	on Status of Publication of Fee Guidelines 
	It is an unfortunate well known fact that as early as 2008, the fee 
	guidelines published by the various Built Environment Councils, namely 
	Engineering, Quantity Surveying, Project Management and Architecture assumed 
	divergent trends, which had not been adequately interrogated to ensure that 
	adequate and proportional compensation was afforded to parties in a project 
	team assuming the large amounts of risk whilst providing specific specialist

	 CESA have posted our response to the concerns and objections made by 
	 our members relating to the recent pronouncements made by the CEO of SAICE 
	 regarding: Women in STEM Careers on our website. Please visit

	 </a>
	 CESA objection upheld by NMBM – CESA is pleased to 
	 announce that after a lengthy process including correspondence and 
	 meetings with the NMBM SCM Department, the City Manager has overruled the 
	 SCM Department’s initial rejection of CESA’s objection and set aside the 
	 tender for “Professional Civil Engineering Services: Development of Njoli 
	 Public Transport Depot and Passenger Terminal”. 
	 The basis for the City Manager’s ruling is essentially the same as the 
	 grounds for objection provided by CESA, namely that the RFP did not 
	 confirm land availability or the number of buses, that the risk arising 
	 from the poorly scoped tender document (and transferred to the bidders) 
	 would lead to escalated tender prices, and that the project could be 
	 reasonably anticipated to take longer than 3 years. 
	 This is great news for CESA and our members and we hoped that other state 
	 entities and municipalities will start having the courage to similarly 
	 listen to and enforce the “voice of reason”.
	 Corruption Watch Report – The latest CW report shows 
	 that the rate of corruption in 2018 has not slowed down since 2017 
	 especially with respect to our procurement “bugbear” viz. “Irregularities 
	 in Procurement, including conflicts of interest and/or nepotistic 
	 appointments and/or flouting of procurement processes, account for 16.9% 
	 of cases – an increase of about 4.2% when compared to the first half of

	 Updating of CESA Practice Notes – CESA is about to 
	 embark on the updating of our 91 Practice Notes.. This is an extensive 
	 exercise that would require a significant budget if use were to be made of 
	 a service provider to complete the project.&nbsp; However, the task would 
	 be reduced to “bite-size chunks” and easily accomplished, if volunteers 
	 from the CESA membership each revised/updated one of the Practice Notes. 
	 Hence members are earnestly requested to volunteer by 
	 (1) study list of Practice Notes available at

	 The updating will not be onerous, templates will be provided and reference

	Practice Note “Duty of Care” – Following a query from a member, it 
	is considered necessary to remind members of the relevant CESA Practice 
	Note, Practice Note QRM/risk/14, on the CESA website at

	Members will require usernames and passwords to access the Practice Notes 
	however this can be obtained from Ms Gillian Wands on 011&nbsp;463 2022. 
	For the Practice Note to be effective it is necessary that members follow 
	its recommendations, otherwise if one member happily signs the DOC and the 
	other doesn’t, the Client can simply threaten to change Engineers (and often 
	does, indirectly or directly). 
	 Warning against misrepresentation/scamming of City Power &amp; 
	 Joburg Water procurement documentation – CESA has received a 
	 letter from City Power warning against con-artists misusing its 
	 procurement documentation, which can be seen at

	 There has been a flurry of similar issues that have been carried out under 
	 the name of Joburg Water. &nbsp;
	 IPDM Training Seminars – The second of the planned 
	 Training Seminars scheduled for 13 &amp; 14 August 2018 at the CESA School of 
	 Consulting Engineering has been postponed. Members are reminded that a 
	 meeting between the Chief Procurement Officer, National Treasury, and the 
	 CESA President and CEO, took place on 2 July 2018 wherein Treasury 
	 confirmed its support for its Standard for Infrastructure Procurement &amp; 
	 Delivery Management (SIPDM).
	 Market survey for FIDIC 1999 Green Book update - FIDIC 
	 is currently initiating the update of the FIDIC Green Book – Short Form of 
	 Contract – 1999, and is conducting a market survey for this purpose. FIDIC 
	 has requested the participation of our members and would be grateful if

	 cidb Best-Practice Prompt-Payment Standards for comment 
	 - A workshop with public sector client departments and industry 
	 stakeholders was held on 01 March 2018 by the cidb to seek stakeholder

	 practices (the Standard for Prompt Payment on Construction Works 
	 Contracts, Standard for Prompt Payment on Professional Services Contracts 
	 and Standard for Adjudication for Construction Works Contracts) to 
	 the Board to be published in the Gazette.

	Professionals</h1>
	 CESA Job Shadow Initiative and Poster Competition Many 
	 thanks to all the firms who participated in in the CESA Job Shadow 
	 Initiative and Poster Competition: Bosch Projects, HATCH, Ibhongo, 
	 Infraconsult, Knight Piésold, Mott McDonald, MPA Consulting, Royal 
	 HaskoningDHV, UWP Consulting and Zitholele Consulting. Over 600 learners 
	 were introduced to the world of infrastructure and engineering, under the 
	 theme ‘A Day in The Life of a Consulting Engineer’.
	 1st annual Matric Exam Preparation Session On the 28th 
	 of July the Gauteng North YPF Chapter hosted the 1st annual Matric Exam 
	 Preparation Session at Pretoria Technical High School, in Arcadia, 
	 Pretoria.
	 The session attracted over 60 matric learners who are doing Maths and 
	 Science, with majority of the learners looking into a career in 
	 engineering. The Gauteng chapter aims to assist in the promotion of STEM 
	 amongst learners especially black females, thus as part of the program we 
	 also provided a Q&amp;A platform where people shared their prospective 
	 professions and degree of study. The matric learners were then afforded an 
	 opportunity to ask questions of the YP’s. We were also joined by 
	 Engineering Post Graduates from the University of Pretoria.
	 The event was a total success thanks to the entire team who organised 
	 this event, especially Simo Nkosi who is in charge of our Community 
	 Outreach portfolio.

	 SRK, industry loses leading light - Engineering News 
	 sadly reported on 12 July 2018 that one of&nbsp;SRK Consulting’s three founding

	 Beware invalid B-BBEE certificates in circulation – 
	 The Signa Group has informed CESA that the B-BBEE Commission recently put 
	 out a notice listing organisations that currently have invalid B-BBEE 
	 certificates in circulation. This was done as part of their mandate in 
	 section 13F (1) (a) to oversee, supervise and promote adherence to the 
	 B-BBEE Act in the interest of the public. Organisations identified were 
	 advised to withdraw the said B-BBEE certificates and given an undertaking
