	2017 CESA RELAY We would like to thank you for your 
	support in enabling us to host this year’s CESA Relay amid financial 
	constraints. The Relay is a platform for a fun filled sports day where staff 
	from member firms compete against other member firms in the true spirit of 
	comradeship. I would also like to thank Old Mutual for their sponsorship of 
	the event. &nbsp;I urge member firms to maximize the opportunity provided by the 
	CESA Relay as an outlet to boost morale and facilitate team building

	&nbsp;Once again, the Annual CESA Aon Engineering Excellence Awards 
	proved to be a very successful event based on the feedback received. It was 
	attended by some 600 people representing Members, Clients, Affiliates and 
	the Media.&nbsp; You will have seen mention in the press of the Awards and 
	Commendations in the various categories - congratulations to all who 
	participated.&nbsp; All the projects were of a very high standard as were the 
	submissions in all the other categories.
	A warm welcome to Standard Bank who have just joined CESA as an 
	affiliate, we look forward to a mutually beneficial relationship.

	Procurement Concerns Corner – This is a summary of the procurement 
	queries we received in the recent past and outcomes achieved after our 
	intervention, if any: 
	1. Tender No: 2018/008: Lower Umkhomazi Bulk Water Supply Scheme 
	Phase 1: Professional Service Provider to undertake the Detailed Design and 
	Contract Administration of the Abstraction Works and Dam. CESA 
	wrote to Umgeni Water (UW) on 6 Sept 2017 warning that they faced a second 
	cancellation of the Tender due to, inter alia, insufficient detail in the 
	Scope of Works (copy to Office of CPO (OCPO), National Treasury). UW 
	acknowledged letter on 7 Sep 2017 and promised feedback in due course. OCPO 
	said they would await response from UW. Subsequently it seems UW has ignored 
	our representations and tenders closed on 16 Sept 2017 as scheduled.
	2. RFP/RVVGWSC/201770: Appointment of the Professional Service 
	Provider for the Design, Compilation of Contract Documentation and 
	Supervision for the Upgrade of the existing Vaal Gamagara Regional Water 
	Supply Scheme: Phase II. CESA wrote to Sedibeng Water (SW) on 21 
	August 2017 pointing out a number of procurement inconsistencies (OCPO 
	copied on 3 Sept 2017). OCPO responded on 4 Sept 2017 and the matter has 
	been assigned to a senior official. CESA is awaiting feedback. Sedibeng 
	Water has taken our concerns seriously and will be meeting with CESA on&nbsp;28 
	Sept 2017&nbsp;to discuss the matter. 
	3. Tender No. T 19/201718:&nbsp; Expression of Interest (EOI) for 
	various Professional &amp; Related Services. CESA wrote to Knysna 
	Municipality (KM) on 23 Aug 2017 regarding tender not being compliant with 
	municipal regulations for infrastructure procurement. The KM CFO responded 
	the same day that they would consider the matters raised and make an 
	informed decision. Matter copied to OCPO on 1 Sept 2017 who acknowledged 
	receipt and enquired on 11 Sept 2017 if KM had sent CESA a response yet. No 
	response received from KM as at 11 Sept 2017.
	4. Tender No ZNB 1400/17T: Request for Proposal to appoint a Service 
	Provider for the provision of Infrastructure Delivery Management, and Road 
	Asset Management in line with DORA requirements. CESA wrote to OCPO 
	on 8 June 2017 pointing out that the KZN DOT tender had been worded to 
	favour a particular service provider. CESA informed on 31 Aug 2017, that as 
	a result of intervention, KZN had cancelled this tender and re-issued a new 
	one with more impartial conditions.
	Availability of revised FIDIC Standard Contracts – the 
	2017 Red, Yellow and Silver Books will be launched at the FIDIC 
	International Users’ Conference in London being held from 4-7 December 2017. 
	CESA will order stocks of these revised documents.&nbsp; It is anticipated 
	that these will be available in the CESA Bookstore in early 2018.

	Medical aid funds win the fight – another very 
	interesting article appearing in the September 2017 Business Day ‘Business 
	Tax &amp; Law’ supplement, shows how progressive the Namibian courts are when it

	Warning regarding tendering using older versions of Microsoft 
	Excel – one of our members was recently disqualified from a tender 
	due to data being lost when a spreadsheet initially prepared in an older 
	version of Microsoft Excel, was edited. No warnings were presented that data 
	was being overridden when the spreadsheet was edited initially.&nbsp; Once 
	saved back to disk even the newest versions of Excel would not see the 
	drop-down menus. It is important that tenderers ensure compatibility with

	CESA Membership Applications – The online application 
	form has been finalised. Applicants for CESA membership will be directed to 
	the weblink. 
	SIPDM Training Seminars – Since the last edition of 
	CE-news, Seminars have been successfully held in Rustenburg, Ekurhuleni and 
	Durban. The SIPDM training course is accredited with 2 ECSA CPD points. The 
	final Treasury approved training seminar is scheduled for&nbsp;31 
	October,&nbsp;1 November 2017&nbsp;in Mossel Bay,. Treasury have indicated 
	that they will meet with CESA to discuss the future&nbsp; Treasury-CESA SIPDM 
	Training programme.
	SIPDM Verification Exams – The exams have been taking 
	place although with some minor hiccups, mainly around registering delegates 
	for the on-line exam. CESA is grateful to the Branch Chairpersons who are 
	kindly arranging the exams in the regional centres. Full details are

	NEC4: A collaborative challenge to project management - 
	Former NEC drafting panel advisers Messrs Backler &amp; Woodward of Resolex 
	examine the newly launched NEC4 which aims to help bring construction 
	procurement into the 21st Century. Alliancing and risk management are key

	in a category sponsored by Airports Company South Africa with Catherine 
	Blersch from Aurecon and Dr Pieter Crous from SMEC receiving commendations. 
	Bigen Africa won the Mentoring Company of the Year, sponsored by Bosch 
	Holdings. In an effort to promote mentorship of young engineers CESA 
	recognises the contribution Mentors make to the industry and the future of
