Tender No: 2018/008: Lower Umkhomazi Bulk Water Supply Scheme Phase 1: Professional Service Provider to undertake the Detailed Design and Contract Administration of the Abstraction Works and Dam.</span></em></strong><span class="auto-style2"><em> CESA wrote to Umgeni Water (UW) on 6 Sept 2017 warning that they faced a second cancellation of the Tender due to, inter alia, insufficient detail in the Scope of Works (copy to Office of CPO (OCPO), National Treasury). UW acknowledged letter on 7 Sep 2017 and promised feedback in due course. OCPO said they would await response from UW. Subsequently it seems UW has ignored our representations and tenders closed on 16 Sept 2017 as scheduled.</em></p> <p><strong><em>2. RFP/RVVGWSC/201770: Appointment of the Professional Service Provider for the Design, Compilation of Contract Documentation and Supervision for the Upgrade of the existing Vaal Gamagara Regional Water Supply Scheme: Phase II.</em></strong><em> CESA wrote to Sedibeng Water (SW) on 21 August 2017 pointing out a number of procurement inconsistencies (OCPO copied on 3 Sept 2017). OCPO responded on 4 Sept 2017 and the matter has been assigned to a senior official. CESA is awaiting feedback. Sedibeng Water has taken our concerns seriously and will be meeting with CESA on 28 Sept 2017 to discuss the matter. </em></p> <p><strong><em>3. Tender No. T 19/201718: Expression of Interest (EOI) for various Professional & Related Services.</em></strong><em> CESA wrote to Knysna Municipality (KM) on 23 Aug 2017 regarding tender not being compliant with municipal regulations for infrastructure procurement. The KM CFO responded the same day that they would consider the matters raised and make an informed decision. Matter copied to OCPO on 1 Sept 2017 who acknowledged receipt and enquired on 11 Sept 2017 if KM had sent CESA a response yet. No response received from KM as at 11 Sept 2017.</em></p> <p><strong><em>4. Tender No ZNB 1400/17T: Request for Proposal to appoint a Service Provider for the provision of Infrastructure Delivery Management, and Road Asset Management in line with DORA requirements.</em></strong></span><em><span class="auto-style2"> CESA wrote to OCPO on 8 June 2017 pointing out that the KZN DOT tender had been worded to favour a particular service provider. CESA informed on 31 Aug 2017, that as a result of intervention, KZN had cancelled this tender and re-issued a new one with more impartial conditions.</span></em></p> <p><strong>Availability of revised FIDIC Standard Contracts</strong> – the 2017 Red, Yellow and Silver Books will be launched at the FIDIC International Users’ Conference in London being held from 4-7 December 2017. CESA will order stocks of these revised documents. No warnings were presented that data was being overridden when the spreadsheet was edited initially. Once saved back to disk even the newest versions of Excel would not see the drop-down menus. It is important that tenderers ensure compatibility with the Clients software. Applicants for CESA membership will be directed to the weblink. </p> <p><strong>SIPDM Training Seminars</strong> – Since the last edition of CE-news, Seminars have been successfully held in Rustenburg, Ekurhuleni and Durban. The SIPDM training course is accredited with 2 ECSA CPD points. The final Treasury approved training seminar is scheduled for <strong>31 October, 1 November 2017</strong> in Mossel Bay,. Treasury have indicated that they will meet with CESA to discuss the future Treasury-CESA SIPDM Training programme.</p> <p><strong>SIPDM Verification Exams</strong> – The exams have been taking place although with some minor hiccups, mainly around registering delegates for the on-line exam. CESA is grateful to the Branch Chairpersons who are kindly arranging the exams in the regional centres.
