This means that a municipality, which is not a metropolitan council, and is classified as a high capacity local authority, will now have to abide by the full prescripts of the CIDB Standard for Uniformity in Construction Procurement, the latest version of which is September 2005.<br /><br />The classification of a high capacity local authority can be found in Government Notice No.733 of 1 July 2004 "Local Government: Municipal Finance Management Act 2003 Delays and Exemptions".<br /></div></li><li><div>SAISC Red Book <br /><br />It has come to the notice of the SAACE that a number of errors have been found in the latest publication of the new Steel Construction Handbook. In a meeting between the DTI, SAACE, SAFCEC and others this issue and the recent appointment of a Chinese contractor for a TCTA pipeline project was discussed in detail.<br /><br />On the issue of increased or better market access the observation was made that in terms of our WTO commitments our markets are for all practical reasons already open. Our response to the plurilateral request would, in all probability, be positive as it is not realistic to go against the tide of South Africa which is actively opening up it markets in general.<br /><br />Regarding the appointment of a Chinese contractor, one of the important observations that was made in the meeting was that Government contracts fall outside the jurisdiction of WTO and that this issue will have to be addressed at a political level. It was also agreed that at a political level this would be a difficult issue as the Chinese contractors are mostly state owned and their price for this project was approximately 25% cheaper than the next South African contractor. At these prices Chinese contractors could cause havoc in our industry. Since contractors are an important source of income for our industry this is an important issue, and one that I will be monitoring into the future.<br /></div></li><li><div>The visit to the World Bank is going ahead from 29 May to 02 June 2006. Members of the IBDS are still welcome to join us on this visit but time is rapidly running out.
