				CESA Management Systems 
				– CESA is pleased to inform members of the significant progress 
				that has been made under the oversight and direction of the CESA 
				Quality, Risk and Sustainability (QRS) Committee, with the 
				development of the following mandatory CESA member management 
				systems (based on the FIDIC Management Systems):
				<ul style="margin-top: 1px; margin-bottom: 1px">
					<li>Quality Management System (QMS)</li>
					<li>FIDIC Integrity Management System (FIMS)</li>
					<li>Project Sustainability Management System (PSMS)</li>
				</ul>
				A Management System Declaration (MSD) 
				has been developed for each mandatory management system, which 
				member firms will be required to complete on an annual basis and 
				submit to CESA, as the basis for the evaluation of the level of 
				development of their management systems. CESA will conduct 
				verification reviews on randomly selected member firms in order 
				to confirm the contents of the completed MSDs. 
				A practice note has been drafted to explain these management 
				systems, which will be introduced at the end of 2020 with the 
				distribution of the Annual Declarations to member firms.

		CC19RRTT – At its meeting on 15 October 2020, the 
		Task Team confirmed its intention to continue as a much-needed industry 
		body post the Covid Lockdown, under the name 'Construction Alliance 
		South Africa' (CASA). It is busy with the development of its 
		constitution as well as an Industry Action Plan. CESA supports this body 
		and plays a prominent role in promoting and safeguarding the interests 
		of our sector.
		Consulting Engineers – Protecting Lives and Livelihoods 
		-&nbsp;Over the coming months CESA is embarking on a campaign entitled 
		'Consulting Engineers - Protecting Lives and Livelihoods' aimed at 
		bringing stakeholders in the Infrastructure Development arena together 
		to deliberate and come up with sustainable solutions to the challenges 
		that our country currently faces. Part of this campaign includes a 
		series of Webinars, the first of which was successfully held on the 14 
		October entitled, 'Why has Government chosen Infrastructure Development 
		as a key driver for economic growth and what needs to happen to make

		CEO's Forum – The Forum met on 2 October 2020 to 
		raise topical issues affecting our sector including inter alia the 
		decrease in both public and private sector consulting engineering 
		projects, the 2020 ECSA Fee Guidelines, Government plans for 
		infrastructure investment, diversity and inclusiveness, training, future 
		pandemics and clients insisting on unlimited liability. CEOs of member 
		firms are strongly encouraged to prioritise their attendance at this 
		Forum as it provides a useful, high-level platform for the discussion of 
		strategic issues and their resolution as well expanding the awareness of 
		the participants. 
		&nbsp; 
		Recognition of CESA membership – It is gratifying to 
		note that more and more clients are recognising the value in employing 
		CESA member firms and are including membership requirements in their 
		tender documentation. This conclusion is supported by the steady 
		increase in membership applications and clients contacting CESA to 
		verify the membership of tenderers. 
		&nbsp; 
		Industry Shutdown 2020 / 2021 – Members are reminded 
		that the Bargaining Council for the Civil Engineering Industry (BCCEI) 
		has proposed that the 2020/20201 shutdown period could be any period 
		from Monday 14 December 2020 up to and including Monday, 4 January 2021. 
		Note that these dates are merely a guide and the operational 
		requirements of individual companies will prevail. 
		&nbsp; 
		ECSA 2020 Guideline Fees – Subsequent to submitting 
		comprehensive comment on the 2020 draft ECSA Fee Guidelines on 11 Sept 
		2020, we have no further feedback. We anticipate that the Guidelines 
		will be tabled at the first sitting of the new ECSA Council, which 
		should take place before the end of this year.

				Amendment of Municipal SCM Regulations – 
				National Treasury has invited public comment by 30 November 2020 
				on proposed amendments to the MFMA regulations,

				click here</a>. Note that paragraph 3 concerning the amendment 
				of existing MFMA Regulation 35 relates to the appointment of

		MFMA Circular 106: Local Government Framework for Infrastructure 
		Delivery and Procurement Management (FIDPM) – National Treasury 
		has issued this MFMA Circular and associated FIDPM Manual as the basis 
		for municipalities and their entities to establish an appropriate system 
		for implementation of the project process and infrastructure procurement 
		in the infrastructure delivery management value chain. They are expected 
		to expedite the amendment and alignment of their SCM policies 
		accordingly, prior to tabling it before their councils and boards for 
		adoption. A phased-in process is envisaged however it is expected that 
		this be implemented as soon as possible.

		Feedback on Draft Public Procurement Bill (PPB) – 
		National Treasury held a webinar on 21 October 2020 outlining progress 
		on the development of the PPB and presented a rough timeline for its 
		implementation indicating that the Bill could be passed into law in

		Western Cape Government - Consultant registration system (CRS) 
		- The Western Cape Government Department of Public Works has requested 
		CESA members to register on their Consultant Register System, which has 
		been developed to serve as an electronic roster to ensure that companies 
		operating in the Built Environment and Infrastructure Sector are 
		appointed on a rotational basis within the Department of Public Works. 
		The system will be utilised by the three Chief Directorates of 
		Education, General and Health Infrastructure for appointment on new 
		projects planned during the upcoming financial year.

		CESA Model Professional Services Agreement &amp; Specific Data, 
		October 2020 – The first proof of the 2020 CESA Form of 
		Agreement has been received from the printers and is being checked prior 
		to printing. It is envisaged that the printed copies will be available 
		for purchase by year end.

		Practice Notes – As reported previously, the revision 
		of the practice notes is proceeding very well, and it is envisaged that 
		the revised practice notes will be formatted and uploaded to the CESA 
		website by year-end or early 2021. Thereafter attention will be paid to 
		holding 'practice notes seminars' and the promotion of the practice 
		notes amongst the membership.

		reminded that unfortunately CESA has had to increase the price of the

		World Quality Day, 12 November 2020 
		- To support World Quality Day, the School of Consulting Engineering 
		(SCE) will be offering courses during November which will focus 
		specifically on the development and implementation of effective quality 
		and risk management systems. During November, CESA will also be sending 
		out reminders regarding the completion and submission of the mandatory

		NSTF/proSET Call for contributions – As members are 
		aware, CESA is a member of the NSTF, in particular the proSET Sector 
		(Professionals in Science, Engineering and Technology), representing 
		professional bodies. The proSET Committee has announced the launch of 
		the STEMulator e-learning platform, which is now freely available on the 
		internet to attract students/youngsters into the exciting STEM world and 
		provide guidance on fields of study and careers. The Committee have 
		established a competition with prize money, to source content to feature 
		on the STEMulator website.
