				Industry Shutdown 2020 / 2021 – CESA has 
				learnt that the Bargaining Council for the Civil Engineering 
				Industry (BCCEI) proposes that the 2020/20201 shutdown period 
				could be any period from Monday 14 December 2020 up to and 
				including Monday, 4th January 2021. Note that these dates are 
				merely a guide and the operational requirements of individual 
				companies will prevail.
				FIDIC CEO Update – FIDIC has released issue 
				number ten of their regular monthly round-up to keep FIDIC 
				member associations and stakeholders up to date on the latest 
				work of FIDIC and to look ahead to future initiatives and

		ECSA 2020 Guideline Fees - In addition to CESA 
		requesting our members to comment individually on the 2020 draft ECSA 
		Fee Guidelines directly to ECSA, we have &nbsp;decided that CESA would submit 
		our own formal comment. 
		To this end, two task teams have been established from the CESA SCM 
		Committee to address the ‘Scope of Services’ component of the Guideline 
		and to address the ‘Fees’ component. Both teams have met weekly to 
		coordinate and agree on our formal comment, which was submitted to ECSA 
		by the deadline of 11 Sept 2020.
		‘Construction Mafia’ – As reported previously CESA 
		is a key participant in ongoing discussions with SAPS to address issues 
		around extortion and violence on construction sites. CESA has partnered 
		with SAFCEC, SAICE, &amp; MBSA on the matter. 
		Members are requested to report incidents of extortion/ violence on 
		their sites to the local police stations, and not rely on the 
		contractors to do so. Members are also requested to send the case 
		numbers to CESA for onward transmission to the SAPS Task Team.
		The National School of Government Webinar, 29 September 2020 
		– CESA was invited to participate in a webinar hosted by the National 
		School of Government under the topic, “Towards a Professional Public 
		Service”. CESA shared insight on how to achieve professionalisation of 
		the public service.

		CESA was invited to form part of a panel discussing SA’s second-quarter 
		GDP contraction with Business Watch anchor Michael Avery and other

				NEC Contract documents – For the benefit and 
				convenience of members and to offer a one-stop service, the CESA 
				Bookstore now stocks the NEC contract documents in addition to 
				the FIDIC, CESA, JBCC, GCC contract documents. Enquiries can be

				CESA Model Professional Services Agreement &amp; Specific 
				Data, August 2014 – Revision of this CESA Form of 
				Agreement has been completed after comment by the CESA Supply 
				Chain Management Committee. The document has been sent to print.

		Practice Notes – The revision of the practice notes 
		is proceeding very well, and the end is in sight. 
		To date 77 PNs have been revised, 13 PNs have been archived or combined 
		with other practice notes, 4 PNs have still to be revised and 52 
		practice notes have been proof-read. Once the practice notes have been 
		finalised then attention will be paid to holding ‘practice notes 
		seminars’ and the promotion of the practice notes among our members.
		FIDIC Contract documents price increase – 
		Unfortunately CESA has had to increase the price of the best-selling 
		FIDIC suite of contract documents by 11% to cover the increased costs of 
		customs import duties.

		Online contract documents – CESA has recently 
		contracted with Fresh Projects who are hosting the CESA Forms of 
		Agreement on their website at&nbsp;

		Digital CESA Contract Documents (in addition to those on the ‘Contracts 
		On Demand’ and ‘CESA’ platforms at

		contracts for their projects and are able to digitally customise their 
		contracts and download a unique project-linked encrypted PDF.&nbsp; 
		Additionally, the tool supports the online creation of Contract Details 
		(e.g. Specific Data, Scope of Services, etc.) via an easy to use 
		interface.

		contract documents are the JBCC Small &amp; Simple Works Contract, Edition 
		1.0 – May 2020 and the JBCC Direct Contractor’s Contract, Edition 1.0 –

		HR Forum - CESA had another successful HR Forum 
		meeting on 18th September 2020 in which over 50 HR managers attended. 
		The guest speaker was Shane Johnson from Webber Wentzel and he spoke 
		about the proposed Employment Equity Amendment Bill, wherein the 
		minister of Employment and Labour proposes to set numerical targets for 
		the representation of suitably qualified persons from designated groups 
		in specific national economic sectors. There was also an open debate on 
		the subject of ‘re-entry into the office’ and ‘Mental health for remote
