 ACEZ Anniversary - The CESA CEO and President attended the celebration of the Anniversary of the Association of Consulting Engineers of Zambia (ACEZ) on 17 &amp; 18 April 2016. By showing support for ACEZ CESA is also strengthening bonds with GAMA, which is critical for the success of GAMA 2017 to be hosted by CESA in Cape Town.
 CESA/Aon Engineering Excellence Awards Call For Entries - CESA has extended the deadline for entries to 6 May 2016 for the following categories due to the low number of entries received. We wish to encourage member firms to take advantage of this opportunity to submit their entries: 
 <ul>
 <li>Business Excellence Award</li>
 <li>Young Company of the Year Award</li>
 <li>Mentoring Company of the Year</li>
 <li>Mentor of the Year</li>
 </ul>

 New Procurement Bill - CESA was called by the Office of the Chief Procurement Office, to provide input into the drafting process of the New Procurement Bill and attended a 90 minute interview with the drafting panel in Pretoria on 20 April 2016. CESA has also been requested to assist with arranging workshops with the drafting team. This is welcome recognition of the valuable monitoring role CESA plays wrt the public sector procurement regime.
 Standard for Infrastructure Procurement Delivery Management (SIPDM) - CESA has submitted its Plan of Action for fulfilling its role in the implementation of the SIPDM to National Treasury for approval. The broad steps are:
 <ul>
 <li>Step1: Capacitation of member firms and Clients (training)</li>
 <li>Step 2: Monitoring of compliance</li>
 <li>Step 3: Reporting &amp; evaluation of compliance</li>
 <li>Step 4: Accreditation of contractual competence</li>
 </ul>
 Construction Sector Charter Council (CSCC) - Kindly see letter from CSCC CEO at <a href="http://www.cesa.co.za/uploads/20160427_-_CSCC_CEO_letter_dated_1_April_2016.pdf">http://www.cesa.co.za/uploads/20160427_-_CSCC_CEO_letter_dated_1_April_2016.pdf</a>, regarding the ongoing measurement of construction industry empowerment. The CSCC now requires industry measured entities (in the Consulting, Built and Manufacturing sub-sectors) to forward their BBBEE Level certificates and underlying / supporting reports for the period 2013/2014 and 2015. Member firms need to respond to the CSCC directly. 
 BEPG - BBCBE Joint Initiative - BEPG &amp; BBCBE have joined forces to meet with the CETA Chairperson in order to address mutual concerns regarding the ongoing Ministerial investigations into corruption at the CETA and to explore ways where the VAs can assist the CETA in achieving its objectives. After great effort a meeting has been secured in the first week of May 2016.

Procurement 
All is not what it seems - Members are reporting Scams that are doing the rounds where firms are requested to provide quotations to Govt Depts eg Dept of Human Settlements. The stationery and letterheads are copies but look genuine. You are urged to be ultra-careful of these uninvited and too-good-to-be-true overtures.

 ECSA IDoEW and Fees - The ECSA Task Team formed to advise ECSA wrt Competitions Commission rejection of the ECSA exemption applications, met on 25 April 2016 to discuss and explain to ECSA's Legal Counsel the intricacies of the applications and the implications of the negative CC ruling. Legal Counsel must draft his opinion by 3 May 2016 for consideration by the ECSA Council.

 Criminalisation of cartel conduct - On 22 April 2016 Economic Development Minister Patel announced that the promulgation of section 73A of the Competition Amendment Act (2009) will be gazetted and come into force from 1 May 2016. It will now be a criminal offence to fix prices, divide markets, collude in tenders or acquiesce in collusion and guilty Directors and managers will now face fines and jail time up to 10 years (Source Hogan Lovells Newsflash).

 Special Investigating Unit (SIU) to probe CIDB - A Presidential Proclamation on 15 April 2016, empowers the SIU to probe allegations of improper and unlawful conduct by officials of the CIDB/any person dating back to January 2006. Public sector clients are compelled to only award construction contracts to CIDB registered contractors (source Engineering News).
