	(FIDIC-GAMA), Eng James Mwangi: </h1>
		“GAMA Chairman’s Address
		I wish to reflect on some 
		of the achievements that GAMA has had in 2019. We started with the 
		successful GAMA conference which was held in Kampala and graced by the 
		Vice President of Uganda. The conference had a good turnout with 
		excellent presentations and discussions. It was time for the GAMA family 
		to get together and reflect on issues affecting the profession and the 
		continent.
		We wish to thank the Uganda Association of Consulting Engineers 
		(UACE) for hosting the conference. During last year’s GAMA conference, 
		GAMA unveiled its strategic plan. This was an important milestone that 
		will l help GAMA focus its efforts on matters that are of priority to 
		consulting engineers in Africa.&nbsp; I wish to thank the GAMA Exco, 
		GAMA Secretariat and the Member Associations for the valuable inputs and 
		support. 
		There was also the successful FIDIC user’s conference that was held 
		in Livingstone Zambia and I wish to thank the organizers and the 
		Association of Consulting Engineers of Zambia for a successful 
		conference.
		I also wish to recognize the active GAMA future leaders who have 
		continued their Agenda with speed and lots of energy. We are confident 
		that with their help GAMA shall grow even bigger and stronger.
		It is important to note that the working relationship between GAMA 
		and FIDIC has gotten closer and stronger with alignment of objectives 
		and increased participation in FIDIC activities. We thank the FIDIC 
		board led by Mr. William Howard and the FIDIC secretariat lead by Dr. 
		Nelson for their support and encouragement. We also wish to recognize 
		the forging of closer ties between the FIDIC regional groups and look 
		forward to even more engagements to take advantage of synergies that 
		current exist between the groups. We thank FIDIC for facilitating 
		regional meetings.
		May I take this opportunity to wish the Consulting Engineers, Member 
		Associations, GAMA secretariat and the FIDIC family a 
		fruitful 2020.

 <h1>2. Work at the office of the Secretariat, Eng. Chris Campbell:</h1>
	 Taking over the hosting of the Secretariat in March last year after 
		the services of ACEK as Secretariat hosts were terminated was quite a 
		challenge, especially in the absence of any handover. Nine months later 
		CESA, having taken over the role of hosting the Secretariat trusts that 
		it has managed to fulfill the expectations of all the active MA’s in 
		GAMA as well as those that are not so active. There is still much more 
		that can be done and needs to be done, however, this can only be 
		achieved by having MA’s that are responsive to communications and share 
		the specific difficulties they may be having. This communication is but 
		one of the examples and you should in the future be receiving more 
		communications as we strengthen GAMA for the future. Key to achieving 
		this would be ensuring a stable Secretariat and empowering the 
		Secretariat to be able to play the supporting role to GAMA MA’s, its 
		Exco and specifically&nbsp; to provide the administrative support&nbsp; 
		to the Chair, the Deputy Chair, the Honorary Treasurer and the Honorary 
		Secretary, many of whom in the past had to fulfill burdensome 
		operational roles which should have been fulfilled by the Secretariat.
		
		It has been a challenge but not one that the hosts CESA, have not 
		been able to rise to and in 2020 we endeavor to achieve even more 
		especially with the FIDIC driven strategy to strengthen its Regional 
		Bodies, of which GAMA and ASPAC are the main focus. We have already 
		shared many of the areas of support required from FIDIC that would 
		benefit Member Associations and subsequently their members, namely the 
		need for more affordable accredited FIDIC Trainers, the need for more 
		local Arbitrators and the cost of FIDIC documents to name but a few and 
		we have been assured of their strengthened support in the coming year.
		I would like to echo the sentiment expressed by our Chair, Eng. 
		Mwnangi and we look forward to a more active and vibrant 2020 amongst 
		you our Member Associations and the Secretariat.

 <h1>3. 2019 The year that was! Kampala FIDIC-GAMA:</h1>
		<h2 class="auto-style3">It was here and it was big: FIDIC-GAMA 
		Infrastructure Conference 2019</h2>

		It wasn’t the first time such a high-profile infrastructure 
		conference was hosted by Uganda Association of Consulting Engineers in 
		Uganda’s capital Kampala, but this year was a special one. This one was 
		fully graced, and preparations overseen by Government represented by the 
		Ministry of Works and Transport (MoWT). The overwhelming support by 
		Uganda National Roads Authority (UNRA) and Kampala Capital City 
		Authority (KCCA) needs no simple mention.

		In 1983 the Group of Africa Member Associations (GAMA) was 
		established as the African chapter of the 1913 International Federation 
		of Consulting Engineers (FIDIC). GAMA therefore, through its 
		continental/regional Member Associations (UACE being one of them) 
		organises the annual conferences on infrastructure as a major 
		contributor to the transformation of Africa in many ways. This year’s 
		conference has been the major international event of the consulting 
		engineering industry in a specific sense but broadly of the construction 
		and engineering industry in Africa. The venue of the Infrastructure 
		Conference changes country every year to ensure African representation 
		and distribution.
		Conference participants included professionals from the 
		Infrastructure industry as well as other industry leaders, private 
		investors, contractors, politicians and decision makers. The Conference 
		was attended by a total of close to 300 delegates 40% of whom were 
		foreign and were from 15 African countries and 6 Western and Eastern 
		countries. The rest were local Ugandan delegates. The conference prided 
		itself with close to 20 quality paper presentations from all over the 
		World, tackling pertinent and topical industry issues ranging from 
		Climate change, regional infrastructure and development, engineering and 
		economic transformation etc.
		Notable among paper presentations was the one on public-private 
		partnerships in infrastructure development in Uganda wherein various 
		upcoming opportunities were presented by the Engineer-in-Chief, MoWT on 
		behalf of the Government of the Republic of Uganda.

		The conference was also sandwiched with some social and entertainment 
		sessions like the Welcome Cocktail at Speke Resort Munyonyo, Gala dinner 
		at Sheraton Hotel and Local Color/Cultural night at Ndere Cultural 
		Centre.

		At the end of the three (3) day conference, the following resolutions 
		were made for adoption by all the Member Associations for the long-term 
		benefit and impact of infrastructure development in Africa:
		<ol>
			<li>FIDIC GAMA should lobby governments for the development of 
			incentives for regional collaboration of Consulting Engineers.</li>
			<li>Agenda 2063 is hinged on infrastructure development. Member 
			Associations (MAs) and Member Firms (MFs) of GAMA must lead the 
			delivery of sustainable infrastructure to Africa.</li>
			<li>GAMA’s MAs must influence government policies such that many key 
			infrastructure delivery projects are reserved for local qualified 
			professionals and Member Firms.</li>
			<li>GAMA MAs and MFs must advocate for and uphold the highest levels 
			of ethics and integrity.</li>
			<li>FIDIC GAMA MAs to prioritise socio-cultural and gender 
			safeguards in modern infrastructure projects.</li>

 <h1>4. FIDIC Infrastructure Conference:</h1>

		FIDIC Mexico – Smart Technologies Take Centre Stage
		The annual International Federation of Consulting Engineers 
		(FIDIC) Infrastructure Conference took place in Mexico City during 
		September.&nbsp; FIDIC Mexico City 2019 saw the gathering of C-suite 
		professionals and decision makers from the consulting engineering and 
		infrastructure industry from around the world and provided a unique 
		forum for discussion of global business challenges and opportunities.
		Delegates had a very successful two-day programme discussing the way 
		that technology has and is affecting the industry with discussions on 
		Smart Cities and Smart Infrastructure taking centre stage. Attendees at 
		the conference found discussions to be informative, illuminating and 
		inspiring.
		The conference provided an opportunity for members to participate in 
		a dedicated Best Business Practice Forum with FIDIC Committee leaders, 
		the Directors &amp; Secretaries (D&amp;S) Meeting, and the General Assembly 
		Meeting (GAM). Meeting for its 2nd year the D&amp;S Council that comprises 
		10 members represents the interests of member associations and has the 
		responsibility of advising the FIDIC Board on matters affecting the 
		association and respective industries in the various member countries. 
		The Chair of the D&amp;S Committee is appointed as a non-voting member on 
		the Board of FIDIC to provide insight.
		At the inaugural FIDIC Awards 2019 held at the conference, CESA was 
		proud to have been awarded 3 Merit Awards in the categories for Member 
		Association of the Year; Best Diversity &amp; Inclusion Initiative; and 
		Advocacy Campaign. These awards support the aims of the federation that 
		are to promote the use of FIDIC best practices and resources.

		The Association of Consulting Engineers Botswana (ACEB) and the Group of 
		African Member Associations of FIDIC (GAMA) are proud to present the 
		27th Annual FIDIC-GAMA Infrastructure Conference. 
		&nbsp; 
		The FIDIC-GAMA Infrastructure Conference is the premier networking 
		opportunity for African consulting engineers. It provides a forum to 
		share ideas on best practice and attracts consulting engineers, 
		national, provincial, and local government officials, state-owned 
		enterprises, funding agencies, contractors, suppliers of construction 
		equipment and materials, investors, and other stakeholders in the built 
		environment from the public and private sectors. 
		&nbsp; 
		The environment in which we conduct our business is extremely 
		challenging, with economic challenges and various social and political 
		dynamics across the continent of Africa, as well as in the rest of the 
		world, developed and developing countries alike. The world as we know 
		it, the consulting engineering environment as we know it, is changing.

		Infrastructure development in Africa is critical in bringing about the 
		social development and economic growth that is so necessary. 27th Annual 
		FIDIC-GAMA Infrastructure Conference. provides us all, as role players, 
		the opportunity to interrogate the challenges and opportunities in our 
		sector and our region and to explore strategic partnerships going 
		forward.

		Engineers (FIDIC) and its Member Associations and the regional group,

		each other effective ways of dealing with diverse challenges in order to

 <h1>7. FIDIC DNS Advisory Council, ACEZ Report:</h1>
		“I cannot think of a more exciting time to join the FIDIC DNS 
		advisory council than this. 2019 was an interesting and challenging 
		year for the Association of Consulting Engineers of Zambia (ACEZ). The 
		association has been aligning its operations with that of FIDIC in order 
		to achieve the common goal of raising the visibility, integrity, and 
		reputation of the engineering and construction sector. The timing for 
		this could not have been more perfect, this is because our country has 
		embarked on huge public infrastructure projects that requires our 
		members to give their level best.
		As these projects roll out, we as an association have been advocating 
		for the use of the FIDIC contracts. Our members using FIDIC contracts 
		have been able to render exceptional service not only to government, but 
		to the general public. This has resulted in reduced costs, improved 
		quality and efficiency in the manner these projects have been 
		undertaken. The importance of this cannot be overemphasized especially 
		in the face of limited public resources to cater for these projects. 
		This has raised the profile of our consulting engineers as an 
		indispensable stakeholder in the push for sustainable infrastructure 
		development in our country. 
		&nbsp; 
		In the dynamic consulting engineering field, the benefits of being part 
		of the advisory council currently are plenty. On a personal level, the 
		DNS advisory council will provide a platform for me to network and share 
		best practice. On the one hand, the association will be able to share 
		with its members the best emerging practices in real time. This will be 
		very beneficial especially to the members working on novel projects that 
		are being undertaken for the first time in our country. This opportunity 
		will also enable us to table challenges that may arise on our end on a 
		global platform quickly in order to gain global insights and 
		perspectives that will allow us to resolve them in a timely manner.
		 
		&nbsp; 
		As an emerging market member association, we are always at the centre of 
		new foreign investment opportunities. This has made facilitation of 
		partnerships between local and foreign firms at the core of what we do, 
		with a particular focus on skills and technological transfer that 
		impacts on the wealth of knowledge of the local firms as well as give 
		local perspectives to the foreign firms. That said, being part of the 
		DNS advisory council will advance the interests of the consulting 
		engineering field by merging the needs of the local and foreign firms in 
		the pursuit of our common goals.

		I look forward to serving on the advisory council and contributing to 
		the continued success of the consulting engineering field.
