At the same time Olu Soluade was confirmed as CESA Deputy President for the 2019/2021 term of office. The office bearers were thanked for their contributions and wished well for their new roles.<br /> <br /> Members will be pleased to learn that it was also confirmed that for a third consecutive year, there will be no increase in the annual member subscription fee.</p> </td> </tr> </table> <p>The Board composition was confirmed as follows:</p> <p>• Sugen Pillay (Zitholele) - President & Chairperson<br /> • Olu Soluade (AOS) - Deputy President <br /> • Neresh Pather (Mottmacdonald) - Immediate Past President<br /> • Darrin Green (AECOM) - new member<br /> • David Leukes (BVI) - current member<br /> • Jacques Kotze (AURECON) - new member<br /> • John Truter (WSP) - current member<br /> • Naomi Naidoo (PINKAFRICA) - 2nd term<br /> • Refilwe Lesufi (PRANA) - new member<br /> • Vishal Haripersad (KP) - current member<br /> • Yankho Banda (AMCE) - new member & YPF Chair</p> <p>It was confirmed that insofar as CESA is concerned that the dispute between the engineering VAs and the current ECSA Council will no longer be pursued as their term of office will be ending shortly and nominations have been invited for the election of a new Council. The VA's have urged Minister De Lille to increase the oversight the Department will have over the process to avoid a recurrence of the alleged breach of governance that led to the court application against the Minister and the Council in 2016.</p> <p><strong>Flying the CESA Flag</strong> - In raising the profile and relevance of CESA as well as advancing the interests of the consulting engineering sector, I met with the following organisations during November 2019, some of which are described in greater detail below, the Built Environment Professions Grouping (BEPG), African Academy, BEPEC (Built Environment Professionals Export Council), ASHRAE (American Society of Heating, Refrigerating, and Air Conditioning Engineers) and the Western Cape Provincial Dept of Transport & Public Works<br /> <br /> <strong>Unlimited liability requirement</strong> - In a follow-up meeting with the WC Provincial Roads Dept, it was agreed that its standard SLA for consulting engineering services with regard to its liability requirements will be revisited and amended in line with CIDB and other statutory body requirements, and that CESA will be allowed an opportunity to comment on the revised requirements before they are finalised.<br /> <br /> <strong>Construction Sector Charter Council (CSCC)</strong> - It appears that this organisation that plays a critical role in developing and maintaining the Construction Charter (Construction Sector Codes of Good Practice) and hence in promoting Transformation in our sector, is faced with funding issues that threaten its existence. <br /> <br /> <strong>BUSA</strong> - I have attended two BUSA meetings since the previous newsletter being the BUSA Social & Ethics Committee meeting on 22 Nov 2019 and the BUSA Board meeting on 25 Nov 2019. Our membership of BUSA has proved invaluable in providing CESA with a platform to influence government policy as this affects responsible business practice. In addition, it is the only member from the Construction Sector among all other industry organisations that are members of BUSA.<br /> <br /> <strong>BEPEC</strong> - Unfortunately much as the CSCC is experiencing financial difficulties as indicated above, so too is BEPEC. Under the current economic climate the funding model currently in place through the Dti has meant that since the organisation is unable to grow its member base, despite several attempts at getting members on board from the Contractor members of SAFCEC and MBSA, it is subsequently not able to qualify for the level of matching grant funding to ensure its financial sustainability. The BEPEC Board resolved at a Board Meeting on 28 November 2019 to terminate the activities of BEPEC effective from 30 November 2019, to mitigate against the risk of BEPEC incurring further liabilities which it will not be able to meet. All necessary due processes will be followed together with a communication process to all stakeholders.<br /> <br /> <strong>PPGI EBEIS Project Presentation</strong> - The following notes from the presentation delivered at the recent BEPG meeting provide a fair summary of this project for members.</p> <ul> <li>Presenters - Dr Giel Bekker (University of Pretoria) & Russell Adams (SAFCEC)</li> <li>Introduction - Using the vehicle of the PPGI (Public Private Growth Initiative) established by Roelf Meyer and endorsed by President Ramaphosa, industry at large (23 sectors) are taking their obstacles or hinderances to major economic progress, to Govt for speedy resolution. The initiative is currently located in DTI. Significant results have been achieved in this way.</li> <li>Project participation - The construction sector, called the EBEIS (Engineering and Built Environment Implementation Sector) for this initiative, is led by SAFCEC and mainly comprises the contractors, BEPG and SAFE. The administrative centre of EBEIS is located at the Graduate School of Technology Mgmt at the University of Pretoria, under Dr Giel Bekker. Supporting documentation will be disseminated to members.</li> <li>Output - The EIBIS has collated a list of the "hinderances" including those submitted by CESA, that will be workshopped at a meeting on 8 Nov 2019 where the PPGI will be in attendance. A letter summarising the salient points of the Presentation will be disseminated to members early in the New Year.<br /> <br /> <strong>Sustainability - GRI Nov 2019 newsletter</strong> - Members are encouraged to read the latest monthly newsletter from GRI, provider of the world's leading and most widely used sustainability reporting framework - the GRI Standards. Of particular interest is that Michele was extensively involved with CESA and occupied a number of senior CESA positions, namely, YPF Chairperson, Chairperson of the Quality & Risk Committee and member of the CESA Board. In 2007 Michele was chosen as the CESA Young Engineer of the Year at the prestigious annual CESA-Aon Excellence Awards.<br /> <br /> <strong>Obituary</strong> - CESA has learnt of the passing of Stanley Kaplan in Chicago, USA, on 18 Nov 2019. Stanley occupied the position of SAACE President in 1965 and by all accounts was a credit to the consulting engineering profession, working primarily in the UK, Southern Africa, and the USA, and being the founding partner of Stanley Kaplan, Bahr & Jacobs Consulting Engineers who pioneered the use of pre-stressed concrete in South Africa. A quarterly gauge measuring sentiment rose to 26 from a two-decade low of 21, FirstRand's Rand Merchant Bank unit and Stellenbosch University's Bureau for Economic Research said in a statement Wednesday.
