	communications were sent out to Mandated Principals of member companies 
	regarding the CESA Thuthuka Bursary Fund. Regrettably, this information 
	might have been missed and the benefits to members possibly also 
	misunderstood. The result has been that the uptake has been very poor and it 
	would be a great pity for members to have missed this opportunity on the 
	basis of not having received this communication. To this end a revised 
	version of this proposal is included for you to review and discuss 
	internally amongst Technical Directors and Talent Executives. Should you

	Launch of SANRAL 2030 Strategy – Deputy-President Neresh Pather attended 
	this event as did a number of CESA members on 29 September 2017 at the Hyatt 
	hotel. The SANRAL CEO presented the Strategy, which can be seen at

	Cautionary re Training Providers – From time to time members complain 
	about training providers who willy-nilly cancel courses at short notice and 
	will not refund fees paid although they do offer credit for the same course 
	on alternative dates. Usually the providers rely on a clause in the fine 
	print that permits such a practice. In the case of CESA Training courses, 
	CESA will refund the fees paid in the event that the client no longer 
	chooses to attend the rescheduled course. If training providers are not part 
	of the CESA Training Programme there is little CESA can do on behalf of 
	member firms except to advise that the Provider be well researched and 
	validated prior to making any payments ("Caveat emptor" or "let the buyer 
	beware").

	Overview of 2017 PPPFA Regulations – CESA was recipient

	Quality and Risk – members attention is drawn to the 
	following two critically important issues: 
	· Unlimited liability - This is an interim advisory to 
	members regarding the "Unlimited Liability" requirements in Western Cape 
	Govt tenders. Firms to make own assessment of risk and ensure adequate 
	cover. However since no insurer provides unlimited cover, members are 
	advised take extra care as any shortfall over and above the amount insured 
	is deemed to be self-cover.&nbsp;Members to please note that we are liaising with 
	NT and Western Cape to correct this situation. 
	It is hoped that a Practice Note addressing this issue will be available 
	shortly 
	· CESA QMS – CESA is in the process of developing a 
	formalised Quality Management System which is simple, easy to implement and 
	maintain which will be audited to ensure that member firms all adhere to 
	this condition of membership. It is envisaged that this will be at a 
	fraction of the cost of an ISO certified system for companies not in a 
	position to pursue full ISO certification. It is intended that this will be 
	rolled out during 2018.
	RFP/RVVGWSC/201770: Appointment of the Professional Service 
	Provider for the Design, Compilation of Contract Documentation and 
	Supervision for the Upgrade of the existing Vaal Gamagara Regional Water 
	Supply Scheme: Phase II - CESA wrote to Sedibeng Water (SW) on 21 
	August 2017 pointing out a number of procurement inconsistencies in the 
	abovementioned tender documentation. At a subsequent meeting on 2 October 
	2017 with a high-level delegation from Sedibeng Water including their 
	Chairman and members of the Board, as well as their a/CEO, with CESA 
	represented by Deputy President Neresh Pather, the last remaining query was 
	resolved and the meeting concluded on a very positive note. Sedibeng Water 
	requested the establishment of a CESA-Sedibeng Water Client Liaison meeting 
	which augers well for the future. 
	Availability of revised FIDIC Standard Contracts – the 
	2017 Red, Yellow and Silver Books will be launched at the FIDIC 
	International Users' Conference in London being held from 4-7 December 2017. 
	CESA will order stocks of these revised documents.&nbsp; It is anticipated 
	that these will be available in the CESA Bookstore in early 2018.

	SIPDM Training Seminars – Since the last edition of 
	CE-news, a Seminar has been successfully held in Cape Town. The SIPDM 
	training course is accredited with 2 ECSA CPD points. The final Treasury 
	approved training seminar is scheduled for&nbsp;31 October and&nbsp;1 November 2017&nbsp;in 
	Mossel Bay. Treasury have indicated that they will meet with CESA to discuss 
	the future&nbsp;Treasury-CESA SIPDM Training programme.

	While Infrastructure is the backbone of the economy, it 
	cannot be developed without political certainty, which is crucial for the 
	planning, financing and implementation of public service delivery and 
	private sector participation.

		<li>What are the prospects for consulting engineers beyond the December 
		2017 ANC Elective Conference? </li>

	Infrastructure bottleneck weakens consulting engineering sector 
	The third South African Institution of Civil Engineering (SAICE) 
	Infrastructure Report Card (IRC) gives South Africa's state-owned 
	infrastructure an overall grade of D+.
