	invited CESA to a meeting in early Feb 2018 to discuss a Draft 
	Recommendation on Methods to be adopted to incorporate new Indexes into 
	existing CPAF Formulae. If this recommendation is widely endorsed (by the 
	SOE’s SANRAL, TRANSNET and ESKOM and VA’s SAFCEC, SAICE and CESA) it will go 
	a long way to ensuring fairness, consistency and auditability of the change,
