<ul><li>Our week started on Monday with the shocking news that <strong><em>Roelof was involved in an accident</em></strong> whilst returning from a holiday in Namibia. Although he has been severely injured, his wife and 4 children were fortunate enough to escape unscathed. The accident took place at 17h00 last Sunday when he tried to avoid a kudu in the road and as a consequence was involved in a head-on collision with a truck. He was stabilized and airlifted to the Unitas Hospital in Centurion and his family were flown back home on a charter flight the following night. He is able to communicate and recovering well. We have visited him a couple of times. He has multiple fractures of the spine, cracked ribs and a few other injuries, but fortunately none to the head. He will have an operation to repair his damaged shoulder next Wednesday. I am sure that he is going to be out of action for some considerable time and we are taking steps to alleviate the impact here in the Directorate. We can only wish him a speedy recovery and try to be supportive to him and his family during this very difficult time. We will be visiting him from time to time and are willing to deliver any messages which you may have. <br /><br /></li><li>The past two weeks have been rather frantic. We have spent considerable time in <strong><em>preparing for the budgets to be submitted to the various Committees. </em></strong>This includes the revised budget for this year and the proposed budget for the next financial year. We are also preparing for our Awards function on the 26<sup>th</sup> July and hope to see the first viewing of the multi media production before the end of this week. Tony Bradley has now retired, as you know, so there is also the need to spend time and recreate some of the lost corporate memory on both the financial side and in the School of Consulting Engineering but we are making good progress. <br /><br /></li><li>Brenda Lacey-Smith and I had a <strong><em>meeting with the Chief Executive Officer of ECSA, Professor Ravi Nayagar and some of his senior staff to explore ways where we can co-operate in the field of training, CPD and mentoring.</em></strong> It was a good meeting and we will be looking at some specific proposals particularly, in regard to mentoring, where as you all know there is a massive need - this is underscored via feedback we get from YPF representatives. <br /><br /></li><li>Another meeting that took place was with <strong><em>RedR Southern Africa - Engineers for Disaster Relief.</em></strong> RedR originates in the UK and in essence is Engineers assisting in disaster relief initiatives world wide. The meeting took place with their Chief Executive Officer for Southern Africa, Mr Paul Hodge. The reason for this meeting was to appraise them of our DPLG partnership in regard to disaster management programmes through our member firms. There may be individuals from within our firms who would like to register with RedR locally and I have undertaken to pass on their newsletters so that we can develop a greater appreciation of what they are doing. One of their main priorities is aimed at training engineers and other professionals in the disaster relief arena so as to become the humanitarian face of the engineering profession. I will be circulating their May 2007 newsletter to Mandated Principals and Office Heads. <br /><br /></li><li>Our long awaited <strong><em>Risk Management Manual</em></strong> is presently being printed under sponsorship of GlenrandMIB and will form the basis of a training programme to be launched later in the year. As a start, one "free copy" will be sent to each office with the details of the training programme to be undertaken by the author. Please note that this material is <u>copyrighted</u>. <br /><br /></li><li>Finally, <strong><em>our YPF is alive and well</em></strong>. The Gauteng Branch had their meeting on Wednesday with a good turnout and the National Committee met on Thursday night to refine their Business Plan and to agree where their efforts would be placed in the year ahead. The Directorate will be assisting them in setting up a database and supporting their presence on our website. Unfortunately, the SAACE budget is taking strain and any funding will have to come via sponsorship from our member firms and others. Our partners, Leads 2 Business, for example, is auctioning a signed Ernie Els photograph at their Annual Golf Day where the proceeds will be given to the YPF. <br /><br /></li></ul><p><strong><em>Graham Pirie</em></strong></p>

<ul><li><strong><em>Implementing and Maintaining a Quality Management System: </em></strong>The <strong>Quality Management System</strong> (QMS) ‘toolkit' manual is now available on the SAACE website <a href="http://www.saace.co.za/login.php4?pageurl=/qmsdocs.php4.Please">http://www.saace.co.za/login.php4?pageurl=/qmsdocs.php4.<br />Please</a> do not be overwhelmed by the size of the document, as it has been broken down into smaller sections, which allows you to fill in the gaps and once you have completed all the sections, you will have an entire QMS system.Please let me know if your company would be interested in SAACE arranging an interactive style QMS course, which will enhance the understanding of the QMS process and its requirements, thus enabling your staff to implement and maintain such a system within your company.<br /></li><li><strong><em>Risk Management Implementation Guideline for Consulting Engineers.</em> </strong>Each SAACE company will receive one copy, however if you would like any additional copies your staff will have to attend at SAACE Risk Management course, where the guideline will be used as the course manual. <ul><li><em><strong>Construction Regulations: </strong></em>The Built Environmental Professionals (BEP's), including SAACE, the SAIA, ASAQS and SABTACO, previously sent a motivation to National Dept of Public Works not to include the appointment of an Agent, in terms of the Construction Regulations ("the Regulations"), as part of the normal services of BEP's. The problem was that BEP's are usually not qualified to perform the Agent's tasks since certain specific qualifications, relating to Occupational Health and Safety, and experience is required. In addition, BEP's were not being remunerated for performing the Agent's tasks. The outcome of the motivation to the DPW was positive, as was related to members in a previous edition of e-news.<br /><br />The Technical Task Team assisting the Department of Labour to amend the Construction Regulations has now tackled the issue of Approved Inspection Authorities (AIA's) under regulation 29(1) of the current Regulations. In future the Agent, in terms of the Regulations, will have to be a registered AIA to be able to fulfil the duty of an Agent in terms of the Regulations. This will assist the BEP's plight mentioned above, and will also protect clients who, in terms of the legislation, have a duty to ensure that their Agent is qualified to perform the duties of the client, in terms of the Regulations.<br /><br />The registration requirements for AIA's are currently being drafted. It is envisaged at this stage that there will be a period of six months after promulgation of the amended Regulations to phase in the requirements of regulation 29(1).<br /><br /></li><li><u>Advisory note for the week: </u><strong>Rendering of Invoices and Recommended Action When Accounts are Not Paid Timeously (search code 98 / 5)<br /><br /></strong>In addition to the above advisory note, please be aware of the fact that if litigation proceedings are being contemplated against a public sector client, then notice of the fact needs to be given to the client within six months.
