		Please be aware that while you do not have to make a special 
		application for being considered an essential service, you may return to 
		work under conditions cited in the Adjusted Strategy Regulations as in 1 
		above. You should determine whether Contractors have returned to sites 
		on projects where you are involved or be in a position to commence with 
		work for which you have already been appointed in preparation for 
		imminent commencement of construction. &nbsp;If you are unsure and are 
		awaiting notification from the Client,&nbsp;it would once again be good 
		practice to inform your Client of your intention to recommence work on 
		projects for which you have been appointed. The Regulations as in 1 
		above are possibly not exactly specific about the projects, but appear 
		to cover all scenarios in Table 1 – Part D (1-4) and Table 1 – Part H 
		(9) which do justify your return to work, taking of course the necessary 
		precautions.
		Furthermore, you must also ensure that you provide all employees with 
		a completed copy of Form 2 and other PPE as mentioned in the Regulations 
		in 2 above.
		Lastly, we have again included a copy of a submission previously 
		shared that you may use as an Annexure 1 Guideline for managing the back 
		to Work H &amp; S protocols in 3 above.

		FIDIC Group of African Member Associations (GAMA) - 
		At its 27th General Assembly Meeting held on 21 April 2020, GAMA 
		officially adopted a new name, FIDIC AFRICA.&nbsp;
		FIDIC AFRICA, represents the interests of Consulting 
		Engineering Member Associations of FIDIC in the African Region.
		Passing of John Truter - For those of you who have 
		as yet not been informed, we would like to bring to your attention the 
		untimely passing of our friend and colleague John Truter.&nbsp; John, a 
		structural engineer by profession, occupied the position of Chief 
		Operating Officer, WSP Structures. He was a great friend, colleague and 
		a willing and enthusiastic participant in CESA activities, in particular 
		his contribution as a CESA Board Member, Chairperson of the CESA Supply 
		Chain Management Committee and the CESA Representative on the PROCSA 
		Committee was highly appreciated. John was a calm and kind person who 
		displayed many qualities including a quick wit, keen mind and can-do 
		attitude, that endeared him to all who crossed his path, not least his 
		friends and colleagues at CESA and BEPG.&nbsp; We wish to extend our 
		condolences to his family and friends as well as all who knew him within 
		the ambit of the BEPG.

	Public Procurement Bill (PPB) – Further to our request for member 
	firms to send their comments direct to National Treasury, we are busy 
	collating comments from the CESA Supply Chain Mgmt and the Quality Risk &amp; 
	Sustainability Committees to submit as the official CESA comment to National 
	Treasury. Member firms are welcome to add their comments to the CESA 
	submission if they wish. If you do comment, kindly reference your comment 
	with the relevant clause numbers. Kindly

		Fire Engineering: PROCSA Scope of Services – CESA 
		has established a small task team to revise the Scope of Services for 
		this engineering discipline and to submit their work to the PROCSA 
		management meeting, where CESA is represented. Enquiries may be directed

		ECSA Fee Guidelines – The process of developing the 
		new ECSA guideline Fees has been severely disrupted by the national 
		lockdown, however CESA has persisted with our reminders to ECSA to 
		authorise the Task Team minutes and appointment of a service provider, 
		that can be undertaken remotely.
		Construction contracts: Impact of Lockdown – Members 
		are requested to note that advisory notes have been prepared by the 
		relevant hosting bodies for the FIDIC, NEC, JBCC &amp; GCC suites of 
		contracts as well as the CIDB Professional Service contract, and can be 
		found on the CESA Covid-19 Bulletin Board on the CESA website, visit

		should also be noted that most contracts require service providers and 
		contractors to promptly notify their Clients in event of a failure to 
		perform contracted services due to Force Majeure, and member firms are 
		advised to do so where necessary.
		Practice Notes – The revision of the CESA Practice 
		Notes (PNs) is proceeding well during the lockdown period, with 51 PNs 
		having been completed, 9 PNs being archived (obsolete) and 32 PNs 
		outstanding.
		CESA Model Professional Services Agreement &amp; Specific Data, 
		August 2014 – This popular Form of Agreement has been revised 
		by CESA and legally reviewed by Aon. Future steps include comment by the 
		CESA SCM Committee, proof reading and publication.

		lockdown, CESA is unfortunately unable to provide hard copies of the

		We are busy finalising arrangements with Contracts On Demand, who

		being inter alia to gain wider exposure/awareness for the CESA 
		documents.

		of Consulting Engineering (SCE) - As the COVID-19 crisis has 
		caused immense disruption and has affected everyone, everywhere, on a 
		daily basis, the School of Consulting Engineering (SCE) is still in 
		lockdown and will be for the foreseeable future. The global outbreak is 
		creating significant challenges at all levels. We are giving our 
		delegates, full flexibility to request a refund on any previously 
		scheduled course which had been paid for before or during the lockdown.&nbsp; 
		In light of social distancing mandates, we are in the process of 
		expanding and scaling up our ability to deliver live virtual training 
		classes and webinars, as a replacement for in-person training courses. 
		CESA is in partnership with Contracts on Demand to rollout online 
		training, using their CPD On-Demand® Service. This system has been 
		designed to provide 24/7 online CPD training resources, for not only 
		registered professionals requiring their ECSA Category 1 CPD credits, 
		but also for any persons interested in the courses that the SCE will be 
		offering. This service will be launched at the end of May 2020.

		Workplace Skills Plan (WSP/ATR) - The Workplace 
		Skills Plan (WSP/ATR) submission deadline has been extended to the 31 
		May 2020.&nbsp; CETA has taken a decision to provide for a ‘blanket 
		extension’ to all its employers for the purposes of 2020/21 WSP/ATR 
		submissions. This means that all employers can submit their WSP/ATR on 
		or before the 31 May 2020 midnight. The implication of this is that 
		employers will no longer be required to apply individually for an 
		extension. Whilst this provides relief for employers under the current 
		circumstances, employers are encouraged not to leave their submissions 
		too close to the due date as there will be no other extension provided 
		beyond the 31 May 2020.
