		<h1>Highlights from the CEO</h1>
				
				<img align="left" alt="Chris Campbell" hspace="10" src="images/Chris2019.jpg" height="240" />Establishment 
				of infrastructure fund - It was encouraging to hear the 
				Finance Minister&nbsp;during his Medium-Term Budget Policy Statement 
				say that government had made progress on establishing a blended 
				finance&nbsp;infrastructure&nbsp;fund and that the fund's implementation 
				unit had been established. The fund would be hosted by the DBSA 
				and led by Dr&nbsp;Sean Phillips and aimed at fast-tracking the 
				development of&nbsp;projects&nbsp;and programmes by drawing on existing 
				capacity in government such as the PICC and Treasury. The unit 
				was also identifying policy and regulatory hurdles in the public 
				sector that hampered private and public investment.

				GAMA - CESA has successfully assumed the role 
				of GAMA Secretariat and it is anticipated that a formal 
				agreement with GAMA will shortly be concluded in this regard. 
				GAMA is strongly considering establishing a permanent base with 
				a possible name change to FIDIC-AFRICA, which will be decided at 
				the next General Assembly following the FIDIC GAMA Conference in 
				Botswana from 19 to 21st April 2020. 
				&nbsp; 
				New Procurement Bill - The Acting Chief 
				Procurement Officer of National Treasury at the recent SABTACO 
				Conference attended by the CEO, shared the thinking that the new 
				Public Procurement Bill, which collapses PPPFA, PFMA, MFMA and 
				other Public Procurement legislation into one Bill, will be 
				tabled in Parliament for Gazetting with the request for public 
				comment early in 2020. 
				&nbsp; 
				Fee Guidelines &amp; IDOW - The CESA Deputy 
				President and I met with the ECSA President and CEO to discuss 
				the publication of the ECSA 2020 Guideline Fees as well as the 
				Identification of Work as mandated by the Council for the Built 
				Environment (for latest CBE statement on IDOW,
				<a href="https://www.cesa.co.za/uploads/20191030_-_cenews_-_CBE_IDoW_Update_30_September_2019.pdf">
				click here</a>). CESA has written to ECSA following the meeting 
				and has received a positive response with an undertaking that 
				the matter will be tabled at their next Council Meeting on 21 
				November 2019. Once confirmation has been received, ECSA will 
				reconstitute its Fees Committee and we should have new 
				guidelines published early in 2020. 
				&nbsp; 
				CESA Workplace Readiness Programme - In order 
				to address the challenge faced by many Engineering Graduates, 
				who remain unemployed due to lack of working experience, CESA 
				has embarked on a process of meeting with various bodies to find 
				the best vehicle for launching such a programme. Once we have 
				identified a suitable partner, we will be in a better position 
				to give further updates. For now, we encourage member companies 
				to visit the CESA Database of Unemployed Graduates for any new 
				recruitment needs.&nbsp; 
				&nbsp; 
				Construction Mafia - CESA recently joined 
				SAFCEC and SAICE&nbsp;at a meeting with the NPA and the HAWKS to 
				raise the seriousness of the Site Disruptions and raise the 
				concern that it is mostly orchestrated and organised and not 
				just isolated instances of criminality. Initially the NPA and 
				Hawks seemed to be unaware of the seriousness of the situation, 
				however, following illustrations of &nbsp;the dire impact it has had 
				on our industry and subsequently the economy, they undertook to 
				set up a team to commence with investigations that would lead to 
				singling out the sources of these Business Forums under the 
				Prevention of Organised Crime Act, so as to take legal action. 
				All Voluntary Associations who have had members, staff and 
				equipment affected by these activities are to request CASE 
				Numbers from affected parties so that these may be forwarded to 
				the NPA as part of building the cases they intend pursuing. It 
				has become evident that local police have done nothing and 
				higher levels of law enforcement will now be stepping in to take 
				the necessary action. Member firms have been requested to send 
				their case numbers to CESA for collation and sending to the NPA 
				via the SAFCEC Co-ordinator.
		'Unlimited liability' problem - The CESA CEO 
		recently met with the Procurement Head of the&nbsp; &nbsp;Department of 
		Public Works of the Western Cape Government to discuss the requirement 
		for unlimited liability in their tenders. A subsequent meeting is being 
		arranged with the Roads and Works Department who seem to be the only 
		Department requiring such insurance. We hope to have this matter 
		resolved before year end.
		EE Publishers - It is with immense sadness that we 
		share the demise of one of our business partners, EE Publishers, with 
		members. I am sure that many of you and your employees have contributed 
		to, and enjoyed, these publications over the years.&nbsp; We would like 
		to take this opportunity to wish their Directors, Chris Yelland and 
		Irene Blythe as well as all of their staff members success in their 
		future endeavours. We have been informed that the shareholders and 
		directors of EE Publishers have made the difficult decision to close EE 
		Publishers at the end of Nov 2019.

	Affairs, Procurement &amp; Membership</h1>

	sector procurement issues - The CESA CEO and Contractual Affairs 
	Manager attended a meeting on 23 October 2019 with the Office of the Chief 
	Procurement Officer (OCPO) where the procurement issues experienced by 
	members were raised. The meeting went well and the OCPO undertook to raise 
	the issues with the relevant officials and to report back at a follow-up 
	meeting. 
	&nbsp; 
	Capital Projects and Infrastructure Indaba Forum - As 
	reported previously the forum was formed to plan the Indaba to create a 
	platform for the Construction Sector to meet with Government Departments to 
	discuss and eliminate obstacles/inhibitors such as non-payment, the lack of 
	work, disruptions on site etc, preventing the successful implementation of 
	infrastructure projects. The idea is based on the successful Mining Indaba 
	where the Mining Sector met with Government Departments and resolved many of 
	their developmental problems and is aligned to the PPGI (Public Private 
	Growth Initiative) under Roelf Meyer and endorsed by the President. 
	Participation thus far has been mainly by members of SAFE, although it will 
	be expanded to include all Built Environment professions. 
	CESA is actively involved in the initiative and has submitted our list of 
	inhibitors to the Forum coordinators (essentially the same list of 
	procurement issues discussed with OCPO) and will attend a meeting on 7 
	November 2019 to finalise and endorse the document (list of inhibitors) for 
	presentation and discussion, via the PPGI, to the respective government 
	counterparts immediately thereafter.

	New FIDIC Guidelines - CESA will be reviewing the following 
	Guidelines, which are available for free download from the FIDIC website, 
	for potential updating of the CESA equivalent systems. 
	Guidelines for Integrity Management System in the Consulting 
	Industry 1st Edition (2019) Part III 
	Road map on how consulting engineering firms could apply integrity 
	management in their work and provides the details on how to develop a FIDIC 
	integrity management system (FIMS) and use it in their day-to-day consulting 
	practice.

	FIDIC Guidelines for the Selection of Consultants 
	3rd edition (2019) fully updated FIDIC Guidelines for the

	respective procedures and to combine all of these in one compact document, 
	while highlighting FIDIC's policies on the issue.

	Sustainability Reporting training - The Global Reporting 
	Initiative (GRI) Competitive Business Program supported by the Swiss State 
	Secretariat for Economic Affairs (SECO) aims to enhance the competitiveness 
	of SMEs/suppliers by building their capacity to measure, manage and report 
	on sustainability topics material to their businesses. Please note that the 
	CESA Sustainability Framework is currently aligned with the GRI so the 
	training may be useful. The GRI invites you to attend a half day training 
	session on the Competitive Business Program on 20 November, 9 am - 2 pm, at 
	Venue: Cape Town Marriott Hotel Crystal Towers, Cape Town.

	Retired Engineer and Unemployed Graduate databases - 
	Members are reminded that CESA has established these databases on our 
	website to provide a platform where Retired Engineers and Unemployed 
	Graduates seeking employment can be readily found (and employed) by member 
	firms. The databases can be found under “Quick Links” on the Home Page of 
	the CESA website. The CV's of the unemployed graduates are only kept on the 
	database for a period of 3 months at a time&nbsp; 
	&nbsp; 
	CESA Practice Notes - Members are also reminded to make use 
	of these practice notes that are reserved for their use only. They can be 
	found on the Members Section of the CESA website at

		ARE NOW OPEN for next year's Business of Consulting Engineering (BCE) 
		Development Programme. This one-year programme equips young 
		engineers to be highly productive, effective, efficient and confident, 
		with the non-technical skills that are not covered in their normal 
		tertiary engineering qualification.&nbsp; Register and Pay before 16 
		December 2019 and benefit from this year's price. 
		&nbsp;

		Aurecon Africa separates from global group - Global 
		engineering group Aurecon has announced that it will demerge with the 
		African business in early 2020, as initiated by its African 
		shareholders. The company was established in 2009, when two leading 
		South African consulting engineering companies - Africon and Ninham 
		Shand - merged with one of Australasia's largest infrastructure advisory 
		companies, Connell Wagner.
