<ul><li>Lets begin with some feedback from our <strong><em>EXCO round of meetings</em></strong> which took place on Monday and Tuesday last week.<br /><br /></li><ul><li>The main item here was to address a rather challenging <strong><em>budget deficit over the next two years</em></strong> brought about by our decision to increase staff so as to improve service to members and add more value in the area of client liaison&nbsp;as well as addressing procurement problems facing our membership.&nbsp; We will be seeking to fill the post towards the end of this year.<br /><br /></li><li>Another item of note was agreement, in principle, <strong><em>to investigate the possible change of the Association&#39;s name and acronym to avoid frequent confusion&nbsp;with our learned society counterpart SAICE</em></strong>.&nbsp;&nbsp; One possibility is&nbsp;the Association of Consulting Engineers of South Africa (ACESA)&nbsp;which we will take to the AGM in October and, if approved, will then go to membership for approval or otherwise by ballot. The confusion arising between SAICE and SAACE seems to be increasing and certainly needs to be addressed.<br /><br /></li></ul><li>We also held a <strong><em>Council Meeting on Wednesday.&nbsp;&nbsp;</em></strong>In addition to the matters raised under EXCO it was resolved that we give more structured feedback to members on the successes, or otherwise, which&nbsp;we are having in challenging the <strong><em>&quot;illegal&quot; procurement processes</em></strong> by client entities.&nbsp; It has been agreed that we should give members more specific feedback so that you have confidence in the fact that we are acting assertively on your behalf.&nbsp;&nbsp; To do this more effectively, however,&nbsp;membership needs to alert us to poor procurement processes and also to give us feedback&nbsp;where we do intervene with the client bodies so that we know whether these challenges are having the desired effect.&nbsp;&nbsp;<br /><br />It was also resolved that we put together an <strong><em>Advisory Note for members to assist them in determining the appropriate level of guideline fees in relation to a number of predetermined criteria and risk factors</em></strong>.&nbsp; In addition, this will be related&nbsp;to the minimum costs involved in responding to projects under the competitive bidding process.&nbsp;&nbsp;<br /><br />Of interest was a <strong><em>presentation by ECSA&#39;s retired CEO, Mr Paul Roux, on the Identification of&nbsp;Engineering Work process leading to Compulsory Registration.</em></strong>Much of this information&nbsp;is available on ECSA&#39;s website but the presentation assisted us in understanding the process in greater detail. Mr Llewellyn Pike of Goba will be representing us in future on the IDoEW Committee of ECSA and he will give&nbsp;us periodic feedback.<br /><br />On the subject of <em><strong>QMS</strong>, </em>Council has recommended that we investigate the impact&nbsp;of <strong><em>our requirements for Quality Management on the small firms and particularly&nbsp;the single practitioners</em></strong>.&nbsp;&nbsp; A number of constructive ideas were debated&nbsp;to alleviate and make less onerous the demands of QMS whilst at the&nbsp; same time satisfying the requirements of our Constitution in this regard.&nbsp;&nbsp; The&nbsp; Quality &amp; Risk Management Committee will investigate and make recommendations&nbsp;which will be communicated after consideration and agreement&nbsp;by EXCO. <br /><br /></li><li>The <strong><em>Construction Charter working group</em></strong> is convening next week to finalise&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; the&nbsp;<strong><em>Scorecard</em></strong> and Council gave its representatives a mandate to negotiate, particularly in regard to the thresholds&nbsp;applicable to firms according to size of turnover.&nbsp; This is expected to be&nbsp;completed by 15 August 2007.<br />&nbsp;</li><li>It is hard to believe but we still have <strong><em>28 Annual Declarations outstanding</em></strong>.&nbsp; These firms will now have their membership suspended with a view to termination after having been given a month&#39;s notice to finally comply. <br /><br /></li><li>We are nearing the end of our <strong><em>2007 round of presidential visits</em></strong> and Cecil, Felix and&nbsp;I extend&nbsp;thanks&nbsp;to the Limpopo and Mpumalanga branches for hosting us last week.&nbsp; The final visit takes place on&nbsp;16 August 2007 to Mafeking and Potchefstroom in the North West province.&nbsp;<br /><br /></li><li>A very timely and constructive <strong><em>meeting took place during the week with the CEO of the CIDB</em></strong>.&nbsp; Many issues were discussed but of importance was our plea for&nbsp;&quot;quality&quot; to be included more prominently in the procurement process for professional service providers and not just base evaluation on price and BEE.&nbsp; There definitely was a meeting of minds and willingness to support us in liaison with the relevant government departments.&nbsp; Whilst on the subject of CIDB, I have circulated the latest Draft proposals on the Consultants Register to Mandated Principals so that you can start understanding what the register is likely to look like.&nbsp; Please note that this is a Draft proposal on which&nbsp;comments&nbsp;have been submitted by the Built Environment Professions.&nbsp;In case we have missed something please do not hesitate to forward to us your thinking on the proposals.&nbsp; The Association will continue to keep you informed as the process unfolds. Remember that there will be a pilot project to test the system leading to a Phase I implementation and later on a Phase II which will lead to a more complex system depending on feedback from the earlier phase. &nbsp;&nbsp;This register, together with ECSA&#39;s eventual imposition of compulsory registration, will definitely make it more difficult for the &quot;fly by nights&quot; to access work from uninformed client entities.&nbsp;<br /><br /></li><li>Finally, Thursday night saw us hosting <strong><em>a very successful SAACE GlenrandMIB Annual Excellence Awards</em></strong> - probably the best yet.&nbsp;&nbsp; Our thanks go to those firms who participated.&nbsp; The project submissions were truly impressive and congratulations to all who were recognised.&nbsp; Thanks also to the media and in particular Engineering News and Crown Publications for their contribution to the industry.&nbsp; <strong><em>The Young Engineer of the Year Award went to Dr Michelle Kruger of Goba</em></strong> who together with the YPF Chairman, Richard Dlamini, will be representing SAACE at the International YPF Conference in Singapore early September. <br /><br /></li></ul><p><strong><em>Graham Pirie </em></strong></p>

<ul><li><strong><em>SAACE Glenrand MIB Awards:</em></strong> As Dempsey Naidoo said last year, &quot;Yho, Yho, Yho after having won three awards, this time it was Truman&#39;s Goba&#39;s turn to say the same! Goba won&nbsp;three awards at this years&nbsp;event awards namely,&nbsp;the award for projects with the value over R5million, the&nbsp;Business Excellence Award&nbsp;and their nominee for the Young Engineer Award. <br /><br />As it was mentioned before, this years awards took place at the Sandton Convention Centre and it was indeed a well attended event. Saace would like to &nbsp;thanks all the entrants and the member firms who attended the awards. The master of ceremonies was the SAACE Past President&nbsp; - Ivor Evans who really kept the audience entertained.<br /><br />Results of the awards were as follows:<br /><br />Commendation for projects with the value less than R5 million went to MDJV Consortium. The winner in this cartegory was Jeffares &amp; Green for the Mkomaas River Pedestrian.<br /><br />In the catergory for for the projects with the <strong><em>value greater than R5 million rand</em></strong> the <strong><em>commendation </em></strong>went to <strong><em>Ninham Shands</em></strong> and the <strong><em>winner </em></strong>for this cartegory was <strong><em>Goba for the Durban Harbour Tunnel</em></strong> who also received an award in the <strong><em>Business Excellence Category.&nbsp;<br /></em></strong><br />We had only one submission in the category&nbsp; of the <strong>Young <em>Company&nbsp; - Usizo Consulting Engineers.</em></strong> The Association decided to give <strong><em>Usizo Consulting Engineers an Accolade. <br /></em></strong><br />For the Visionary Client category the Association nominated the <strong><em>Gauteng Provisional Department of Public Transport &amp; Works</em></strong>. The Award was&nbsp;accepted by <strong><em>Jack Van der Merwe.&nbsp;<br /></em></strong><br />The adjudication panel for the Young Engineer Category was faced with the tough task in selecting the winner in this category as we have received five nominees. The winner was <strong><em>Dr. Michelle Kruger from Goba.</em></strong> <br /></li><li>For the first time the Association recognised&nbsp; <strong><em>Creamer Media</em></strong> by Awarding them the <strong><em>Publication of the Year Award for Engineering News</em></strong>. This award was given to Creamer Media for its <em>contribution</em> in promoting the Association and its members.In addition to this, the Association presented a <strong><em>Special Recognition for Publishing accolade</em></strong> to <strong><em>Crown Publications</em></strong> for the 10th Anniversay&nbsp;of their promotion of Consulting Engineering among other engineering professions through a dedicated SAACE page in their Chemical, Mechanical and Electrical Journals . <br /></li><li><strong><em>SAACE/SAFCEC Conference:</em></strong> A reminder to register for this informative conference scheduled to take place early in October. <ul><li><strong><em>Risk Management Implementation Guideline for Consulting Engineers HAS ARRIVED!!</em> </strong>and will be sent in the next day or two, so look out for it in the post.&nbsp; As mentioned before each&nbsp;office of a company will receive one copy.&nbsp; If, however, you would like additional copies, your staff will have to attend a SAACE Risk Management course, where the guideline will be used as the course manual.&nbsp; This will ensure that the staff member is adequately trained and fully informed as to how to use the Risk Management Implementation Guideline for a Consulting Engineer. &nbsp;A number of&nbsp; courses will be run in October and November in major cities and then be extended to the other centres&nbsp;from&nbsp;March next year depending on demand.&nbsp; SAACE will be setting up a webpage on its website in order that you can give your comments and suggestions regarding the book.&nbsp;&nbsp;&nbsp;<br /><br /></li><li>The <strong><em>CETA National Committee for the Built Environment and Professional Consultants and Councils (NCBEPCC) Committee</em> </strong>had a meeting on Friday, 20<sup>th</sup> July 2007, where great strides were made in restructuring the Agenda.&nbsp; The Committee agreed to only focus on 3 critical issues provisionally, namely:<br /></li></ul><blockquote><blockquote><p>1. Research into quantifying exactly what&nbsp;human <br />&nbsp;&nbsp;&nbsp; resources&nbsp;are required to address the skills shortage&nbsp;<br />&nbsp;&nbsp;&nbsp;&nbsp;scarcity in the BEP environment.<br />2. Continuing Professional Development (CPD): and<br />3. <p>Scams as we all know have increasingly become a common feature of our existence but over the last week they have risen to unprecedented levels involving the use of the SAACE in varying forms as follows:-</p><ol><ol><li>Erroneous deposits are purported to be made by SAACE in a&nbsp;member firm account who is then requested to reverse the payment&nbsp;as a matter of urgency.&nbsp; The initial deposit is reversed immediately&nbsp;thereafter leaving the firm vulnerable to a loss if they respond.&nbsp; The&nbsp;amounts involved are of the order of R100 000 or less.<br /></li><li>The second type of scam relates to a request for a firm to respond&nbsp;to a tender opportunity through an intermediary with a request for a&nbsp;secret meeting and a tender deposit.&nbsp; In these instances so far&nbsp;they have related to a township development in the North West&nbsp;Province which upon investigation is fictitious.<br /></li><li>The final scam also relates to the transfer of funds this time under&nbsp;the disguise of SARS where the member firm is informed that an&nbsp;erroneous tax refund has been made into their account and could it&nbsp;be reversed to what subsequently transpires to be a fictitious&nbsp;SARS account. <br /></li></ol></ol>These scams are becoming increasingly complex and creative and sometimes it is very difficult to determine whether they are real or not.&nbsp; Please warn all your staff but particularly junior staff who may not easily recognise the fraudulant nature of the request.&nbsp; If you have been approached please inform the SAPS or the banking council fraud line which we also do when notified by members - <em>you have been warned</em>.<br /><br />
