<p>The past coupleof weeks have proved to be rather a challenge for the Directorate and we can most definately sympathise with our members as we are taking a bit of strain, trying to deliver and attend to the avalanche of issues, requests, letters, faxes and emails which never seem to end, but we are trying our best under rather difficult circumstances. </p><ul><li>Lets start with our 6-weekly round of meetings including EXCO and as usual give the more important salient features. <br /><br /></li><ul><li>As reported previously the <strong><em>Department of Water Affairs and Forestry (DWAF)</em></strong> has approached us to assume the <strong>Implementation Agent</strong> status which, in effect means, we become an extension of that Department and at the same time assist withthe accelerated and effective delivery of water and sanitation infrastructure at municipal level under their Masimbambane Programme. EXCO agreed, in principle, to further pursue this initiative further and a Position Paper is being put together looking at all matters relating to risk, capacity to deliver, cash flow, competition issues etc. As this will facilitate access to work opportunity for member firms.<br /><br /></li><li>The <strong><em>Department of Provincial and Local Government (DPLG)</em></strong>, in terms of our Memorandum of Understanding (MOU), has requested that we give support to the <strong><em>Morotelle Municipality</em></strong> as an extension of work which we are already carrying out within the Tsantsabane Local authority. <br /><br /></li><li>The <strong><em>School of Consulting Engineering (SCE)</em></strong> has been tasked with setting up a bursary database for use by prospective applicants. As a start we will be approaching firms to get details in a prescribed format of all bursaries on offer within member firms.<br /><br /></li><li>We have been informed that progress in setting up a <strong><em>Consultants Register</em></strong> is progressing, albeit rather slowly. EXCO has given some pointers as to what SAACE's views are regarding criteria to be included in the register and will be presenting these to the Construction Industry Development Board (CIDB) through a Focus Group. This initiative has our support as there are many positive spin offs, however, we need to ensure that it is correctly structured and is not simply a regurgitation of the much maligned Contractors Register. <br /><br /></li><li>Our <strong><em>Procurement Indaba,</em></strong> as you well know, has been postponed. Unfortunately we have still not received clarity on the outcome of what the revised Preferential Procurement Policy Framework Act Regulations (PPPFA) will prescribe. As soon as we have more certainty on Procurement Policy we will reschedule the Indaba, probably during June or July of this year.<br /><br /></li><li><strong><em>Ivor Evans, Chairman of ECSA's Identification of Engineering Work Committee</em></strong>, gave a presentation to the EXCO on progress thus far. It seems that IDoEW will be promulgated towards the end of this year after approval by the Built Environment Council (BEC). Compulsory registration will follow thereafter and be promulgated at the end of 2008. Investigation reveals that only 23% of Built Environment Professionals (BEP) are registered!!!! Promulgation of these Regulations will bring with them Codes of Practice and Codes of Conduct to clarify the intent and the spirit of the Regulations themselves. <br /><br /></li><li>We have started analysing our <strong><em>Annual Declarations</em></strong> to test compliance regarding our requirement for a firm to have a <strong><em>Quality Management System</em></strong> and unfortunately there are a number of firms who still do not comply. We will be writing a letter to those members but our approach is going to be one of "how can we offer support and assistance?" to the member firm in the first instance. PLEASE, THOSE OF YOU WHO ARE HAVING DIFFICULTIES, APPROACH US FOR SUPPORT, DON'T IGNORE IT, IT WILL NOT GO AWAY. We have increasingly become aware of clients giving preference to firms who have the necessary quality systems in place and certainly we are going to endeavour to make it a feature of the Consultants Register. We wish to see it as a requirement but not as a barrier. <br /><br /></li><li>During this, and in future years, we wish to send the encumbent <strong><em>YPF Chairman to the FIDIC Conference</em></strong> to participate in YPF activities at an international level. To assist we have sent a notice out requesting 10 firms to sponsor an amount of R5000 each for which they will be recognised in our various publications. Thanks to those of you who have responded so generously and so promptly.<br /><br /></li><li>We are still working on obtaining a BEP strategy to sort out our non- performing <strong><em>CETA.</em></strong> If we are to remain members it will be on the basis of certain conditionalities which, if not met, might require a change in geography. We will keep you posted. <br /><br /></li></ul><li>Roelof and I are beavering away at rewriting the <strong><em>GAMA Constitution</em></strong> as well as with processes to elect a new GAMA EXCO and Council during the GAMA get together from the 14th - 16th May 2007 in Gaborone. <br /><br /></li><li>In a similar vain, we are putting together what we hope is a rather exciting programme for the plenary of our <strong><em>SAACE/SAFCEC Conference in Somerset West from the 7th - 9th October 2007</em></strong>. Please diarise this event. I know everybody is busy but it is also good to take time out and interact with your colleagues. <br /><br /></li><li>Very important, please be aware that our <em><strong>Management Information Survey (MIS)</strong></em> for the period July - December 2006 has been uploaded to our website and can be accessed under "Industry Survey, Bi-annual" - it makes for some very good reading. <br /><br /></li><li>It is pleasing to see that some of our more informed clients in the metro's are not demanding <strong><em>discounted fees.</em></strong> These clients understand the concept of value and the increased risks resulting from price cutting. A major Metro, in addition to campaigning against discounted fees, requires a "Letter of Comfort" from the Company's Professional Indemnity insurers to confirm that they are happy with the increased risks that might result from a cut price. They also require the Consultant's firm to list the names of the professionals to be used on a project which cannot be changed without written authority and approval from the client. This is a message we must get through to more clients via our various Liaison Committees and branch structures. It is still difficult to understand the huge discrepancies on tender prices submitted in the current economic climate. We know that salaries are going up and that profitability is not what it should be and this can only mean that the business model is suspect. Clients must understand that the value we add can only be compromised from discounted submissions. This fact is confirmed when one looks at the PI claims and the increase in the number of ECSA disciplinary cases, particularly in regard to structural and geotechnical work. <br /><br /></li></ul><p>Finally, have a great Easter Weekend and try and chill out - away from the office for a change!!</p><p><strong><em>Graham Pirie </em></strong></p>

<ul><li><strong>SAACE/ Glenrand Engineering Excellence Awards, 2007: </strong>The Association wishes to thank all member firms who showed an interest in participating at these awards by submitting their pre-entry forms. Complaints can be made anonymously, and in this regard it is operated by an independent body in order to protect the identity of callers and to prevent any intimidation. The number to dial is <strong><em>0800 11 2432<br /><br /></em></strong></li><li><em><strong>Call for comments: Draft Municipal Regulations on Minimum Competency Levels: </strong></em>The Minister of Finance has issued draft Municipal Regulations on Minimum Competency Levels, in terms of section 168(1) of the MFMA and has called for comment on the draft regulations in terms of section 169(1)(b). The act prohibits the institution of legal proceedings where such notice has not been given unless the organ of state consents, in writing, to the institution of such legal proceedings (see section 3(1) of the act).
