The Committees generally meet quarterly and draw their membership mainly from the active and retired staff of member firms as well as key stakeholders such as Aon. <br /> At the recent Board meeting the importance of the Committees was confirmed and the CEO was requested to invite members to submit the names of their staff who would be interested in joining one of the following CESA Committees, to Ms Gillian Wands at <a href="mailto:gillian@cesa.co.za">gillian@cesa.co.za</a>:<br /> 1) Discipline Committee<br /> (2) Education & Training Committee<br /> (3) Finance Committee<br /> (4) Marketing & Communications Committee<br /> (5) Membership & Constitutional Affairs Committee <br /> (6) Quality, Risk & Sustainability Committee<br /> (7) Supply Chain Management Committee<br /> (8) Transformation & Development Committee</p> <p><strong><br /> Southern Cape Presidential Visit -</strong> The visit to the Southern Cape CESA Branch by the CESA President and myself on 31 July 2019 took the form of a breakfast at the Pine Lodge Resort, George, where inter alia Branch issues and problems facing members were discussed. The consensus was that the discussion was positive. The issue of training and CESA QMS certification was discussed. The latter was proposed for consideration to assist companies in providing such evidence when responding to bid invitations.</p> <p><strong>Meeting with DBSA -</strong> On 6 August 2019, the CESA CEO met with DBSA to discuss a DBSA-CESA partnership on professionalisation of public sector engineering practitioners. CESA will be contacting member companies in due course to participate in the process of capacitating public sector client bodies.</p> <p><strong>Facilitating Broader Participation in CESA Governance meetings -</strong> In order to maximise the opportunity for members to participate in the meetings held at CESA, we have installed an internet-based video/tele- conferencing system at our offices. This makes it possible for all members interested in participating in Committee meetings as well as in the AGM this year, to do so on an ongoing basis, without the cost and time investment that would otherwise have been required for an in-person attendance to such occasions. Interested members may contact Gillian Wands at 011 463 2022 should they be interested in further information.</p> <p><strong>MoU signing -</strong> On the 15th August 2019, CESA successfully concluded a MOU with ASHRAE (American Society of Heating, Refrigerating and Air-Conditioning Engineers), an international body that through research, standards writing, publishing and continuing education, shapes tomorrow's built environment today.</p> <p style="clear:both"><img src="images/Line.jpg" alt="" width="760" height="4" /></p> <h1><strong><img src="images/CESA_Icon.jpg" alt="" width="32" class="media-object" align="absmiddle" hspace="5" style="clear:both" />Contractual Affairs, Procurement & Membership</strong></h1> <p><strong> <img align="left" alt="Contractual Affairs" hspace="10" src="images/Bookstore.jpg" width="200" />CESA Practice Notes -</strong> Members are reminded to make use of these practice notes that are reserved for their use only. A username and password can be obtained by phoning CESA's Gillian Wands at 011 463 2022 during office hours.<br /> <br /> <strong>CESA's Contractual Affairs Help-Desk -</strong> Members are also reminded that CESA will wherever possible assist them with advice pertaining to procurement issues, roles and responsibilities, the ECSA Fee Guidelines & Scope of Services, contract documentation, PI issues etc, simply phone/drop Wally Mayne an email at 011 463 2022 or <a href="mailto:wally@cesa.co.za"> wally@cesa.co.za</a>. However, such assistance is regarded as a benefit of membership intended for member firms, their clients and the public, and not for consulting engineering firms that have decided not to apply for CESA membership.<br /> <br /> <strong>FIDPM (Framework for Infrastructure Delivery & Procurement Management) -</strong> This matter was discussed at the Council meeting on 14 August 2019 where it was requested that the information be shared with members. The newly issued FIDPM as National Treasury Instruction Note 3 of 2019-2020, <a href="http://www.cesa.co.za/uploads/20190808_-_National_Treasury_Instruction_note_3_of_2019-2020_Annexure_A_-_Framework_for_infrastructure_delivery_and_procurement_mgmt__FIDPM_.pdf"> click here</a>, replaces the SIPDM (Standard for Infrastructure Procurement & Delivery Management), which has been repealed. The differences between the two are encapsulated in the covering letter from the Accountant General dated 26 April 2019, <a href="http://www.cesa.co.za/uploads/20190808_-_National_Treasury_Instruction_note_3_of_2019-2020_Framework_for_Infrastructure_Delivery_and_Procurement_Management__FIDPM_.pdf"> click here</a>. The rough notes extracted from the FIDPM, are <a href="http://www.cesa.co.za/uploads/20190824_-_Notes_on_FIDPM_for_CE-news.pdf"> available here</a>. <br /> <br /> <strong>New CIDB Standard for Uniformity (SFU) gazetted on 8 August 2019 -</strong> The SFU is a compulsory document with relevant portions being para 2.0, 2.5, 2.6 and 2.7. The JBCC 2000 document is undated which by implication means that the latest amended edition of the document is to be used. DPW can no longer use Ed 4.0 or Ed 5.0 but must use Ed 6.2 to be compliant with the prescripts of the SFU. The same with SAICE's GCC only GCC2015 can be used by all organisations which are bound by the SFU, <a href="http://www.cesa.co.za/uploads/SFU_-_08_2019.pdf">click here</a>.<br /> <br /> <strong>New CIDB tender value range -</strong> As reported previously, the Minister of Public Works has promulgated the new range of tender values for contractor gradings, <a href="http://www.cesa.co.za/uploads/42561gen357.pdf"> see here</a>.
