<ul><li>I am very happy to report that our combined <strong><em>SAACE/SAFCEC Conference</em></strong> was very successful and well attended by over 200 delegates with good quality speakers and a fantastic venue.&nbsp; We dealt&nbsp;with the politics and economics affecting our industry, touched on sustainability issues and explored supply/ demand matters constraining delivery.&nbsp; In essence, the outlook from all the speakers supported our view that we are into a sustainable growth curve well into the future and certainly beyond 2010.&nbsp; The talk by our motivational speaker, Kobus Neethling, was mesmerising and provided quality input to assist with personal growth.&nbsp; The Banquet was over subscribed and the music by Bally Hoo was energising.&nbsp; Part of the success was due to the absence of politicians&nbsp;allowing us&nbsp;to stick to the programme.&nbsp; Our main sponsor, ABSA, also sponsored a real time electronic survey as the proceedings unfolded enabling us to evaluate the programme, the speakers, the issues and the future of this Conference.&nbsp; We obtained overwhelming support to hold a similar Conference next year and are looking at possible venues in the Eastern and Southern Cape which the majority of delegates requested.&nbsp;&nbsp; Once again, it was unfortunate that Consulting Engineers were conspicuous by their absence, particularly those situated in close proximity to the venue.&nbsp;<br /><br />The&nbsp;<strong><em>Annual General Meeting</em></strong>&nbsp;proved to be very efficient and to the point, the financial statements&nbsp;were approved including a 10% increase to Subscriptions which takes into&nbsp;account anticipated value added services and CPI.&nbsp; You will have received&nbsp;copies of the Annual Review which was also presented by myself and&nbsp;President, Cecil Rose.&nbsp;&nbsp; Also agreed, in principle, was the decision to change&nbsp;the name and acronym of the Association to be more&nbsp;reflective of us as a&nbsp;business organisation as well as&nbsp;to avoid ongoing confusion between us and SAICE.&nbsp; Now the hard work starts -&nbsp; we have a firm proposal to present to the&nbsp;AGM in 2008.&nbsp; This decision will also be subject to ballot by members thereafter.&nbsp; <strong><em>Your new Office Bearers are Felix Fongoqa (Illiso Consulting)President, Zulch L&ouml;tter (UWP) Deputy President, and Cecil Rose (Kantey &amp;&nbsp;Templer) Past President.&nbsp;<br /><br /></em></strong></li><li>The Association&nbsp;had an opportunity after the AGM and Convention, for <strong><em>Cecil Rose, myself and Faldi Samaai, as Branch Chairman, to visit Helen Zille as Executive Mayor of the City of Cape Town together with her Senior Officials - a </em></strong>very constructive meeting with a truly impressive person who dealt with our matters very efficiently, the most important being their Procurement Policy and its impact on Consulting Engineers. Again the quality/price issue was the main difficulty and they have agreed to work together with us as a major stakeholder in revising their existing Procurement Policy prior to finalisation and acceptance by their Council. <br /><br /></li><li>The conveyor belt trundles on with our <strong><em>EXCO round of meetings</em></strong> having taken place on Monday and Tuesday of this week (no peace for the wicked).&nbsp; The following items were relevant:-<br /><br /></li><ul><li>The creation of our <strong><em>Section 21 SPV</em></strong> is making progress and we hope to finalise the Memorandum and Articles of Association as well as the&nbsp;appointment of Directors/Members at our Council on the 6 November 2007.</li><li>There was much discussion on the <strong><em>Charter</em></strong> and the&nbsp;long awaited&nbsp;amendments to the <strong><em>PPPFA and Regulations</em></strong>.&nbsp; Whilst the latter may see the light of day before we see out 2007, it seems that a Section 9 approval of our Industry Charter may suffer a delay because of the present political turmoil.</li><li>We agreed <strong><em>to partner with SAFCEC for next year&#39;s Conference</em></strong> but this was conditional on CSA not putting together an industry wide Conference.</li><li>The <strong><em>Disciplinary Committee</em></strong> is currently engaged in a number of matters which were presented to the meeting.&nbsp; The following day saw a mediation process between a disputing client and member resulting in a&nbsp;formal&nbsp;reprimand&nbsp;of the member. It is still amazing how many Consultants operate in the market place without formal agreements, the consequence of which can be very negative and disastrous.&nbsp;</li><li>It was agreed that there be a meeting of <strong><em>CEO&#39;s involved in the IBDS</em></strong> to consolidate and take stock of&nbsp;future strategic direction.&nbsp;The Salary Survey report was presented much earlier this year and this has been questioned by a number of members.&nbsp; More debate will take place at our next Council meeting concerning both the benchmark date and the date of publication. <br /><br /></li></ul><li>Finally, please help us to help you by <strong><em>registering for the Procurement Indaba</em></strong> on the 12 February 2008.&nbsp; Even in the absence of finalisation of the Charter and Procurement Legislation, we need to interrogate our business model and the way we operate in the market place.&nbsp;&nbsp; We need at least 200 top decision makers from member firms to help us put together a Best Practice Procurement Guideline to assist our members in creating a more profitable and sustainable industry.&nbsp;&nbsp; The day will be devoted to a debate amongst ourselves and clients will not be invited.&nbsp; Subsequent to this and the development of the Guideline we intend putting together a Procurement Road Show to all branches to appraise them of the outcomes and get comment.&nbsp;The Workshops at branch level will involve clients who also need to be brought up to speed in terms of&nbsp; the procurement of services.&nbsp;&nbsp; Questions such as: &quot;do you believe that prescribed guideline fees are necessary&quot; will be asked.&nbsp; In addition, &quot;why is it that we still cut one another off at the&nbsp;knees by offering unsustainable and unrealistic discounts at a time when the industry is working at close to 100% utilisation&quot; - we need your views and suggest that at least 2 senior decision makers attend from each firm. &nbsp;Please visit <a href="http://www.saace.co.za/">http://www.saace.co.za/</a> to get details regarding registration or contact Siphokazi Momoti at <a href="mailto:siphom@saace.co.za">siphom@saace.co.za</a>.<br /><br /></li></ul><p>Just to leave you with a thought that &quot;<strong><em>if you want to move forward in life you have to let go -&nbsp;this quote was attributed to Tarzan&quot;.</em></strong></p><p><strong><em>Graham Pirie </em></strong></p>

<ul><li><strong><em>SAACE/SAFCE Conference</em></strong>: The conference was well attended by members of both Associations and the feedback received from the atteendees was that it was an informative conference with knowledgable speakers. <ul><li><em><strong>CETA</strong> : </em>On Wednesday 17<sup>th</sup> October 2007, representatives from SAACE, the South African Black Technical and Allied Careers Organisation (SABTACO), the South African Institute of Architects (SAIA) met with <strong><strong>Teboho Thejane</strong></strong> the CEO of the Construction Education and Training Authority (CETA). The topic of discussion was the contents of a circular (No. 07/0911), in which it is stated that CETA would only be providing funding restricted to learnerships (800) in scarce/priority <em>artisan </em>trades.&nbsp; <p><strong><em>Teboho Thejane</em></strong> reported that the circular was a separate issue and he strongly suggested that the Built Environment Professionals should present a proposal at the next Skills Development Committee (SCA) with recommendations for funding for a candidacy phase, together with funding for Continual Professional Development (CPD) training both of which he would support.</p></li><li><p>The next <strong>School of Consulting Engineers Committee</strong> meeting will take place on the 1st November 2007 at 11h00 at the SAACE offices. The question placed before you is, would your company like to be involved in the development and the growth of the School for Consulting Engineers? This is your opportunity for your company to rise above the rest and contribute to education and training in our industry. <ul><li><p>The IBDS has just returned from a very successful visit to both Zambia and Tanzania. Without getting too dramatic about the success of the visit, I would like to say that this has been a watershed visit for the IBDS. The main reason for saying this is that this visit allowed me to use many of the initiatives that I have worked on over the last number of years to directly promote the interests of members. &nbsp;Herewith is a list of issues that the IBDS worked on and that have contributed to the success of the visit:<br /><br /><strong>&nbsp;1</strong>.<strong><em>&nbsp;Market Access:</em></strong> Using a combination of the DTI and Foreign Affairs to secure mostly CEO level meetings with about 25 mining and utility companies in the two countries. Individual firms will find it almost impossible to get the same level of access to so many clients in a relatively short space of time.</p><p><strong>2</strong>.&nbsp;<strong><em>Financial support:</em></strong> The DTI covered the cost accommodation and travel including various charter flights to remote mining locations in northern Tanzania.</p><p><strong>3.</strong> <strong><em>Feasibility Study Fund:</em></strong> Since one of the IBDS members successfully applied for grant money for a major feasibility study, most clients were very interested in this facility and requested more information in this regard.</p><p><strong><em>4.&nbsp;Nepad Business Foundation:</em></strong> Most client bodies were very interested to know that the foundation is busy with a process to secure involvement in Nepad related projects, including the fact that funding may come with our involvement from entities such as the African Development Bank and Pan African Infrastructure Development Fund.</p><p>The Meetings covered the following client entities:<br /><br />1&nbsp; Various copper, gold and diamond mining companies,</p><p>2.Water Utilities</p><p>3.&nbsp;Port Utilities</p><p>4.&nbsp;Road development agencies</p><p>5.Electricity Supply commissions</p><p>6.&nbsp;Private Electricity Companies</p><p>7.&nbsp;Regulatory authorities</p><p>8. Local Consulting Engineers<br /><br />What was most encouraging was the fact that all of these entities had major expansion plans amounting to billions of dollars with regard to their portfolios, and in most cases funding seem to by available. They all confirmed that there is a lack of capacity to execute and that service providers are welcome. <ul><li><strong>BCP ENGINEERS JOIN SSI, A DHV COMPANY<br /><br /></strong>SSI Engineers and Environmental Consultants, a subsidiary of the Netherlands DHV consulting and engineering group, announce that it has signed a letter of intent with BCP Engineers, the KwaZulu Natal based consulting engineering company to acquire their entire share capital.<br /><br />According to Naren Bhojaram, CEO of SSI, this acquisition is in-line with the group&#39;s strategic objectives to grow the SSI-DHV presence on the African continent and in South Africa in particular, through organic growth and by identifying successful companies that complement, diversify or extend the groups consulting expertise. <br /><br />Says Bhojaram &quot;We are delighted that we have been able to conclude a mutually beneficial deal with the BCP management and shareholders. &quot;Our cultures and backgrounds are similar and their strengths particularly in traffic and transport engineering complement our own very strong transport discipline which will provide us with a dominant capability within this important sector&quot;.<br /><br />SSI which this year celebrates its 85<sup>th</sup> birthday, provides specialist consultancy services in the water, transportation, industrial, environmental and PAR - (ports, aviation and rail) sectors.
