	hosts 2nd Public Financial Management Conference, 9 to 11 May&nbsp; 
	- National Treasury, in partnership with the European Union and the United 
	Kingdom, will be hosting the 2nd Public Financial Management (PFM) 
	Conference from 09 to 11 May 2018 at Gallagher Estate in Midrand, Gauteng 
	under the theme: Sound public financial management to improve service 
	delivery and transformation. National Treasury officials, and both the 
	British High Commissioner and the European Union Ambassador will present at 
	the event. Delegates include amongst others: Heads of Provincial Treasuries, 
	Provincial Accountants-General, Chief Financial Officers, and Heads of 
	Supply Chain Management (SCM), Budgeting, and Strategic Planning from 
	National and Provincial spheres of government.
	 The Financial Management Improvement Programme (FMIP) is premised on 
	 the Capacity Development Strategy for PFM which seeks to achieve 
	 excellence in the management of public funds. One of the objectives of the 
	 Strategy is to develop and empower a corps of competent and committed 
	 employees. The PFM Conference 2018 forms part of National Treasury’s drive 
	 and endeavour to capacitate PFM officials by providing a platform to share 
	 local and international leading good practices, experiences and knowledge.

	 delegates will be inspired to shift their paradigm from a problem focus to

	 Proposed changes to BBBEE Codes of Good Practice (Draft 
	 Statement 000) - The dti published Draft Gazette No 41546 on 29 
	 March 2018 with a 60 day public commentary period.&nbsp; This is a 
	 significant piece of BEE Legislation that will change the BEE landscape if 
	 finally Gazetted in its current form.&nbsp; It is clearly intended to 
	 address unemployment and the funding of tertiary education but these 
	 proposed changes introduce some powerful new dynamics into the BEE 
	 equation that may not be entirely positive for transformation, visit

	 Communicating with Members - It has come to my 
	 attention that some of our members may not be receiving CESA emails. As 
	 members do not know when CESA has sent them an email and CESA does not 
	 know which members are not receiving emails, members are requested to add 
	 the CESA domain to the “safe sender” list and provide CESA with two 
	 alternate email addresses where CESA emails can also be sent as a backup

	 2018 - GAMA Annual Conference 6 – 9 May, BAMAKO - A 
	 CESA delegation led by the President and myself will be attending the 
	 three-day FIDIC-GAMA Conference being held under the central theme: 
	 ‘Aligning the Consulting Engineer’s Role to the Vision of Africa’s 
	 Infrastructure Development’.&nbsp; Throughout the conference, other themes 
	 will address the challenges and the best practices for the Infrastructure

	 CESA YPF 2018 Job Shadowing Initiative - Members are 
	 advised that the Annual 2018 Job Shadowing Initiative will take&nbsp;place over 
	 a period of three months – May, June and July this year.&nbsp; With the 
	 theme of ‘A Day in the Life of a Consulting Engineer’ member firms are 
	 encouraged to provide learners with an experience like no other.&nbsp; The 
	 goal of the CESA YPF Job Shadowing Initiative is to expose and entice 
	 school Learners to embrace the field of Engineering, but more so to 
	 pursuing a career in Consulting Engineering. By exposing these learners to 
	 the exciting field of engineering, they get a chance to imagine, live, 
	 work and play engineering – opening their minds to a world of 
	 possibilities and opportunities. 
	 Furthermore, this year participating firms may either submit a single 
	 entry - pre-entry form and poster - by firm or multiple entries by 
	 regional offices. We hope that this change to the entry criteria will 
	 encourage competition between regional offices of larger firms and 
	 encourage participation by smaller firms.

	 CESA’s ally in fighting procurement irregularities wins court 
	 case - Corruption Watch recently won its High Court battle 
	 against Cash Paymaster Services when it was ordered to repay some 
	 R316-million, plus interest, to the South African Social Security Agency 
	 (Sassa). CESA fully supports our ally’s commitment to vigilantly guard the 
	 public purse and to expose financial irregularities. 
	 CESA advises Drakenstein Municipality – This 
	 progressive Municipality recently requested CESA’s view on its recognition 
	 of ISO as its sole QMS requirement. CESA advised that we recognise both 
	 the ISO system and the CESA QMS as membership criteria, and that the 
	 Municipality should expand its QMS requirement to include any competent/ 
	 recognised QMS as the ISO system was generally costly to implement and 
	 discriminated against smaller firms that have implemented more affordable 
	 yet competent QMS.
	 The Blue Crane Route Municipality – After member firms 
	 requested assistance from CESA and a lack of response to CESA 
	 correspondence, the intervention of the CESA CEO resulted in the 
	 Municipality deciding not to hold a second mandatory briefing to point out 
	 the errors made at the first briefing as proposed but to rather to issue 
	 addenda to correct errors in the usual way.
