CESA will conduct verification reviews on randomly selected member firms in order to confirm the contents of the completed MSDs.<br /> A practice note has been drafted to explain these management systems, which will be introduced at the end of 2020 with the distribution of the Annual Declarations to member firms.</p> </td> </tr> </table> <p><strong>CC19RRTT</strong> – At its meeting on 15 October 2020, the Task Team confirmed its intention to continue as a much-needed industry body post the Covid Lockdown, under the name 'Construction Alliance South Africa' (CASA). It is busy with the development of its constitution as well as an Industry Action Plan. CESA supports this body and plays a prominent role in promoting and safeguarding the interests of our sector.</p> <p><strong>Consulting Engineers – Protecting Lives and Livelihoods</strong> - Over the coming months CESA is embarking on a campaign entitled 'Consulting Engineers - Protecting Lives and Livelihoods' aimed at bringing stakeholders in the Infrastructure Development arena together to deliberate and come up with sustainable solutions to the challenges that our country currently faces. Part of this campaign includes a series of Webinars, the first of which was successfully held on the 14 October entitled, 'Why has Government chosen Infrastructure Development as a key driver for economic growth and what needs to happen to make this a reality?' You can watch the recording of Episode 1 here: <a href="https://youtu.be/SEw-yY7cTDE">https://youtu.be/SEw-yY7cTDE</a></p> <p><strong>CEO's Forum</strong> – The Forum met on 2 October 2020 to raise topical issues affecting our sector including inter alia the decrease in both public and private sector consulting engineering projects, the 2020 ECSA Fee Guidelines, Government plans for infrastructure investment, diversity and inclusiveness, training, future pandemics and clients insisting on unlimited liability. CEOs of member firms are strongly encouraged to prioritise their attendance at this Forum as it provides a useful, high-level platform for the discussion of strategic issues and their resolution as well expanding the awareness of the participants.<br /> <br /> <strong>Recognition of CESA membership</strong> – It is gratifying to note that more and more clients are recognising the value in employing CESA member firms and are including membership requirements in their tender documentation. This conclusion is supported by the steady increase in membership applications and clients contacting CESA to verify the membership of tenderers.<br /> <br /> <strong>Industry Shutdown 2020 / 2021</strong> – Members are reminded that the Bargaining Council for the Civil Engineering Industry (BCCEI) has proposed that the 2020/20201 shutdown period could be any period from Monday 14 December 2020 up to and including Monday, 4 January 2021. Note that these dates are merely a guide and the operational requirements of individual companies will prevail.<br /> <br /> <strong>ECSA 2020 Guideline Fees</strong> – Subsequent to submitting comprehensive comment on the 2020 draft ECSA Fee Guidelines on 11 Sept 2020, we have no further feedback. Members are requested to comment direct to Treasury and to kindly copy CESA.</p> </td> </tr> </table> <br /> <strong>MFMA Circular 106: Local Government Framework for Infrastructure Delivery and Procurement Management (FIDPM)</strong> – National Treasury has issued this MFMA Circular and associated FIDPM Manual as the basis for municipalities and their entities to establish an appropriate system for implementation of the project process and infrastructure procurement in the infrastructure delivery management value chain. They are expected to expedite the amendment and alignment of their SCM policies accordingly, prior to tabling it before their councils and boards for adoption.
