		<h1>Highlights from the CEO</h1>

		2019 FIDIC-GAMA Conference - CESA was well represented 
		at the FIDIC-GAMA conference held in Kampala, Uganda, from 12-15 May 
		2019. In our role as the hosts of the GAMA Secretariat, we provided 
		valuable guidance and assistance to our counterparts at the Uganda 
		Association of Consulting Engineers (UACE) in arranging a successful 
		conference, which was attended by about 275 delegates, including some 15 
		South Africans. The conference programme was very enlightening and we 
		were privileged to have had the opportunity for Professor PLO Lumumba, 
		an eminent and world renowned speaker, share with us in his keynote 
		address the importance of African Engineers being visible and intimately 
		involved in the rollout of the infrastructure projects so desperately 
		needed on the Continent. The next FIDIC -GAMA Conference will be hosted 
		by Botswana in 2020. 
		&nbsp; 
		Benefits of CESA Membership - One of the primary 
		benefits of CESA membership is the ability to request CESA to take up 
		matters with Clients anonymously on your behalf. We have recently been 
		informed that a major client has ruled that tenders from entities that 
		are in dispute with the Client, will not be entertained. Whilst this may 
		be the prerogative of the Client, which is normal business practice if 
		two parties are in dispute, we would hope that once the dispute has been 
		resolved amicably, that such a company should be eligible for 
		consideration for future projects. It should be borne in mind that 
		though we are not in a position to intervene when there is already a 
		contractual relationship in place, we can assist with dispute avoidance 
		prior to a tender closing stage. We urge you therefore, not to hesitate 
		to share these instances with us timeously so that we can intervene if 
		appropriate to do so, on your behalf and in the interests of the 
		wellbeing of the industry. 
		&nbsp; 
		CESA Code of Conduct - Member firms are reminded to 
		carefully consider accepting sub-consultancy appointments if there are 
		any misgivings regarding the legitimacy of the appointment of the 
		primary consultant. ‘Ethical conduct’ is a cornerstone of CESA’s profile 
		(and our commitment to Clients) and hence it is imperative that members 
		strictly avoid suspect business practices. In the spirit of “The New 
		Dawn”, whilst this might have been considered in order to secure income 
		and ensure business sustainability up to now, we do need to now start 
		asking ourselves the question as to whether we could not ourselves be 
		considered complicit in such unethical business practice. It has become 
		apparent that the many commissions being established by the Presidency 
		are revealing the many layers of corruption which has been rampant in 
		our country over the past few years. CESA member companies are reminded 
		that you need to ensure that you have remained ethical, lest you too be 
		found to be party to such corrupt practices. 
		&nbsp; 
		Built Environment Professions Grouping (BEPG) - The 
		Grouping met on 10 May 2019, to consider the revival of the BEPG in 
		order to inter alia, provide a conduit for the Voluntary Associations in 
		the Built Environment to interact with each other on matters of common 
		concern. To this end we have started an interaction with participants in 
		this Group who are also Board Members of the Council for the Built 
		Environment (CBE). This interaction will go a long way to reviving the 
		possible promulgation of the Identity of Work (IDoW) Regulations and the 
		resuscitation of the Fee Guideline publication by the various 
		Professional Councils. Furthermore, it provides us with an opportunity 
		to raise the issue of the disparity in the share of the fee basket 
		available to Engineers involved in Private Sector property development 
		projects and the negative consequences to the Client, should we not act 
		to re-establish the fairness that is required in respect of risk and 
		remuneration of the expert team. 
		&nbsp; 
		IDoW &amp; Fee Guidelines - CESA has learnt that the CBE 
		has at long last contacted ECSA and set up a meeting to discuss the IDoW 
		and the Fee Guidelines as publicly undertaken by the CBE at the SACPCMP 
		Presidential meeting on 20 February 2019.
		Construction Sector Codes of Good Practice (The Charter) 
		- &nbsp;I would like to take the opportunity to remind our members as the 
		Consulting Engineers involved in formulating the tender documentation 
		either as part of a PMU function or at the Construction Stage before 
		inviting bids from construction companies, that they are to ensure that 
		the client insists on the submission of BBBEE Scores based exclusively 
		on the Construction Sector Codes of Good Practice. These codes were 
		promulgated in December 2017 and whilst 2018 might have been considered 
		a transitional phase, all entities in this sector are now bound to being 
		measured according to the targets outlined in these codes. This 
		consistency in application is necessary if we are to measure and monitor 
		progress in the transformation of our industry over the next few years.

	in prices of standard contract documents - CESA regrets to inform 
	you that after managing to avoid price increases over the past three years, 
	we have had to increase the prices of the FIDIC and CESA contract documents 
	that we stock. The CESA CEO is still attempting to procure an agreement with 
	FIDIC to print their contract documents locally to avoid paying excessive 
	foreign exchange costs and significant courier charges.

	FIDIC consults international contract users in major survey 
	- Users of FIDIC contracts and agreements worldwide are being asked to take 
	part in an important survey to help make FIDIC’s best-selling documents more 
	user friendly,

	New FIDIC contract launched - The new FIDIC Conditions of 
	Contract for Underground Works was recently launched. The document known as 
	the ‘Emerald Book’, is available for purchase from the CESA Bookstore. To

	CESA Contractual Affairs Helpdesk - Member are also 
	reminded that CESA is willing to assist members with their Contractual 
	Affairs queries involving topics such as fees, ethics, contractual 
	arrangements, procurement legislation, QMS, Sustainability Management 
	Systems, etc. It should be borne in mind that CESA does not offer 
	professional legal advice, however, CESA has access to a vast pool of 
	expertise amongst our members from whom we source advice when necessary.&nbsp;

	CESA Practice Notes - CESA is pushing ahead with the

		CESA Youth Best Practice Seminar: Leadership and Management 
		- Join us at our series of leadership seminars. This series of one-day 
		seminars, initiated by CESA is aimed specifically at closing the age and 
		skills gaps in the engineering and infrastructure environment through 
		empowering our youth. The underlying philosophy for these seminars is 
		that the sharing of unique experiences by senior consulting engineers 
		will result in more informed young professionals who will make informed 
		choices, either to grow within the firm of their employment or to start 
		their own consulting engineering firm.

		Building Information Modelling (BIM) Workshop - CESA 
		is in talks with IBERD, a European firm with an office in Johannesburg, 
		to offer a BIM training course. BIM implementation is fast gaining 
		momentum in the Architectural, Engineering, Construction and Operation 
		(AECO) industry as it represents the development process and use of 
		computer-generated models to simulate the planning, design, construction 
		and operation of the Built Environment. Through strategic focus on how 
		to work with and manage BIM and the use of real-world examples, this BIM 
		workshop aims to equip attendees with a broad approach to BIM concepts 
		and applications in Design, Time and Quantity Control, Construction and 
		Operation Management and Understanding Open BIM.

		Johannesburg - Mayor Herman Mashaba has unequivocally defended the 
		closing of sections of the busy M2 motorway, saying the decision had to 
		be made to protect the lives of residents. Mashaba was speaking during

		Annual Declarations and subscriptions - 
		Thank you to the majority of firms who have updated their 2019 Annual 
		Declaration and paid their subscriptions for the current financial year.&nbsp;
		 
		Final reminders have been sent to members who have not completed their 
		Annual Declarations and steps will be taken shortly to suspend their 
		membership. 
		Eight member firms have been expelled for non-payment of subscriptions 
		for the previous financial year. 
		&nbsp; 
		New members - There are currently seven names of 
		applicant firms circulating to membership for objection or comment. 
		&nbsp; 
		Bigen's commitment to transformation continues - The 
		CEO of the Bigen Group, Mr Anton Boshoff has stepped aside to enable the 
		company to appoint a new CEO. Anton served on the CESA Board and as 
		Chairman of the CESA SCM Committee for the past few years and we are 
		grateful to Bigen for making him available to participate in the 
		governance structures of the organisation.

		Nyeleti Consulting Engineers celebrates its 20th Anniversary 
		- Nyeleti, which has grown from a four- person band in 1999 to a 120 
		strong staffed company 20 years later, has been an active and supportive 
		member of CESA. This includes allowing Abe Thela, one of its Directors, 
		to serve as CESA President for two years as well donating a substantial 
		sum one year enabling the CESA&nbsp; Relay to take place,

		Capitalising on Asia’s infrastructure growth - CESA 
		has learnt from a recent media release that Aurecon, a global 
		engineering and infrastructure advisory company with a significantly 
		large presence in SA, has appointed Chris Deakin as ‘Rail Leader - Asia’ 
		to lead the company’s rail and mass transit practice in the region. 
		Chris has more than 18 years of international experience and an 
		impressive track record in his field.
