		<h1>Highlights from the CEO</h1>

				Forum - The Forum met on the 27 September 2019, at 
				which it was recommended that CESA invests in a significant 
				public relations campaign and that CESA needs to consider what 
				it is doing to capacitate the Client. CEOs of member firms are 
				encouraged to participate in this Forum for the obvious benefits 
				that emanate from networking and interacting with peers, whether 
				by actual attendance or using CESA’s teleconferencing 
				facilities. Furthermore, it remains an opportunity for dialogue 
				on issues affecting the industry in order to ensure that our 
				focus remains on matters that affect our members most. 
				&nbsp; 
				Public Sector Procurement issues - We are 
				considering a change in strategy/ emphasis in how we approach 
				these issues as we have found it more effective to raise them in 
				meetings with Clients rather than writing letters to them. In 
				this regard we are busy arranging meetings with Clients as 
				follows: 
				(1) SANRAL - where we wish to discuss the issues of unlimited 
				liability tender requirements, the removal of CESA membership or 
				any reference to credible industry associations as a 
				pre-qualification requirement and the absence of SANRAL liaison 
				meetings with industry bodies in certain of their regions 
				(2) Western Cape Government Department of Transport and Public 
				Works - where a meeting has been arranged for 28 October 2019 to 
				discuss the issue of unlimited liability in the tender 
				requirements 
				(3) National Treasury - where we wish to raise the procurement 
				problems currently experienced by member firms and brought to 
				the attention of CESA that currently amount to a list of at 
				least 14 separate issues 
				&nbsp; 
				Conference Feedback - I attended the following 
				conferences in order to raise the CESA profile, to raise 
				awareness of CESA, cement relationships and explore 
				opportunities with other industry bodies: 
				(1)&nbsp; FIDIC conference - held from 8 - 10 September 2019 In 
				Mexico City where CESA received Awards of Merit in the three 
				categories it entered as follows: 
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; • Member Association of the Year; 
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; • Advocacy Campaign - showcasing our 
				flagship event, the annual Infrastructure Excellence Awards; 
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; • Best Diversity &amp; Inclusivity Initiative - 
				where we showcased both the diversity in our member base as well 
				as in the 
&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; staffing of the CESA 
				Directorate; 
				These accolades were indeed testimony to the fact that CESA 
				functions at a level equal to the best of our peers in the 
				global arena, symbolic of the capabilities of the industry and 
				the members we represent.&nbsp; 
				(2)&nbsp; IMESA conference - held from 1 - 4 October 2019 in 
				Durban where CESA had an exhibition stand and was able to 
				successfully network with our members and other stakeholders as 
				well as highlight CESA’s profile 
				(3)&nbsp; SABTACO conference - held on 3 October 2019 In 
				Midrand, addressed by the Minister of Public Works and 
				Infrastructure, the Acting Chief Procurement Officer at National 
				Treasury as well as the CEO’s of SANRAL and RAL. Although 
				conference attendees had limited opportunity to raise issues 
				with the aforementioned, we will be securing meetings with all 
				of the aforementioned parties to discuss specific issues 
				affecting our industry. 
				&nbsp; 
				Construction Sector meetings - CESA was 
				represented at the following meetings established to inter alia 
				coordinate approaches by the Construction Sector to Government 
				regarding infrastructure procurement and delivery management 
				issues, namely: 
				(1) South African Forum for Engineering (SAFE) - This body met 
				on 25 September 2019. It is made up of all the engineering 
				voluntary associations such as SAFCEC, SAICE, SAIMechE and CESA. 
				It also includes ECSA representation as well as participants 
				from the manufacturing industry and suppliers to the sector. Our 
				participation in the forum has resulted in CESA being invited to 
				forthcoming meetings with the SA Commissioner of Police as well 
				as the Head of the NPA regarding the “Construction Mafia” issue 
				that still plagues our industry. 
				(2) Capital Projects and Infrastructure Indaba - This forum 
				which had its inaugural meeting on 19 September 2019, was formed 
				to plan the Indaba with the aim of creating a platform for the 
				Construction Sector to meet with Government Departments to 
				discuss and eliminate obstacles preventing the successful 
				implementation of infrastructure projects. The idea is based on 
				the successful Mining Indaba where the Mining Sector met with 
				Government Departments and resolved many of their developmental 
				problems and is aligned to the PPGI (Public Private Growth 
				Initiative under Roelf Meyer and endorsed by the President). 
				Participation thus far has been mainly by members of SAFE, 
				although it will be expanded to include all Built Environment 
				professions.

	Legal opinion sought - In an effort to resolve the 
	procurement issues experienced by many member firms where they are appointed 
	by public sector for projects that extend beyond the 3-year contractual 
	limit required by the MFMA, CESA has sought legal advice. In such cases, the 
	Clients often terminate the contract or refuse to pay our member firms. The 
	question is whether the legislative requirement has precedence over the 
	contract concluded between the consulting engineer and the Client, and what 
	remedy is available to our members. 
	&nbsp; 
	Retired Engineer and Unemployed Graduate databases - CESA 
	has established these databases on our website to provide a platform where 
	Retired Engineers and Unemployed Graduates seeking employment can be readily 
	found (and employed) by member firms. The databases can be found under 
	‘Quick Links on the Home Page of our website. The CVs of the unemployed 
	graduates are only kept on the database for a period of 3 months at a time.&nbsp;

		World, Karissa Nel, principal environmental scientist at SRK PE Office, 
		states that the company is often required to submit ‘Section 24G’ 
		applications on behalf of clients who start work on a site before they 
		have complied with the National Environmental Management Act (NEMA) or 
		other environmental legislation. 
		“Section 24G of NEMA provides for a formal application process to 
		rectify activities that began without the required environmental 
		authorisations or licenses,” said Nel. “However, before any 
		authorisation decision is taken, the law allows that an administrative 
		fine of up to R5-million may be levied.”,

	 Rebuilding trust is key to turning around struggling 
		construction industry - A growing trust deficit between the 
		government and the private sector threatens to derail efforts to turn 
		around the struggling construction sector, but government is 
		intensifying its efforts to build meaningful relationships with the 
		industry, Minister of Public Works and Infrastructure, Patricia de 
		Lille, said at the 118th&nbsp;Annual General Meeting of the Master Builders 
		and Allied Trades’ Association of the Western Cape (MBAWC). 
		Minister De Lille acknowledged the downturn in the construction 
		industry, but urged the sector to welcome government’s much-touted 
		R100bn infrastructure development fund announced during&nbsp;<a href="https://infrastructurenews.co.za/2019/02/11/government-adopts-new-infrastructure-implementation-model/">SONA</a>, 
		which she said will be ramped up alongside a drive to stamp out 
		corruption and sharpen the technical capacity of government,

		SA lost 30 000 construction jobs over the past year - 
		Numbers released by Statistics SA show a decrease in construction jobs 
		over the past months, while the mining sector is steadily employing more 
		people. 
		The Quarterly Employment Statistics survey for the second quarter of the 
		year showed that almost 10.2m people were employed in the second 
		quarter, 2 000 fewer than in the first quarter of the year - but 141 000 
		more than a year ago. 
		In the past quarter to end-June alone, 16 000 jobs were lost in the 
		construction sector - there are now 30 000 fewer workers in the 
		construction industry than a year ago,

		- Work on the engineering and construction of remote apron stands at the

		Company South Africa (ACSA) acting CFO&nbsp;Lindani Mukhudwani, who also 
		indicated that ACSA has a capex budget of R10-billion over the next 
		three years, with around R4.6-billion to flow from borrowings and the 
		remainder to be funded in-house,

		New Development Bank approves R7-billion toll road loan to 
		Sanral - The New Development Bank (NDB) has approved a 
		R7-billion loan, guaranteed by the South African government, to the

		established by Brazil, Russia, India, China and South Africa to mobilise 
		resources for infrastructure and sustainable development projects in 
		their own, as well as other developing countries,

		Sanral - had been advertising construction contracts worth around 
		R20-billion.
