<p>Greetings to you all, as you know I have been off line for a few weeks attending the FIDIC Conference and dealing with a few other issues as follows:-</p><ul><li>Firstly -&nbsp;<strong><em>The 2007 International Federation of Consulting Engineers (FIDIC) Conference</em></strong> held in Singapore, was well attended with almost a full house.&nbsp; This annual event played host to almost 70 member countries out of a total of 75, with South Africa well represented with 21 delegates at the conference.&nbsp;<br /><br />As usual the conference was preceded by a meeting of Directors of member associations attended by representatives of &nbsp;24 countries.&nbsp; The main topic of this meeting centered around &lsquo;Best Practice Association Management and the role of Directors.&nbsp; Topics included: Achieving the correct membership mix and service the needs of large and small firms; Marketing of the Association; and Fundraising.&nbsp; The Directors were then joined by the Presidents of the Associations (Cecil Rose in our case) in order to share with them the many tools that FIDIC produces to assist Member Associations and firms as well as listen to the report back from FIDIC&#39;s regional groupings including the Group of African Member Associations (GAMA).&nbsp; A point of interest is that coincidentally, many of the Associations have contemplated a name change to remain relevant in the current market economy as SAACE is currently in the process of doing.&nbsp; These changes in the main are to emphasise the business aspects of the consulting engineering entities they represent.<br /><br />The theme of the conference was &lsquo;Global Services - Enhanced Partnerships&#39; with most of the conference sessions being relevant to the overall theme, however a point of criticism is that there were too many presentations by International Finance Institutions (IFI&#39;s) including the Asian Development Bank (ADB), World Bank and the Japanese Bank of International Cooperation.&nbsp; Apart from this, what was amazing is the large number of essential tools that FIDIC produces to assist firms in the marketplace.&nbsp; These include policy statements, guideline documents and contracts including the newly created Design - Build - Operate Contract (Gold Book) that was launched via a dedicated one day workshop at the conference.&nbsp; Other guides currently under development include: Definition of Services Guide; Design Documentation Guidelines; and the Construction Monitoring Guide.&nbsp; SAACE strongly recommends a visit to the FIDIC website to find out what is available for &nbsp;order via SAACE.&nbsp; In addition, &nbsp;copies of all the conference presentations are also available at <a href="http://www.fidic.org/conference/2007/talks/">www.fidic.org/conference/2007/talks/</a>. <br /><br />It is interesting to note that most of the world is in a massive growth phase centered on infrastructure with the resultant supply/demand challenges.&nbsp; Lack of skills is the order of the day globally with the resultant &nbsp;problems relating to delivery as well as inadequate maintenance and upkeep of infrastructure.&nbsp; Central to this investment in the developing economies relates to infrastructure provision as a means of uplifting people out of poverty but the resultant environmental degradation threatens to reverse any gains.&nbsp; Hence the need to embrace the concept of sustainable development. <br /><br />There was also a session devoted to sustainable construction, which globally is moving to centre stage, especially since 40% of energy related to green house gases are related to buildings.&nbsp; Many countries, including South Africa, have set up Green Building Councils to address these issues and create increased awareness. <br /><br />The construction boom worldwide has also forced clients to accept new delivery mechanisms particularly &nbsp;what is termed &lsquo;Relationship Contracting&#39; also known as &lsquo;Alliancing &quot;Turnkey&quot; or Partnering&#39;.&nbsp; Alliancing can also be considered, &lsquo;Partnering for Profit&#39;.&nbsp; It has become the method of choice in Australia and while it requires a better understanding of the risk/reward relationship, it represents a more flexible vehicle overcoming the negatives of purely price based competition and in dealing with an uninformed client base .&nbsp; In this regard the World Bank is <strong>still</strong> contemplating the role of Quality Based Selection (QBS) in their procurement methodology as a preferred mechanism to Quality and Cost Based Selection (QCBS) in the procurement of professional services.&nbsp; This is as a consequence of poor experience where quality played a secondary role to cost for services rendered.<br /><br />It was stated at the conference that consulting engineering procurement methodologies should be embedded in the countries overall strategic innovation system and that brain drain is a consequence of the incorrect approach &nbsp;where solutions are chosen based purely on price.&nbsp; Best practice procurement methodologies recognizing VALUE, enhance country competitiveness and eliminate the tendency towards brain drain.&nbsp; It was noted that the consulting industry grows fastest in countries displaying a progressive knowledge economy.&nbsp; It is the role of the Consultant, the Association and the Government to develop and lead the agenda particularly where a weak institutional framework exists in the public sector.&nbsp; The Malaysian methodology relating to the selection and appointment of consultants is very impressive and it is considered as no coincidence that Malaysia is No. 2 in the world rankings of competitiveness relating to government Procurement of Advanced Technology Products.<br /><br />In short, it was demonstrated that there is a definite link between the use of QBS, &nbsp;a strong consulting industry and a productive and competitive economy.&nbsp; There were frequent references to the modus operandi of Management Consultants who have mastered the concept of selling solutions and value.&nbsp;&nbsp;My comments is that perhaps we should learn from them rather than denigrating them.<br /><br />Once again SAACE&#39;s Young Professional Forum (YPF) did South Africa proud at the conference.&nbsp; Khelane Ndwandwe of Asakheni Consulting Engineers (Pty), &nbsp;was tasked with summarizing a plenary session and our own Young Engineer of the Year, Michele Kruger of Goba was nominated to the International YPF Executive, with Kieren Brown of Malani Padayachee &amp; Associates (Pty) Ltd&nbsp;as her alternate.&nbsp;&nbsp;<br /><br /></li><li>I made brief reference in the previous section to the fact that many countries have set up so called <strong><em>Green Building Councils</em></strong> and coincidentally I have been requested, and have agreed, to serve as a Director on the South African Green Building Council (SAGBC).&nbsp; We had our Inaugural Meeting in Cape Town on the 19 September and I have to say that I was truly impressed with the progress they have made in setting up this Council in a relatively short space of time. The Memorandum and Articles of Association are in place and a very capable CEO has been appointed.&nbsp; Considerable seed funding has been made available by SAPOA.&nbsp; In my view, this is not just another &quot;nice to have&quot; but getting to grips with the realities of what we are doing to our environment and the planet has become a survival issue.&nbsp; Although the focus is on buildings which generates 40% of greenhouse gases, the focus will also relate to the construction industry as a whole.&nbsp; The toolkits and methodologies will probably be mirrored on those developed by the Green Building Council of Australia.&nbsp; It is envisaged that, as in most&nbsp;developed countries, the requirements for sustainability in construction will become embedded in government policy and legislation including those generated by the CIDB who also have a presence on the Council. &nbsp;FIDIC has also done a lot of pioneering work here which we can bring to the party.&nbsp;&nbsp; Will keep you posted.<br /><br /></li><li>It is probably too late for you to register for our <strong><em>SAACE/SAFCEC Conference</em></strong> commencing with its Plenary session on Monday but please note that on <strong><em>Tuesday morning your Association is having its Annual General Meeting at the Lord Charles Hotel in Somerset West </em></strong>and we would very much like to see you there.&nbsp; Normally there is no such thing as a free lunch but attendance at the AGM is just that - a free lunch.&nbsp; In addition, you do not need to register for the Conference to attend the AGM.&nbsp;<br /><br /></li><li>By the time you receive this you should have received the <strong><em>Association&#39;s Annual Review for the 2006/2007 period</em></strong>.&nbsp; This year for the first time it has been sent electronically for many reasons not least of which is our ability to reach a wider audience.&nbsp; Please feel free to forward to your clients and anyone else who you feel may have an interest.&nbsp; For the same reasons, <strong><em>Inside Track is going to be distributed electronically</em></strong> and will no longer be produced in hard copy format.&nbsp; Of course in both cases you can download and print if you feel there is a need to do so.&nbsp;<br /><br /></li><li>Lastly,&nbsp;as you know the <strong><em>Association&#39;s Annual Consultant&#39;s Relay</em></strong> was&nbsp;held at Fountains Valley Resort in Pretoria on 8 September 2007.&nbsp; The Relay proved once again a great opportunity for member firms to engage in some physical exercise, meet and mingle with other firms and enjoy a fun family day.&nbsp; A record number of teams entered the Relay and the Association would like to applaud our member firms for their enthusiasm and participation in this great event. <br /><br />The Association would like to extend its thanks to SSI-DHV for an excellent job in hosting and organising this event for the first of their three-year term as Event Organisers this year.&nbsp; Without sponsors the event would not be possible and the Association would like&nbsp;to thank this year&#39;s sponsors: Bepmeds Health, Netcare 911, Momentum, Sportmans Warehouse, Profhealth Benefits Consulting, Sasfin, Sovereign and SSI-DVH.<br /><br />My personal thanks to all.<br /><br /></li></ul><p><strong><em>Graham Pirie </em></strong></p>

<ul><li><p>In the last two weeks the IBDS were able to attend to two important objectives for the year. Firstly with regard to access to markets, a meeting of the Arabian Gulf Export Group (AGEG)&nbsp;was held. As you may be aware the purpose of this initiative is to create some kind of presence in that region on a collective basis, to not only access the many opportunities, but also to address the many issues that make&nbsp;sustainable penetration of that market so difficult. A small committee has been created to review the funding options for the AGEG. The reason for this step is to benefit from a cabinet decision taken in July that has approved funding for clustering projects to promote the export of capital goods and allied (engineering) services.<br /></p></li><li><p>The second objective also relating to market access, is the staging of a Mission to Zambia and Tanzania. The Mission will focus on project opportunities in the utility and mining sector of both countries. The difference with this Mission is that the focus is entirely on the needs of participants, and the Mission is not part of a larger &quot;political&quot; mission.&nbsp;The Mission starts on the <strong><em>9<sup>th</sup>&nbsp;October and will last till the 19<sup>th</sup>.</em></strong>&nbsp; </p></li><li><p>In conclusion it should also be mentioned that one of the more difficult aspects of visiting places such as the Zambian copper belt is the logistical arrangements and the cost thereof. With this mission all the arrangements and related&nbsp;costs are covered by the DTI.&nbsp; The DTI should be commended for responding to inputs from the export community on how Missions should be structured. The challenge now is to convince more member firms to look beyond the current domestic boom, and to participate in these Missions with a view to having work after 2010, when there will be less work in the domestic market. <br /></p></li></ul><p>&nbsp;<strong><em>Roelof van Tonder</em></strong></p>
