<ul><li>Can you believe it, it is that time of the year again, <strong><em>the first presidential visit of the year took place in Cape Town</em></strong> where Cecil Rose gave his address to a well attended gathering.&nbsp; Professor Mark Alexander was invited to respond which he did so very ably.&nbsp; We were indeed fortunate to have pre meetings with 3 important client bodies namely the Cape Metropolitan Council, the regional branch of SANRAL and the Provincial Government&#39;s&nbsp;Department of Transport and Public Works.&nbsp; We were able to share views on issues relating to the Construction Charter, Procurement, Capacity Building, the CETA and related education and training issues.&nbsp; They were also invited to give comment on the quality of service provided by our members.&nbsp;<br /><br /></li><li>It has been confirmed that the long awaited <strong><em>amendment to the PPPFA Regulations will be phased in from sometime in April 2007.</em></strong>&nbsp; I am not at liberty to disclose details at the moment but if what we heard comes to pass, there will be a few major surprises here.&nbsp; My message at this time is proceed with caution and do not accept, as a given, that the generic Codes of Good Practice and Charter Scorecard will be the final word when it comes to public sector procurement.&nbsp; Those of you that are basing your strategies and company structures on the existing information may have to prepare for a revisit. &nbsp;&nbsp;I will let you know as soon as I have more information.&nbsp;<br /><br /></li><li>The <strong><em>biennial Construction Management Programme (CMP)</em></strong> held at the Stellenbosch University will take place from the 23 June to 21 July.&nbsp; I attended a meeting at SAFCEC to try and make sure that the programme catered for the needs of Consulting Engineers.&nbsp; There are only 20 spaces left out of a total of just over 40 candidates ....&nbsp;&nbsp;the programme is highly recommended and I therefore urge you to contact&nbsp;Alett Slabbert, Institute for Transport Technology, Department of Civil Engineering, University of Stellenbosch, Tel. +27 (0)21 808-4364, fax.+27 (0)21 808-4361, e-mail:&nbsp; <a href="mailto:alett@sun.ac.za">alett@sun.ac.za</a>&nbsp;to obtain further information and register.<br /><br /></li><li><strong><em>Construction South Africa (CSA)</em></strong> had its second meeting at the NAFCOC Head Office in Rosebank.&nbsp; Progress is slow but the Constitution of the new body has almost been brought to a point of finality and working groups have been set up to debate and hopefully come up with a common position on various issues&nbsp;such as the CIDB, the CETA, Business Unity South Africa, Empowerment and the Charter Council, Environmental Sustainability, NEPAD and finally the Economic Environment and its effect on the construction sector.&nbsp; These working committees will meet on the 22 and 23 March 2007 whilst the next meeting of CSA will be on the 12 April 2007 at our offices.&nbsp;<br /><br /></li><li>Unfortunately the Department <strong><em>of Provincial and Local Government (DPLG) </em></strong>have not as yet finalised their recommendation to appoint a service provider for the flood damage repair work in the Eastern and Western Cape, but we are expecting&nbsp;a decision shortly.<br /><br /></li><li>The <strong><em>ECSA Guideline Scope of&nbsp; Service and Tariff of Fees as well as the indicative Time Based Fee Scales</em></strong> are due to be published in the Government Gazette on Friday, 30 March 2007.&nbsp; They will become operational as from 1 April 2007 and will become available on their website, <a href="http://www.ecsa.co.za/">http://www.ecsa.co.za/</a>.&nbsp;<br /><br /></li><li><p><strong><em>Coega Development Corportion (CDC) - </em></strong>Many of you will by now be aware that the Association has taken up an issue with the Coega Development Corporation (CDC) in regard to, in our view, it&#39;s deviation from a CIDB requirement not to re-tender on the same Scope of Works within a 6-month period.&nbsp;&nbsp; This matter has now made headlines in the local press and whilst the Association stands by its view, we are unhappy that the matter is now being debated in the local media.&nbsp; It appears from information received, that my letter was leaked anonymously to the journalist in question, probably by one of our members.&nbsp; In my view this will have a negative effect on ours and our members&#39; relationship with a very important client.&nbsp; This was not the Association&#39;s intention and I must say whoever is responsible has done us a disservice.&nbsp; There are still some unresolved issues which we will be taking up with the CDC.</p></li><li><p>Finally, I would like to make an appeal to those firms who have not as yet sent in their <strong><em>Annual Declarations (AD)</em></strong> to please comply with our Constitution which actually requires that they be sent in by end of January of every year.&nbsp; So far we have only received slightly over 60% of the AD&#39;s which is a problem because the knock on effect is that it will delay publication of our annual Directory of Firms as well as cause us cash flow problems, the consequences of which you will be well aware.&nbsp;&nbsp; <p>In my last e-news I promised to provide a bit more information on the visits to the Middle East.&nbsp;&nbsp; But before I give you more information, I would like to remind you of some of the reasons why the Middle East is important as a source of work for our industry in the longer term. Firstly, most experts agree that the member countries of the <strong><em>Gulf Cooperation Council (GCC)</em></strong> will be on a massive multi billion dollar capital expenditure programme for at least the next 10 to 15 years.&nbsp; Generally the driving force of the spending is a desire to grow the non-oil sector parts of their economies. <br /><br />The second reason is that, in a post 9/11 world, South Africa has a number of political and economic advantages to doing business in that region. While many of you would be aware of those reasons, I would like to confirm that demand for South African Consulting Engineering expertise is high because of&nbsp; our political acceptability, quality and experience.<br /><br />The third and last reason is that our government has made a Cabinet level strategic decision to target all GCC countries for the reciprocal promotion of trade and investment. It was in this context that I was also officially invited to be part of the <strong><em>business delegation of the President, who will be visiting Saudi Arabia next week</em></strong>. I will be joined by the Chairman of the IBDS committee, and we will be having discussion with counterparts in Saudi Arabia regarding the implementation of the <strong><em>Arabian Gulf Export Group</em></strong>.<br /><br />So it was in this context that we did our first stop in Muscat, the capital of Oman. I was really pleasantly surprised by this English speaking county on the South Eastern extremity of the Arabian Peninsula. The core of the opportunities for our industry in that country relate to infrastructure and industrial development. On the infrastructure side there is a major free port development similar to our Coega, which includes an aluminium smelter. I have met a number of South Africans (including some engineers) who are not only part of, but actually lead these developments. <br /><br />The Port and Tourism developments sounded of particular interest, and I was assured by all that there is a demand for Consulting Engineering services in that country.&nbsp; What really struck me about the country was the extremely pleasant living conditions.&nbsp; If being a former British colony, they not only have similar work methods and ethics to South Africans, they also are not as strict as Saudi Arabia when it comes to religious issues.
