	Appropriations Committee
	 A senior delegation from CESA was invited to make a Presentation to the 
	 Parliamentary Portfolio Committee on the 18 May 2018. The delegation 
	 included current CESA President Neresh Pather, Immediate Past President 
	 Lynne Pretorius, Past President Abe Thela and CEO Chris Campbell. Taking 
	 into account that the budget against which the Committee had to decide, 
	 had shrunk, notwithstanding the arguably counterproductive effects of 
	 reduced spending on infrastructure, CESA shared information with the 
	 Committee on how it could derive efficiencies in its Infrastructure spend

	 CESA QMS implementation – Recently the Witzenberg 
	 Municipality called for proof of ISO or CESA QMS implementation as a 
	 tender requirement. While this is positive recognition of the CESA QMS, 
	 member firms are cautioned that CESA may not issue a letter verifying a 
	 company’s implementation of the CESA QMS unless the QMS Questionnaire 
	 included with their Annual Declaration has been diligently and plausibly 
	 completed. &nbsp;
	 Firms are reminded that it is a mandatory CESA membership requirement 
	 that firms implement a recognised QMS. The CESA Quality, Risk &amp; 
	 Sustainability Committee is currently looking at the upgrading of the CESA 
	 QMS such that it is auditable and linking it to a CESA QMS certificate.

	 CESA YPF 2018 Job Shadowing Initiative - Members are 
	 advised that the Annual 2018 Job Shadowing Initiative will once again 
	 take&nbsp;place over a period of three months – May, June and July this year.&nbsp; 
	 With the theme of ‘A Day in the Life of a Consulting Engineer’ member 
	 firms are encouraged to provide learners with an experience like no other.&nbsp; 
	 The goal of the CESA YPF Job Shadowing Initiative is to expose and entice 
	 school Learners to embrace the field of Engineering, but more so to 
	 pursuing a career in Consulting Engineering. By exposing these learners to 
	 the exciting field of engineering, they get a chance to imagine, live, 
	 work and play engineering – opening their minds to a world of 
	 possibilities and opportunities. Furthermore, this year participating 
	 firms may either submit a single entry - pre-entry form and poster - by 
	 firm or multiple entries by regional offices. We hope that this change to 
	 the entry criteria will encourage competition between regional offices of 
	 larger firms and encourage participation by smaller firms.

	 Clint Koopman steps down – On 16 May 2018 Engineering 
	 News reported that Consulting engineering firm Nako Group CEO Clint 
	 Koopman has decided to step down from his position in order to focus on 
	 leading the company’s Structures business unit as MD, while Nako Iliso 
	 executive chairperson Fuzile Fongoqa, will succeed Koopman as CEO. Mr 
	 Fongoqa is a Past President of CESA while Mr Koopman currently serves as 
	 President of SABTACO. 
	 Cubango-Okavango River Basin (CORB) – JG Afrika 
	 together with Ecorys of the Netherlands and South Africa’s CSIR, are part 
	 of a consortium that has been appointed to provide technical assistance to 
	 improve trans-boundary water management in the CORB.
	 Aurecon strengthens Gauteng Built Environment team &nbsp;- 
	 Aurecon has appointed Ms Kolosa Madikizela as its Unit Leader for the 
	 Built Environment in Gauteng (Construction World, 15 May 2018)
	 Royal HaskoningDHV designed Grayston Bridge opens to Public 
	 - The walking and cycling bridge over the M1 is open for use. The City of 
	 Johannesburg built the bridge after establishing that over 10 000 people 
	 walk across the Grayston off ramp each day – in a situation which was 
	 neither safe nor quick. It was funded by the national government’s Public 
	 Transport Network Grant and is part of the roll out of the Rea Vaya 
	 project committed to bringing high quality public transport that is safe, 
	 affordable and reliable to the people of Johannesburg.
	 WSP helps bring emergency desalination plant online - 
	 WSP,&nbsp; played a key role in the fast-tracked development of the City 
	 of Cape Town V&amp;A desalination plant, feeding 2 megalitres of fresh water 
	 per day into the city’s network (Construction World, 15 May 2018)
	 Partnership to benefit engineering students - 
	 Aurecon&nbsp;recently teamed up with ‘Engineers Without Borders&nbsp;South 
	 Africa’&nbsp;(EWB-SA) to teach&nbsp;engineering&nbsp;students about Afrikan&nbsp;Design 
	 Innovation, which fuses the technical and creative worlds to find the

	 ILGM comments on Auditor General Annual Report – Given 
	 that a significant portion of the work awarded to member firms stems from 
	 the Municipal Sector and the Auditor-General has recently indicated that 
	 75% of municipalities are dysfunctional, it is welcoming that the ILGM 
	 (Institute of Local Government Managers) has called for the 
	 professionalisation of Municipal Managers. Currently “all municipal 
	 managers are appointed on short term contracts offering no career path, 
	 and non-competitive reward trends”. See

	 Joburg prioritises infrastructure in R59bn budget – 
	 Infrastructurenews reported on 30 May 2018 that Service Delivery and 
	 Infrastructure issues are high on the City of Johannesburg’s agenda for 
	 the 2018/2019 financial year. In particular City Power will receive R1 
	 billion to tackle maintenance and electrification work while Johannesburg 
	 Water will receive R10.6 billion.
	 CIDB adjusts Tender Value limits - The draft CIDB 
	 amendment to Construction Industry Development Regulations 2004, proposes 
	 the amendment of the tender value ranges for contractor grading. If
