<ul><li>I am very pleased to report that our <strong><em>DPLG support programme to municipalities</em></strong> is working extremely well. On Wednesday we convened a feedback workshop involving the Implementation Agents assigned to give support to the 6 local authorities designated by DPLG as requiring assistance in terms of our MOU. The day was spent sharing information and, more importantly, we were able to discuss alignment and standardisation of the intervention, the reporting systems, administration, time lines and payment in terms of the guideline fee scales. This information is going to be collated and presented to DPLG so that they are made aware of both the positive and negative issues surrounding the support programme. The Association is continuing with work towards creating a Special Purpose Vehicle to ensure that the programme remains effective as it grows. We believe that we have now reached a stage where we can extend and include more local authorities in need of technical and managerial support. In due course we anticipate being asked by DPLG to extend the programme and will be sending out additional Expressions of Interest asking members interested in becoming involved to indicate as such. <br /><br /></li><li>I am also pleased to inform you that the <strong><em>CIDB Register of Professional Service Providers</em></strong> is at last taking shape and will probably become a reality during 2008. A Focus Group meeting was held on last Tuesday with representatives from all organisations involved in the built environment. I think it is fair to say that there is general support, however, the devil is always in the detail. The register will be implemented in phases and a pilot scheme will be instituted to test various aspects before a full roll out. The Phase 1 register will be a simplified version of the final one. The Association will continue to engage and ensure that your interests are upheld and once there is greater clarity I will forward details of the proposed register. <br /> </li><li>I have a challenge ahead of me and that is to get our <strong><em>PI Insurance Brokers and Underwriters to understand the notion of quality management as in ISO9001:2000</em></strong>. It is now a requirement of membership and the challenge relates to getting our Insurers to recognise that quality management and risk management are two sides of the same coin leading hopefully to a reduced claims experience which should be recognised by discounted premiums or similar. We are contemplating surveying our members to try and ascertain premiums in relation to turnover, claims history, QMS compliance/ISO certified. This is to try and motivate our request for positive recognition of our members in some way. Perhaps there is also a need for the Association to intervene and open the PI market in a way that benefits membership - we will keep you posted. <br /><br /></li><li>Sadly today <strong><em>we say farewell to Tony Bradley</em></strong> who has been a stalwart and a valuable member of our team for the past 12 years. We owe more to Tony than I can say and I am personally going to miss him as are the staff and the members who have come to know him over the years. We wish both Linda and Tony everything of the best during their retirement.<br /><br /></li><li>Finally, a quote which I thought was rather good. The aim of the Job Shadow Day is to expose learners not only to the engineering environment but to the consulting engineering experience. <ul><li><strong><em>The School of Consulting Engineering</em></strong> is alive and well and is going through a transitional phase in that it is in the process of investigating and developing new courses to enhance the industry. Most of these new courses will be starting in the first part of next year; however, we are hoping to get the new Risk Management course out before the end of the year. This course will be based on the newly released Risk Management Implementation Guideline for Consulting Engineers written by Dr Hendrik Kirsten and supported by Johan van Rensburg. The guideline is not just another risk management manual but a guideline on how to implement risk management.<br /><br /></li><li><strong>Continuous Professional Development (CPD) in the Built Environment -</strong>The Council for Built Environment (CBE) was entrusted with the task to facilitate the transformation of the built environment professions to deliver according to the needs of society in line with internationally competitive practices and to ensure uniform implementation of mandated policy among councils that govern various built environment professions. The CBE recognizes the importance of Continuous Professional Development (CPD) in enhancing knowledge and skills among the built environment professionals in South Africa. It is in this light that a study was done to identify issues related to CPD, with the aim of working towards the development of a mechanism that will guide successful alignment of CPD policy development among the Built Environment Professional Councils.<br /><br /></li><li>Brenda Lacey-Smith, Manager for the School of Consulting Engineers, attended an interactive stakeholder's workshop on the 28<sup>th</sup> June 2007 at the Centurion Country Club to hear about the findings of the study. What was discussed was the Council for Built Environment (CBE) becoming the overarching body in developing a CPD policy framework to ensure alignment of CPD Policy development amongst all the Professional Council in the Built Environment arena. The CBE's role would more specifically be to encourage the development and implementation of the CPD policies amongst the Built Environment. <br /><br />It was agreed at the end of the workshop that the CBE had the mandate by the stakeholders at the workshop to initiate a committee of representatives from each of the Professional Councils to develop the policy and the framework that will guide alignment of CPD policy development among the Built Environment Professional Councils.<br /><br /></li><li><strong>Workplace Skills Plans 2008 / Annual Training Reports 2007 - </strong>Construction Education and Training Authority (CETA), after consultation with the Department of Labour, has extended the submission date for <strong>Workplace Skills Plans 2008 / Annual Training Reports 2007 </strong>from 30 June 2007 until <strong>14 July 2007. </strong>Employer bodies are requested to kindly notify their members regarding this extended submission date. <br /><br />This extension reduces the period that CETA has to process submissions, and compile and submit the Sector Skills Plan to the Department of Labour. Employers and Skills Development Facilitators are therefore urged to maximize efforts to make their submissions as soon as possible as no further extensions will be available beyond 14 July 2007.<br /><br />Employers are reminded that, in terms of the current Regulations issued in accordance with the Skills Development Act (1998), Employers who submit their WSP / ATRs are entitled to a Grant equal to 50% of their Skills Development levy contribution for the past year. <br /><br />The WSP / ATR template can only be accessed, and submissions made, via the CETA Management System on the CETA website which is: <strong><a href="http://www.ceta.org.za/" target="_blank">http://www.ceta.org.za/</a>.<br /><br /></strong>Even though a large number of submissions have already been received, Skills Development Facilitators who encounter technical difficulties may call the Skills Development Officer at their nearest CETA Regional Office for assistance. A WSP/ATR manual in electronic format can also be e-mailed by SETA if required.<br /><br /></li><li><strong>LLLS News<br /></strong></li><li><strong>DVD Upgrade for CPD subscribers - </strong>Good News! Some of you may have noticed the delay on your May DVDs? This is because we have developed new functionality on the DVD and May being the first one, caused us a delay in manufacturing. <br /><br />Your May DVD on Mentoring in the Consulting Firm (ECTV14) will boast full menu functionality. The menu function allows you to watch the programme in chapters; or afterwards to skip directly to those sections you want to view again. The menu function also allows you to skip to the CPD questions at the beginning of the programme, so that you know what you are going to be asked at the end!<br /><br />In future DVDs, we will also be able to include word and Adobe files for you to download to your computers, all directly from the DVD. Watch this space for more good news about how we are improving the DVDs and the LLLS Website.<br /><br /></li><li><strong>LLLS Website Forums now open to non-subscribers - </strong>More good news! If you are not an ECTV/LLLS subscriber and you have had limited access to <a href="http://www.llls.co.za/">http://www.llls.co.za/</a> you can now go on and participate in forum discussions. <br /><br />Due to many requests for the forums to be opened to allow engineers to network and discuss their views on various issues, LLLS has opened the forums. Underground Heat Loads will include rock, machinery (including trackless equipment) and explosions. <ul><li>A delegation of four members from the IBDS have just returned from a very good <strong><em>visit at the African Development Bank in Tunis, Tunisia</em></strong>. Herewith are a couple of bullet points of important aspects that came through in meetings with the Bank:<br /><br /></li><ul><li>The Bank is continuing with its focus on infrastructure, and will disburse billions of dollars on roads, and water related projects in the years to come.<br /></li><li>They are engaging in some very positive procurement reforms, with quality playing an increasingly important role in the selection of service providers and therefore consulting engineers. <br /></li><li>If you thought that nothing is happening with NEPAD, you are wrong. The Bank's work in facilitating some of the large regional projects and their efforts to harmonise standards and pool resources is going to generate huge amounts of work for our industry into the future.<br /></li><li>Our competitors from the developed world are executing weekly visits to the Bank. Our efforts (one visit per year) are clearly not good enough.<br /><br /></li></ul><li>For the first time since we started taking delegations to the Bank, we were received at a Vice Presidential (VP) level. The VP gave a very good summary of what South Africa's relationship with the Bank should be. In his closing remarks he explained that with most countries they have what they call a Country Strategy, a strategic document that is used to guide Bank officials' interaction with countries. In the case of South Africa, however, he stated that it should rather be a "Business Strategy" document so that it can reflect the importance as well as contribution that we can make in helping the Bank achieve its developmental projects.<br /><br /></li></ul><p><strong><em>Roelof van Tonder</em></strong></p>
