<ul><li>Yho, last week was a week with a difference! President, Webster Ndodana, and I were invited to the <strong>Architectural Convention and Awards Banquet in Bloemfontein</strong>. I really enjoyed it and I must say I find the language of architecture fascinating. Perhaps it is because my right brain is starting to function at last. They had many worthy entries and to hear the project motivated, from an architectural prospective, was exhilarating. Trish Emmett handed over the presidency to Hassan Asmal at a prestigious banquet.<br /><br /></li><li>That same week Webster and I <strong><em>attended our final Presidential round to the branches with a visit to Mafikeng and Potchefstroom</em></strong>. In Mafikeng we met with the local council which included Officials, the Executive Mayor, some Councillors and Eskom. The Association has been requested by the DPLG to give technical and managerial support to the local municipality in terms of our MOU. This is now the Sixth local authority where SAACE has facilitated support. Feedback from the Advisor to Minister Mufamadi is that the invention is working well and they are very pleased with the results eg, Tsantsabane has now been declared the cleanest municipality in the Northern Cape and payment levels from the local community have risen from 55% to 94%, which they attribute to improved levels of service facilitated by our intervention. <br /><br />In order to create a suitable match between Mafikeng and a SAACE member firm, we have called for <strong><em>Expressions of Interest</em></strong> which we hope to adjudicate on Monday, 11 September, in order for us to assign the Implementation Agent by no later than the third week in September. Because of difficulties they are having with Eskom it is essential that the firm selected has Electrical/Mechanical Engineering as an in-house discipline. <br /><br />Since there are a multitude of separate interventions seeking to support municipalities, we convened a meeting with SAICE to compare notes regarding their support programme which involves seconding retirees to local authorities to mentor and do training of young professionals. This is to be followed by an all inclusive gathering at DPLG next week where all support programmes will be evaluated. It is also intended that this meeting endeavours to coordinate the various programmes to avoid duplication and overlaps. I still feel strongly that we need to bring DBSA on board as our third partner in this programme to support local authorities, since the outsourcing component of their support programme mirrors exactly what we are currently doing. <br /><br /></li><li><strong><em>The Management Information Survey (MIS)</em></strong> for the six month period ending June 2006 will be released on Monday and posted to the website. It makes for some compelling reading where most of the indicators have risen significantly on the back of very positive environment for our members eg, fee income has increased by 40% in nominal terms against an original forecast of just 2.3%. Our accompanying news release will also be issued shortly. <br /><br /></li><li>We have <strong><em>produced an interactive DVD</em></strong> to assist members in understanding what we do as an Association, but more particularly to <strong><em>assist NLC Convenors and Branch Chairmen</em></strong> in their liaison efforts with clients. We launched this at a meeting of National Convenors last week and explained its purpose in the liaison function. It contains almost anything to do with the Association and makes reference to items such as the Construction Charter, Procurement legislation, PI Insurance, BEPMEDS etc etc. It also contains interactive links for live connections to various websites where it is necessary to drill down into the detail eg, a particular Practice Note published by National Treasury. The file is too big to place on the website or to email but we are going to make additional copies to circulate to members on request. <br /><br /></li><li>This year for the first time we are going to produce a <strong><em>glossy Annual Review</em></strong> which can be used as a marketing tool. We are all feverishly working to have the input ready by the deadline which is today. This Annual Review will be mailed to members together with the Notice of the Annual General Meeting and will also be included in all the information packs handed to delegates at our Annual Convention in Durban in October.<br /><br /></li><li>The latest issue of <strong><em>IMESA Magazine,</em></strong> August 2006, starts off with the following:-<br /><br />"There can be nothing more moving than bearing witness to a great hall filled with (literally) hundreds of peers in full dress attire, each come to pay tribute to one another for the achievements made by them over the course of the year. The Annual South African Association of Consulting Engineers (SAACE)/Glenrand MIB Excellence Awards, hosted at the Sandton Sun this month was nothing short of spectacular." - positive feedback doesn't get much better than this!!. <br /><br /></li><li>Finally, I am taking a spot of leave before <strong><em>attending FIDIC</em></strong> which this year is being held in <strong><em>Budapest, Hungary</em></strong>. This year it seems that in excess of 20 RSA delegates have registered, some with their partners.<br /><br /></li><li>My next contribution to the newsletter will be on my return on 6 October - I apologise for not being able to attend the <strong><em>Consultants Relay at Fountains in Pretoria tomorrow</em></strong> but wish all the participants an enjoyable day. <br /><br /></li></ul><p><em>"Spring passes and one remembers one's innocence. <ul><li><strong><em>CIDB Amendments and Updates</em></strong> - The CIDB has published amendments to the Construction Industry Regulations and Standard for Uniformity for Construction Procurement and has updated three construction procurement Best Practice Guidelines. The amended regulations and Standard for Uniformity were published in Government Gazette 29138 of 18 August 2006.<br /><br />In addition, due to the above amendments, the CIDB has updated the Standardised Procurement Documents for Engineering and Construction Works and Professional Services, and the sample procurement documents (Free State Government - Engineering and Construction Works) and their associated notes. All the amended and updated documents mentioned above, are available from the CIDB website (<a href="http://www.cidb.co.za/">http://www.cidb.co.za/</a>).<br /> </li><li><strong><em>CIDB Inform Practice Notes</em></strong> - CIDB inform practice notes provide guidance and clarity in achieving client objectives in procurement and delivery. They are aligned with, but do not replace regulation. They aim to inform clients and practitioners on how to effect best practice and deal with issues that may arise. PN1 of 2006 (delivery empowerment) and PN2 of 2006 (evaluation) have now been published, and are available on the CIDB website.<br /><br />Practice Note 1, Scaling up delivery and accelerating empowerment, identifies systemic problems in scaling up delivery and accelerating empowerment and outlines fresh approaches to procurement and delivery, which focuses on changes in contracting strategies and the size and duration of contracts in a manner which promotes accelerated empowerment.<br /><br />Practice Note 2, Correcting arithmetical errors in tenders, sets out the manner in which arithmetical corrections are to be made in the evaluation of tenders in accordance with the CIDB Standard Conditions of Tender.<br /><br /></li><li><strong><em>Advisory note for the week</em></strong> <strong>-</strong> <strong><em>Retired Principals (search code 99/5). </em></strong>The advisory notes on the SAACE website cover a wide field of topics, ranging from business practice to risk management. <ul><li><strong><em>SAACE Golf Day</em> </strong>- This year's Golf Day went very well and we had a field of 140 players. <ul><li>In the past week, <strong><em>the IBDS hosted a delegation from the Private Sector Department (PSD) of the African Development Bank (AfDB</em></strong>). The purpose of the visit was to identify funding opportunities on infrastructure projects in and outside the country and also to strengthen relationships with various business partners within the country. Various members of the IBDS had the opportunity to interact with the delegation including the presentation of various projects for their consideration.<br /><br />But before I go any further, it is important to provide a short overview of how this kind of funding works as it became clear to me that many of us still have to learn how these institutions function. Most Multilateral Development Banks (MDG) have a facility to lend to the public and the private sector. On the public side they normally have concessionary, grant type funding for Least Developed Countries (LCD) and funding for Middle Income Countries (MIC). MDG's normally also have a facility that services the private sector. This funding is normally provided directly to commercial entities not requiring sovereign guarantees while public sector lending is done through governments to public entities requiring guarantees provided by those governments. <br /><br />At a strategic level the AfDB would like to increase its exposure to MIC's (including South Africa) and especially in commercial type financing of infrastructure projects sponsored/promoted by private/semi private entities. According to the Bank, their strategy aims at focusing in particular in four main areas:<br /><br />(a) Financial (and technical) assistance to private enterprises, in particular <br /> SMEs.<br />(b) Financial (and technical) assistance to support development of private <br /> infrastructure.<br />(c) Financial (and technical) support to the strengthening of local financial<br /> markets.<br />(d) Contribution to the improvement of the enabling environment for <br /> business in member countries.<br /><br />The PSD Department in the Bank consists of five divisions that pursue the above objectives:- <br /><br /></li><ul><li>Financial Intermediation and microfinance</li><li>Direct lending</li><li>Infrastructure & PPP's</li><li>Strategy and Development Services</li><li>Portfolio Management</li></ul></ul><blockquote><p>What is most important in this regard, however, is that in terms of their mandate they will provide funding where commercial banks are not willing to take risk. This is never done for the whole project and the project sponsor/promoter/owner is also expected to invest money. At the end of the day the objective is for them to act as a catalyst for attracting additional investment into such projects. In short, member firms need to note that if they come across a, perhaps difficult, but commercially viable infrastructure project, especially outside South Africa's borders, the PSD at the Bank is ideally placed to provide funding and advice on the basis explained above. The PSD will also work with their counterpart organisation at the World Bank, such as the International Finance Corporation (IFC). The interesting thing here is that we have a multimillion Rand South African fund at the IFC that can provide money for feasibility studies. The United Nations procured US $ 8.3 billion worth of goods (US $ 4.553) and services (US $ 3.777) in 2005 up from US $ 4,6 in 2001. Since a large percentage of this is spent in Africa, this represents a substantial business opportunity for South African suppliers of goods and services. <br /><br />The first day of the course introduces participants to the structure of the UN system, provides an overview of the UN procurement entities introduces the principles of the public procurement, outlines rules and regulations and the various solicitation methods. <br /><br />Day two of the courses continues the examination of the procurement process with a detailed look at the use of RFP's and how to respond to this solicitation method. The legal aspects of doing business of the UN system of organisations are discussed, as well as company registration and the identification of potential bidding opportunities.
