<ul><li>As mentioned in the last e-news we were on our way to KZN for the annual presidential visit.&nbsp; I can&#39;t believe that 2 weeks could pass so quickly one of which was spent at my timeshare on the South Coast, which is already but a distant memory.&nbsp; Anyway, we had a very good visit to the KZN branch and a special thanks to Clive Swaisland and his team for hosting us and arranging the various meetings.&nbsp; We met with the local SABTACO branch to sort out a few issues regarding our relationship with them including competition in the market place between our respective members.&nbsp; Hopefully we made some progress. <br /><br />We also had a very good and somewhat lengthy meeting with senior management at the Ethekweni Metropolitan Council covering issues such as procurement, the Charter, growing the skills base, mentoring and ways of adopting a partnership mentality in resolving the challenges that affect all of us whether we be client or suppliers of service to the latter. <br /><br /></li><li>As I have mentioned many times in the past, we still do not have clarity on envisaged changes to procurement policy emanating from government.&nbsp; What I do know is that the PPPFA is in fact to be amended and this will be followed by suitable adjustments to the Regulations themselves.&nbsp; No space here for more detail however, please visit <a href="http://www.treasury.gov.za/">http://www.treasury.gov.za/</a>, go to Organisations&rarr;Division Specialist Functions&rarr;Chief Directorate Norms and Standards and open the first Circular entitled &quot;Alignment of Preferential Procurement and the Aims of BBBEE&quot; which hopefully will enlighten you further. What I can also say is that the end result will clarify the role of functionality (quality), price and BBBEE in the tender evaluation process and that ultimately our industry Charter will prevail once gazetted.&nbsp; It would, I am sure you will agree, be unwise to hold our Procurement Indaba until we have finality on the rules of the procurement game and consequently at this stage I do not see us proceeding with the&nbsp; Indaba before early next year.&nbsp; Please bear with us and be patient, especially those whose registrations to the Indaba are on hold.&nbsp;&nbsp;<br /><br /></li><li>The year 2007 has seen the Association embark on a programme of restructuring the Directorate and filling a number of vacancies as they arise due to retirement etc.&nbsp; The first step was the employment of Gillian Wands to replace Jean Newman who retired after 26 years of service.&nbsp; Gillian has done an admirable job thus far.&nbsp; In the second step Johan van Schalkwyk, the Manager of our School of Consulting Engineering, has now become a Service Provider to SAACE and as such will continue to drive the Life Long Learning Solutions CPD platform on behalf of members so registered.&nbsp; He will in addition give CPD and QMS support to individual firms at their request and at their cost as well as arranging approved&nbsp; courses as in the past.&nbsp; This vacant post will be filled from the 1 June with a revised set of KPA&#39;s.&nbsp; Our Financial Manager, Tony Bradley, is retiring at the end of June and we are in the process of interviewing candidates for this post, which is proving a little difficult.&nbsp; Finally, we have created a new BEE post to assist us with client liaison, branch support as well as interaction with DPLG and DWAF in terms of our MOU&#39;s.&nbsp; The&nbsp;incumbent will be required to have a technical qualification aligned to our industry.&nbsp; Any suggestions will be welcome ..... help us to help you!&nbsp; We are also hoping to convert the IBDS to a Section 21 Export Council thus enabling us to access more effectively government support and funding. <br /><br /></li><li>Our newly formed Construction South Africa (CSA) is alive and well and formally introduced themselves to the Minister of Public Works at a meeting on the 7 April 2007.&nbsp;&nbsp;SAACE President, Cecil Rose, attended the meeting and reports that the Minister was very pleased that the industry was getting together and creating a more formal vehicle to discuss challenges and differences.&nbsp; It has also been suggested that CSA replicate itself in the regions which is worth exploring. &nbsp;Branch Chairmen may want to consider extending their local BEP gatherings to include the Contractors et al when appropriate.&nbsp; The Directorate can provide assistance in facilitating these interactions.&nbsp; <br /><br /></li><li>Please note that the FIDIC 2007 Singapore conference details are available at last with direct online registration being available through <a href="http://www.fidic2007.org/">http://www.fidic2007.org/</a>.&nbsp; We have already circulated the brochure in pdf format to all Principals. <br /><br /></li></ul><p><strong><em>Graham Pirie <br /></em></strong></p>

<ul><li><strong><em>SAACE/SAFCEC Conference 2007</em></strong>: As in the past, SAACE has again partnered with SAFCEC FOR&nbsp; this years conference&nbsp;that is being held at the Lord Charles Hotel, Sommerset West. The theme of this years conference is &quot;<strong><em>Beyond 2010 - Shifting the Boundaries and unlocking the Potential. </em></strong>We have recruited a number of notable speakers to address the conference including, <strong>Aubrey Mashiqi,Cees Bruggemans and Kobus</strong> <strong><em>Neethling</em></strong>. Conference registration form will posted into the website soon. <br /></li><li><strong><em>Gauteng South &amp; North Presidential Visit:</em></strong> The President of SAACE, <strong><em>Cecil Rose,</em></strong> will be paying an official visit to the Gauteng South &amp; North Branches on the <strong><em>30th May, 2007</em></strong>. The event will be held at <strong><em>Midrand Protea Hotel</em></strong>. <ul><li>These past two weeks (other than the long week-end) have been taken up by preparations for the visit to the <strong><em>African Development Bank (AfDB)</em></strong>, the upcoming Group of Africa Member Associations (GAMA) conference in Botswana and meetings with the Department of Foreign Affairs (DFA) and the DTI regarding the establishment of an office for an Arabian Gulf Export Group (AGEG) Office in the Middle East.<br /><br />&nbsp;-&nbsp;<strong>AfDB:</strong> With regard to the visit to the AfDB, &nbsp;I am pleased to report that we have about four or five consulting engineering firms who will join the larger group consisting mostly of firms from the electro technical Export Council and the International Steel Fabricators. &nbsp;While the core of the visit will be with the Bank, we have also extended the visit to include meetings with Tunisian firms, especially those firms who are doing business with the Bank. Through our National Treasury, we have also asked to meet with officials in the Bank who are in charge of a major drive to improve spending on infrastructure. The former CEO of the DBSA is responsible for some of these initiatives, and we hope to meet with him or his senior staff to see where the future opportunities will be for our firms.<br /><br />&nbsp;- <strong><em>GAMA:</em></strong> The main point of interest here for members is that this GAMA meeting is an ideal opportunity for firms to network with counterparts in Africa. With the shortage of skills in South Africa, and with a view to post 2010 life firms will not be wasting any time or money by attending this premier Africa networking event. &nbsp;The main features of the conference will be the fact that we will start with the implementation of a strategy to take GAMA to the next operational level in terms of the organisation supporting members to pursue increased business in Africa. <br /><br />&nbsp;- Last week the <strong><em>AGEG</em></strong> had a successful meeting where it was agreed that the DTI and DFA will aggressively pursue the establishment of an office in the Eastern Province of Saudi Arabia, ensuring access to business opportunities in the region that is probably most benefiting from the world wide commodity demand/investment and revenue explosion.<br /></li><li>In conclusion it can be mentioned that there are some very positive developments in the Nepad Business Foundation. Not only are we in the process of establishing a <strong><em>Programme Management Office, the Infrastructure</em></strong> <strong><em>Group will also meet on the 21<sup>st</sup> of May</em></strong> with a view to rejuvenating the group and establishing a new approach to securing access to Nepad projects. This, I pleased to report, will happen under the leadership of <strong><em>Dr Hylton MacDonald</em></strong>. We will be focusing on ensuring better access to project funding for both Consultants and Contractors. <br /></li></ul><p><strong><em>Roelof van Tonder</em></strong>&nbsp;<br /></p>

<ul><li><strong><em>Construction Regulations</em></strong>: One of the issues raised at the recently held technical task team meeting, tasked with amending the Construction Regulations, pertained to the issue that especially geotechnical engineers in particular have with smaller site investigations completed within a single day.&nbsp; <br /><br />The problem relates to the regulations 5 to 7, and&nbsp;in particular &nbsp;the requirement&nbsp;to compile&nbsp;a health and safety plan (regulation 5(1)) for work&nbsp;for&nbsp;a&nbsp;&nbsp;short duration.<br /><br />The Department of Labour advised that in such circumstances, section 40 of the OH&amp;S act can be utilised to apply for exemption for such work.&nbsp; In terms of section 40(1) of the Act, &quot;The Minister may, for such period and on such conditions as may be determined by him, exempt any employer of user or any category of employers or users, generally or with respect to any particular employee or category of employees or users or with respect to any matter, from any of or all the provisions of this act or the provisions of a notice or direction issued under this Act.&nbsp; This will also apply to the Construction Regulations.<br /></li><li><strong><em>National Department of Public Works (NDPW): </em></strong>The NDPW stated in a recent liaison meeting with voluntary organizations that its standard procurement documentation was approximately 95% complete.<br /><br />It was also investigating the possibility of term&nbsp; for smaller projects with a project value of less than a specific threshold value.&nbsp; Projects with a greater project value will then go out to tender in the normal way.&nbsp; According to the NDPW they will in this manner reduce the administrative burden of calling for tenders for every small project.&nbsp; <br /><br />A workshop will be arranged with all the relevant stakeholders to discuss these issues once their procurement documentation is complete.<br /></li><li><strong><em>Guideline Scope of Services and Tariff of Fees for Registered Construction Project Managers: <br /><br /></em></strong>The above guideline was published in Government Gazette No. 29729<br /></li><li><u><strong><em>Advisory note for the week</em></strong> :<br /><br /></u><strong>Certificates of Occupancy for Building Work (search code 01 / 7)<br /><br /></strong>The advisory notes on the SAACE website cover a wide field of topics, ranging from business practice to risk management.&nbsp; They can be found at <a href="http://www.saace.co.za/">http://www.saace.co.za/</a>&nbsp; Click on advisory notes in the left column, and do a search or view the whole list of topics.<br /><br /></li></ul><p><strong><em>Quentin Koen<br /></em></strong><br /></p>

<ul><li>As of the beginning of May Johan van Schalkwyk and the School of Consulting Engineers&#39; CPD activities have moved on a &nbsp;full-time basis to &nbsp;Life Long Learning Solutions (LLLS) offices.&nbsp; This is in line with our need to enhance membership value in terms of CPD.&nbsp; The move is positive in that it will allow Johan to focus his efforts on delivering a complete CPD offering and he will have increased availability to support our members with CPD requirements and events.&nbsp; <br /></li><li>Johan has been tasked to continue to run SAACE-endorsed courses and seminars and will report into the School Committee and other SAACE support structures on these initiatives. &nbsp;He will be supported by LLLS&#39; full time events team which has extensive experience in handling events as large as medical congresses, and this will mean that we will be able to bring our members a greater volume and variety of CPD events and courses than has previously been possible.&nbsp; <br /></li><li>LLLS has recently expanded its electronic CPD portfolio management system to incorporate all three categories making it the most comprehensive and easiest electronic system to use in managing points.&nbsp; The three categories will mean that members attending our SAACE-endorsed LLLS courses will soon be able to verify their participation in seminars electronically with certificates being available online immediately.<br /></li><li>Upcoming seminars include an Introduction to Finance during June, while courses on PI Insurance and Using the Risk Manual are already in the pipeline.<br /><br />For further information on the School of Consulting Engineering Courses and Seminars, please contact Johan at LLLS on 083 788 2666 or at <a href="mailto:johanv@llls.co.za">johanv@llls.co.za</a>.</li></ul>
