	2017 SEMINAR &amp; AGM&nbsp; - &nbsp;Many thanks to all our speakers, 
	sponsors and delegates for your participation in our successful Seminar and 
	AGM which was &nbsp;held on the 7th November 2017 at the Southern Sun Hotel OR 
	Tambo Airport. The Seminar comprised of two sessions dealing with: 
	- The funding and delivery of Infrastructure in times of political 
	uncertainty, and 
	- The Transformation of the Consulting Engineering Sector 
	The calibre of the speakers was excellent and the sessions were 
	thought-provoking and interactive allowing for heated debate on a number of 
	crucial industry-related topics. 
	At our annual AGM following on from the Seminar a number of important 
	announcements were made: 
	- Mr Neresh Pather, PrEng was inaugurated as &nbsp;CESA President taking over 
	from Ms Lynne Pretorius, PrEng for the 2018 &amp; 2019 period 
	- Mr Sugen Pillay, PrEng was elected as CESA Deputy-President for the same 
	period 
	- CESA Membership subscriptions will not be increased for 2018 in 
	recognition of the tough economic climate 
	- Minor changes to the CESA Constitution have been instituted to tighten up 
	the CESA subscription billing cycle 
	&nbsp; 
	B-BBEE Statement by Cabinet on the Gazetted Construction, Finance 
	and Agriculture sector codes - In a Statement from the Cabinet 
	Meeting held on 1 November 2017, it was indicated that Cabinet is in support 
	of the proposed amendments to the three B-BBEE Sector Codes. The amendments 
	address sector challenges and peculiarities on transformation that would 
	otherwise not be addressed fully by the generic codes. The three sectors are 
	Agriculture, Finance and Construction. The proposed amendments have been 
	canvassed with the relevant stakeholders. All the amended sector codes will 
	be gazetted. If the immediate implementation and gazetting of the ICT sector 
	codes is anything to go by, these sectors are likely to be applicable 
	immediately. 
	&nbsp; 
	The Executive Mayor of Joburg, Cllr Herman Mashaba gave a presentation on 
	the State of the City's Infrastructure at a meeting held on the 7th 
	November. Included in the presentation was an overview of the challenges 
	facing the Johannesburg Roads Agency, City Power and Joburg Water. He 
	concluded that the investment required to meet these challenges over the 
	next 10 Years amounted to a total of R111.15 Billion. To access the full

	SIPDM Training Seminars - Since the last edition of 
	CE-news, the final SIPDM Training Seminar for 2017 was successfully held in 
	Mossel Bay. CESA has facilitated 15 Treasury-CESA SIPDM Training Seminars 
	during 2017 attended by well over one thousand delegates. Following a 
	meeting with representatives of National Treasury on 6 Nov 2017, it has been 
	agreed that CESA will be arranging a series of ‘CESA SIPDM Training 
	Seminars' during 2018, as Treasury will be focussing on developing SIPDM 
	courses at the Universities of Pretoria and the Witwatersrand. It is 
	envisaged that the CESA Seminars will continue to be held regionally and 
	will commence late January 2018.

	SIPDM Verification Exams - These exams continue to take 
	place with the Branch Chairpersons kindly accommodating ad hoc requests for

	CESA developing Business Skills for future Industry Leaders 
	A lack of investment in the development of skills for consulting engineering 
	human resources over many years has resulted in a skewed and unbalanced 
	scenario in the industry.&nbsp;When a graph is plotted showing the number of 
	engineers against the age of these engineers, the picture that emerges is a 
	graph of two peaks with the older (close to retirement) engineers on one 
	peak and young (recently graduated) engineers on the other with a trough of

	Arup builds footbridge Rwandan community - A team from 
	Arup and Bechtel joined Bridges to Prosperity and members of the local 
	community to build a 64-metre pedestrian footbridge in Nyaruguru, South 
	Rwanda.&nbsp; The crossing will make it safer for thousands of people from 
	surrounding communities to travel to work, local markets and to access

	Job losses in the Construction Sector - The cidb says 
	under spending by government departments is a significant contributor to the 
	lack of demand, which in turn results in lost employment opportunities. At 
	the end of the 2016/17 municipal financial year, it was reported by National 
	Treasury that Municipalities underspent on their capital budget by around
