Spring Day has arrived at last, the weather is warming up and sanity is returning. We celebrated the arrival of Spring Day and our very own Interdependence Day in the Directorate by having a small braai at lunchtime.

Our interaction with Dplg is on the boil and currently we have offered support via our members in 3 areas:

Assessment of fire damage in Eastern Cape

Assessment of compound flood damage in the Western Cape, and

Assessment of storm damage, KZN coastline.

In addition, we are in intensive discussions with Dplg and US Aid to release funds to do a comprehensive evaluation of the current status of the Bucket Eradication Programme. This exercise is to be funded by US Aid and is expected to take some 7 to 9 months to complete. The focus is on accelerated delivery, rather than planning and assessment. If we are able to cut through the bureaucratic nightmare, the Directorate will be calling for Expressions of Interest from member firms by the end of this week. The Terms of Reference are currently being finalised. Hopefully the additional MOU governing our relationship with the Disaster Management Centre of Dplg will be completed shortly. The SAACE has also made considerable progress in compiling the documentation required in setting up a Section 21 SPV to handle these and the many other requests coming our way and in so doing keep them at arms length from SAACE.

Our Exco and associated meetings took place last week and here are some of the highlights:

Approval was given to set up the Section 21 SPV mentioned above plus continue in our support of Dplg in terms of our MOU.

Again the long debate about whether or not we need to re-brand ourselves so as to avoid confusion in the market and it was unanimously agreed that in fact we should do so to avoid confusion particularly with SAICE. Various options will be examined, a branding specialist will be consulted and a strategy prepared for roll-out, once our budget is in a position to take the strain. Input will be requested from you, the members, and an item will be included in the Agenda for our AGM to be held on 9 October in Somerset West. I would welcome any suggestions even at this early stage, but also bear in mind that any change will require approval of members by ballot in terms of our Constitution.

The Marketing and Communications Committee has been asked to investigate a possible change in the format of our Annual Business Excellence Awards. This may be preceded in future by regional awards culminating in the national awards which may be broadcast simultaneously to the main centres on the night in question. This will be discussed at our Council meeting on 7 November because the key players in this scenario will be the Branch Chairmen and we need their commitment.

There have been complaints that the Salary Survey has been issued too early this year and as a consequence we will revert to the August benchmark with release of the Report at the end of October/early November in future.

I am very pleased to announce that we have entered into a partnership with BEE Verification Agency (Pty) Ltd who will amongst other things:

Host a BEE software tool on our website. This will be web-based and assist members in evaluating and designing their BEE strategy in terms of both the generic and construction scorecard. This will only be uploaded once our Charter has been approved and gazetted.

Will conduct workshops for member firms in association with our School of Consulting Engineering.

Provide verified interpretations of BEE Codes upon request via a call centre.

Verify and accredit the BEE status of member firms at stipulated fees substantially below the market norm.

Provide occasional status reports on BEE compliance on our sector as a collective.

The negotiated fees (excl VAT) for BEP's per measured entity in terms of turnover (T/O) are as follows:-

R500 for EME's

Less than R1 500 000

R3000

Between R1 500 000 and R5 000 000

R4 000

Between R5 000 000 and R11 500 000

R5 000

Between R11 500 000 and R20 000 000

R6 000

Between R20 000 000 and R35 000 000

R8 000

Between R35 000 000 and R50 000 000

R10 000

Between R50 000 000 and R80 000 000

R12 000

Between R80 000 000 and R150 000 000

R18 000

Between R250 000 000 and above

Contact details are: Call Centre - 0860 722 222, Fax: (021) 930 9936, Email: trish@beever.co.za, website: http://www.beever.co.za./. Dr Willem Mostert, who is the Managing Director, can be contacted on 082-800 8469.

Our congratulations go to 3 new Council members who were nominated in terms of the Constitution. They are Richard Vries (Arcus Gibb), Chris Robinson (Jeffares and Green) and Andrew Mather (WSP). There will not be an election as there were 3 vacancies and only 3 nominations were received.

Another positive bit of news is that Glenrand MIB and their Underwriters have agreed to recognise the efforts of our firms in implementing Quality Management Systems by offering a significant discount on the deductible in the event of a possible claim. Whilst the principle has been accepted by all, they still have to communicate with us regarding the actual percentage discount.

The Management Information Survey (MIS) report for the period January to June 2007 has been released and will uploaded to our website. For easy access please visit http://www.saace.co.za/surveys_mis.php. This makes for some very interesting reading.

Finally, last Friday saw us hosting a very successful Golf Day whilst this Saturday our Annual Consultants Relay takes place under the direction of SAACE and SSI. In addition, a fairly large contingence of South Africans is off to Fidic in Singapore over the weekend for what promises to be a very interesting programme. Will get back to you with feedback in the next e-news on the 20 September.

Graham Pirie

The HR Forum had a very informative meeting on the Thursday, 6th September 2007 and amongst many other interesting topics that were discussed and debated, there was also a presentation done by Roly Boardman, Chairman of the Ethics Committee for the Association of Personnel Service Organisations (APSO). He gave an overview on how APSO protects the industry against unscrupulous recruitment agency and the steps to take against recruitment agency that are not being ethical.

Please note the Risk Management Implementation Guide course will only be starting next year, as the trainer feels that more preparation time is needed.

The following notice was received from the SACPCMP - "The SACPCMP hereby notifies all registered persons of its intention to shortly place in the public domain the names and details of registered persons who are in default with payment of annual registration fees and therefore unable to maintain their professional registration with the Council.

I would like to start this contribution to the newsletter by thanking everyone for their support during the time that I have recovered in hospital from my injuries. I have received so many calls, flowers and visits that it would be unfair to mention names, so thank you to all of you. Without your support and prayers my recovery would not have been successful. Although full recovery will take a year, at least I am back in the office. Since I have been in the office for three days only there is not too much to report on. I can however remind you of what my priorities will be as I start picking up from where I have left off two months ago:

- Finalising the establishment of the IBDS export council;

- Progressing the establishment of the Arabian Gulf Export Group;

- Executing a Mission to Zambia and Tanzania focussing on the mining and utility sectors in those countries. Please note that non IBDS members may still be able to join at a certain cost. Please call Roelof (011 463 2022) for more information.

-Actively assisting with the execution of the Business Plan for the Group of Africa Member Associations.

- Continue with my work in the Nepad Business Foundation, the main objective in this regard being changing the way we access the African project market and how we finance those projects.

Finally, it has been suggested in our latest surveys that many of our firms continue to improve their income from exports, so I look forward to the full report which should be released over the next weeks or so.

Roelof van Tonder
