 2016 Presidential Message &ndash; The CESA 2016/2017 President, Lynne Pretorius, delivered the 2016 Presidential Message at the CESA Presidential Breakfast on 3 February 2016 at the Hyatt Regency hotel. The event was well attended, invoked a lively Q&amp;A session, enjoyed considerable press coverage and was generally a great success

 2016 CESA Strategic Planning Exercise &ndash; This took place at the Premier Hotel, Kempton Park, on 9 February 2016, attended by the CESA Board as well as the CEO&rsquo;s Management Team. The Directorate is busy finalising the details of the Strategic Plan and the Business Plan.

 CESA Biennial Economic Capacity Survey (BECS) &ndash;Although the deadline for submission has passed, due to poor response from member firms, completed BECS questionnaires are still being accepted. 
 This Survey is a key CESA member benefit undertaken at considerable expense and accordingly Mandated Principals are kindly requested to see to the immediate completion and return of the BECS questionnaires as a matter of priority.

 CESA MOU with National Treasury &ndash; A clarification/planning meeting has been arranged with Treasury as CESA moves towards implementing its MOU with Treasury, to assist with compliance monitoring of the Standard for Infrastructure Procurement &amp; Delivery Management (SIPDM). 
 As reported previously the implementation of the National Treasury Standard for Infrastructure Procurement and Delivery Management forms an integral part of the&nbsp;Model SCM&nbsp;policy issued in terms of the MFMA. The issuing of the Model SCM policy enables implementation of the National Treasury Standard through the MFMA&nbsp;to take place no later than 1 July 2017. 
 Alignment of the Construction Charter &ndash; Following the previous eNews report in this regard, the CEO has met with the Established Grouping and is satisfied with the way forward. 
 However the Directorate continues to receive queries in this regard and hence pertinent points are restated as follows: 
 &nbsp;&nbsp; &bull;&nbsp; The Construction Charter has not been repealed and is currently in force 
 &nbsp;&nbsp; &bull;&nbsp; The amended Generic Code does not currently apply to the Construction Sector 
 &nbsp;&nbsp; &bull;&nbsp; Any &lsquo;regradings&rsquo; prior to the repeal of the Construction Charter or the approval of the Aligned Construction Charter must be undertaken using the current Construction Charter. 
 PAIA &amp; PAJA Training &ndash; Corruption Watch Workshop - Procuring Information and Justice &ndash; Again member firms are earnestly requested to send their YPs to this hugely beneficial training/ awareness event,&nbsp; taking place on 24 &amp; 25 February 2016 at the CESA Offices, Bryanston. 
 The Workshop aimed at combatting irregular public sector procurement experienced by CESA member firms, will train consulting engineers and selected Corruption Watch reporters on the interpretation and application of PAIA and PAJA. This will enable them to request information necessary for the protection of their rights and provide them with the tools to prevent and combat corruption in the procurement space.&nbsp; 
 &nbsp;The Workshop will combine specialised training by GIZ (German Development Agency) and the practical experiences of Corruption Watch to provide holistic and targeted training for participants.

Press Release: Ensuring Public Health and Safety is Best Managed Proactively! 
 Consulting Engineers South Africa (CESA) believes that the recent decision by the Competitions Commission to reject the application for exemption of Identification of Engineering Work amendments to the Engineering Professions Act (EPA) (46 of 2000) is in part short sighted and with insufficient insight into the risks to public health and safety of the beloved citizenry of this Country 
Procurement Irregularities &ndash; The Directorate is busy engaging with National Treasury regarding: 
 &nbsp;&nbsp; &bull;&nbsp; Exclusion of firms with &lt;51% black ownership from bidding 
 &nbsp;&nbsp; &bull;&nbsp; Fixed-price tenders with inadequate scope of work. 
 ECSA Fee queries &ndash; The Directorate continues to reply to fee queries at the request of ECSA. The latest issue is the formula applicable to the 2016 Guideline Fees. 
 Rejection of CESA Fee Application &ndash; ECSA has forwarded CESA a copy of the recent decision of the Competition Commission (CC) regarding ECSA&rsquo;s&nbsp;Guideline Fees&nbsp;Exemption Application. Unfortunately the CC has decided not to grant ECSA the exemption, however there is an option of an appeal. The ECSA CEO is still considering a way forward on the above matter and any further information will be shared with CESA in due course (see <a href="http://www.cesa.co.za/uploads/ECSA_Fee_guidelines_Notice.pdf">http://www.cesa.co.za/uploads/ECSA_Fee_guidelines_Notice.pdf</a>)

 Transnet - Enterprise Development and Supplier development 
 On the 10th February 2016, CESA met with Transnet&rsquo;s Unit &ndash; Enterprise Development and Supplier development. The meeting was a precursor of a journey in which Transnet would like to undertake jointly with CESA, NSBE and SABTACO. The partnership will looking&nbsp; at Transnet&rsquo;s process of&nbsp; identifying and developing small and medium black-owned firms inline wit DTI&rsquo;s Competitive Supplier development (CSDP).
