The Directorate is busy finalising the details of the Strategic Plan and the Business Plan. <br> <em><strong>CESA Board meeting</strong></em> – This took place on 10 February 2016 at the CESA Offices. Many thanks to those firms who have already updated the document.<br> Should you need any assistance, please contact Gillian Wands on (011) 463-2022 or <a href="mailto:gillian@cesa.co.za">gillian@cesa.co.za</a>. <br> <em><strong>CESA MOU with National Treasury</strong></em> – A clarification/planning meeting has been arranged with Treasury as CESA moves towards implementing its MOU with Treasury, to assist with compliance monitoring of the Standard for Infrastructure Procurement & Delivery Management (SIPDM).<br> As reported previously the implementation of the National Treasury Standard for Infrastructure Procurement and Delivery Management forms an integral part of the Model SCM policy issued in terms of the MFMA. The issuing of the Model SCM policy enables implementation of the National Treasury Standard through the MFMA to take place no later than 1 July 2017.<br> <em><strong>Alignment of the Construction Charter</strong></em> – Following the previous eNews report in this regard, the CEO has met with the Established Grouping and is satisfied with the way forward.<br> However the Directorate continues to receive queries in this regard and hence pertinent points are restated as follows:<br> • The Construction Charter has not been repealed and is currently in force<br> • The amended Generic Code does not currently apply to the Construction Sector<br> • Any ‘regradings’ prior to the repeal of the Construction Charter or the approval of the Aligned Construction Charter must be undertaken using the current Construction Charter.<br> <em><strong>PAIA & PAJA Training – Corruption Watch Workshop - Procuring Information and Justice</strong></em> – Again member firms are earnestly requested to send their YPs to this hugely beneficial training/ awareness event, taking place on 24 & 25 February 2016 at the CESA Offices, Bryanston. <br> The Workshop aimed at combatting irregular public sector procurement experienced by CESA member firms, will train consulting engineers and selected Corruption Watch reporters on the interpretation and application of PAIA and PAJA. The latest issue is the formula applicable to the 2016 Guideline Fees.<br> <strong><em>Rejection of CESA Fee Application –</em></strong> ECSA has forwarded CESA a copy of the recent decision of the Competition Commission (CC) regarding ECSA’s Guideline Fees Exemption Application. Unfortunately the CC has decided not to grant ECSA the exemption, however there is an option of an appeal.
