As mentioned in the last e-news, our final meeting to discuss the Construction Industry Charter did indeed take place on the 15 August where we FINALLY agreed our Codes of Practice and Scorecard. All parties present supported the decision to submit the proposals to the DTI for ratification and gazetting under Section 9 of the legislation. Unfortunately, we also agreed not to distribute the document until after approval by Government as this would merely cause more confusion in the market. With just more than a bit of luck, both the amended PPPFA as well as our Codes will be in place before the end of the year and we can start 2008 with a little more clarity as to how the Construction Industry will respond to public sector procurement. Just to remind you that our Procurement Indaba is set to take place on the 12 February 2008 where all these issues will be discussed openly. Invitations will be sent out together with the programme shortly, but please make a note in your diary.

On a related subject, I am in discussion with a BEE verification agency with a view to a possible partnership which will offer our members a number of value added benefits including preferential fees for certification, an on-line call centre, training and user-friendly software. We will put these proposals to our Exco on Tuesday. This partnership, if approved, will also be concluded with our sister BEP organisations.

This year really has flown - our final Presidential visit to the North West branch and the post graduate students at Potchefstroom took place at the end of last week. President, Cecil Rose and I extend our thanks to those involved in the organisation and particularly in regard to setting up the meetings with clients.

It may be too early to say, but we have been approached, once again, by Dplg to assist with Government's Bucket Eradication Programme this time funded by US Aid to the tune of USD 2m. We are in intensive discussions with the parties and if all goes according to plan we will call for Expressions of Interest within the week. The time frames which the client has demanded are very tight and to the point of being a little unrealistic, but nevertheless we will do what we can. We only have 1 week within which to complete the adjudication process so a warning in advance, if you are interested respond with urgency. All these requests for support have resulted in us devoting increased energy to the creation of our Section 21 SPV which will serve as the platform for the future rather than the Directorate as at present. We are presently putting the finishing touches to our Memorandum, Articles of Association, Protocol and finally Procurement Policy for submission to Council and Exco for approval.

We were formally informed on Wednesday that the Dplg Disaster Management intervention had not proceeded mainly because they require another dedicated MOU with SAACE governing this particular intervention. This is presently being formulated and will be used as the basis in future requests for assistance. Dplg has also requested help in 3 additional areas including fire damage to structures in the Eastern Cape, flood damage in the Western Cape and damage to beaches and structures in KZN as a result of the tidal surge. We will be approaching members shortly.

The ECSA Fees Forum met yesterday where the Association's policy on fee scales looking into the future was presented. In simple terms, this envisages the production of increasingly less detail guideline fee scales into the future and finally, at some point, arriving at a destination which says "no fee scales". This is controversial and will be debated intensively at our Procurement Indaba on the 12 February as mentioned above.

Graham Pirie

SAACE Construction Week: Job Shadow Day: The Association's Young Professionals Forum supports the initiative of the Department of Public Works in promoting the image and profile of the construction sector by giving young learners the opportunity to experience a wide range of exciting opportunities available in today's built environment. The aim of the Job Shadow Day was to attract the attention of the learners and ecourage them to consider Engineering as a career of choice. Firms were encouraged to chose a school in their local community and invite pupils to spend a day with them during the SAACE Construction Week experiencing " A Day in the life of a Consulting Engineer". The YPF was inundated with entries from firms with the winning entry coming from BKS. This entitles them to nominate a delegate to attend the SAACE/SAFCEC Conference at no charge. The Association wishes to thank all member firms who participated to this cause.

2007 SAACE Relay: Registration is now open!
