court. This has sector-wide implications.</li>

Sector News 
 Mokonyane launches multi-billion rand Vaal project - Minister of Water and Sanitation Nomvula Mokonyane has officially launched the Vaal Gamagara Water Scheme in the Northern Cape. The scheme, valued at R18 billion, will involve the  construction  of  a  430  km  pipeline  and  the  drilling  of boreholes to augment water supply for about six municipalities and 22 villages. This will ensure security of supply up to 2040.
