See http://www.cesa.co.za/uploads/20171201_-_Construction_Sector_Scorecard_01_-_gazetted_1_December_2017.pdf

Our long awaited Construction Sector Codes have finally been promulgated. There are several issues which you should be aware of and trust that you will take up the various opportunities that will be extended to your firm as a member benefit. These issues are as follows:

1. We will be hosting a Workshop at CESA Offices highlighting the key differences in the Codes that have been applicable to our industry – Most likely in January 2018;

2. The new Codes will be immediately applicable and though many companies are on the Generic Codes by now, we believe that we should encourage you to migrate as soon as you can, understanding of course that Verification Agencies will have capacity constraints. Your valid Generic Scorecard will remain acceptable but if we want to avoid confusion on the part of our Public Sector Clients, using two scorecard types, we should try to make the transition as soon as possible;

3. Furthermore, you should know that whilst your focus might have been on the spend on elements in the Generic, it would be wise to look at the new Sector Scorecard, as the spend in this financial year will be used and will affect the score you get on this Scorecard when you do migrate, so you can reap the benefits almost immediately if you strategically address the spend on, for example Skills Development;

4. Opportunities for you to maximise this spend exist with CESA in the following ways and you may want to take up this opportunity sooner rather than later (you can contact the CESA CEO directly for more information):
a. CESA School of Consulting Engineering courses and more specifically, in-house group courses at your premises, to maximise the internal benefits;
b. CESA BCE Programme (We have started a process of getting CETA Accreditation so that you can get full credit for this investment and are pushing to get this accredited by the first half of 2018);
c. CESA – Thuthuka Bursary Fund which is either for a single year of support for a student (3rd and 4th year) or multiple year support (Commencing from 1st year) for a student to pursue an Engineering Degree at BSc level;

Final Word for the Year – On behalf of the Board and Directorate, I would like to thank you, our valued members for your continued support through 2017 and look forward to even more support in 2018 for our Committee activities as well as for the various networking opportunities designed especially for you. We wish you well for the Holiday Period and pray that 2018 will be a better year filled with positive prospects for our industry and the broader economy of our Country.

Contractual Affairs, Procurement & Membership

Quick Guide in Choosing Consulting Engineering Services Agreements in SA – This guide developed by the CESA Supply Chain Management Committee, has been published on the CESA website, go to http://www.cesa.co.za/node/33 (Guidelines and Procedures) and select “Quick Guide in Choosing Consulting Engineering Services Agreements in SA”.

Preferential Procurement Regulations – One of our member firms recently sent CESA the Implementation Guide for the Preferential Procurement Regulations (2017).
