<ul><li>Last week the <strong><em>DBSA Liaison Committee</em></strong> met. The main item on the Agenda was to explore the possibility of partnership so that we can support one another in <strong><em>building capacity within municipalities</em></strong>. They have created a dedicated fund for this purpose and are ultimately to insource 90 technical experts who will form a dedicated task force to assist local authorities with their project flow. The next phase in their programme is to embark on an outsourcing component and this is where our partnership would come into play with our member firms being employed to do this work. The advantage of this is that we will be able to use the DBSA administrative platform to support our SAACE-DPLG initiative. A number of meetings will still have to take place with both the DPLG and DBSA to sort out the details. The DBSA initiative is part of a 10-year programme aligned to Project Consolidate. Presently 28 of the technical experts have already been employed - all Engineers.<br /></li><li>Last week also saw the <strong><em>presidential visit to George, Port Elizabeth and East London.</em></strong> It was a very busy four days with client cocktail functions, visits to firms and to client bodies. Webster Ndodana and I saw the Municipal Officers in all three cities and it seems our continued liasion is bearing fruit in that the Procurement Policies generated by these local authorities are in most respects "Consultant friendly". Webster and I would like to thank the Branch Chairmen in all three centres for their efforts and also to those member firms who gave us the support. The next round of visits takes place on 26th and 27th July 2006 to Pholokwane and Nelspruit respectively.<br /></li><li>This week our <strong><em>Human Resource Committee</em></strong> met. This is a forum for HR Practitioners and is attended by mainly the large firm representatives although anyone is welcome. Items under discussion range from the Construction Charter, the CETA and the PE Corporate Services Salary Survey. In regard to the latter, we receive valuable input from the members which will ensure that this years Salary Survey is once again improved and aligned with the needs of member firms. We also intend to commence earlier with the survey so as to make the information available to those firms who participate, by early to mid November at the latest. I am sure there are going to be a few surprises because latest indications reflect considerable movement in salaries. <br /></li><li>On Wednesday two related meetings took place namely the <strong><em>NDPW Liaison Meeting followed by the BEP Liaison meeting </em></strong>which serves as a caucus to debate common issues amongst the professions. There is not much to report from the NPDW meeting because progress is frustratingly slow in many areas. Although the debate is still open we have yet to reach agreement on OH&S issues specifically relating to the appointment of the Agent and the related remuneration. Also no progress in getting information on their Procurement Policy or their intentions regarding the Consultants Roster. The BEP have put in a proposal to enhance the fees for site staff which has yet to be agreed by the Department. Feedback also indicates that the Expanded Public Works Programme is having the desired results and is being funded mainly through the MIG programme. We tried to get NDPW to support the BEP constituents in getting KZN Department of Public Works to amend its hostile Procurement Policy, but since the latter is an independant department the support was not forthcoming. This all sounds a bit negative but I must say there is a new mood within NDPW who are prepared to listen and I am sure ultimately our efforts will bear fruit. To remind you, BEP consists of SAIA (Architects), ASAQS (Quantity Surveyors) and SA Black Technical and SABTACO (SA Black Technical and Allied Careers Organisation - all three parties have signed an MOU governing the way we co-operate in the market place. <br /></li><li>Some not so good news is that <strong><em>Celiwe Zulu has decided to leave us</em></strong> and as many of you know, she has more than competently handled the front desk, the many phone calls and the contract documents. We will be very sorry to lose her but she has been made an offer she can't refuse and consequently we are now embarking on a process to find a suitable replacement. <br /><br />That's it for now folks.</li></ul><p><strong><em><br />Graham Pirie </em></strong></p>

Our involvement will be as follows: <br /><br /><strong><u>JOB SHADOW DAY</u> - </strong><strong>The Young Professional's Forum (YPF) of the Association encourages all firms to get involved in the Department of Public Work's National Construction Week (NCW) running from the 27<sup>th</sup> July to the 2<sup>nd</sup> August this year. NCW is a nationwide awareness campaign to promote the image and profile of the Construction Sector so as to give young learners the opportunity to experience a wide range of exciting opportunities available in today's built environment and construction sector.<br /><br /></strong><strong>GET INVOLVED -<br /><br /></strong><strong>The Department of Public Works is carrying out an extensive campaign aimed at attracting skills to the built environment and we are looking to our members to support them in this endeavor. Your Voluntary Association, SAACE, as do it's member firms, operate according to a Code of Conduct, therefore the chances of you being able to buy points from the Association are not likely. Voluntary Associations such as the SAACE must also evaluate and endorse all Service Providers to assure them for their quality and ethics. Until they have an authorised Service Provider number issued to them, they are not able to offer CPD earning opportunities. This is also designed to ensure that malpractice does not occur. <br /><br /><a href="http://www.ceta.org.za/" title="http://www.ceta.org.za"><strong>Construction Education and Training Authority</strong></a><strong> </strong><strong>-</strong> SAACE did not receive any written complaints regarding the problem areas when operating the CETA software package - filemaker - and therefore the deadline dates to submit WSP's and Implementation plans will not be extended.<br /><br /><strong>HR Forum</strong> - During the HR Meeting on the 26th June we looked at the transformation process and the way that ratings will work. The HR Forum also received the feedback from the YPF survey that was carried out in 2005 and made recommendations on how to handle the next one. <ul><li>Last week I wrote about my visit to the World Bank, and this week I will provide a short report on my visit to both the <strong><em>African Development Bank (AfDB), and a FIDIC / GAMA event in Tunis</em></strong> that took place on the fringes of a major Services Exhibition in Tunisia.<br /><br />Starting with the <strong><em>AfDB</em></strong> I would like to state that from both my visit to the World Bank and The AfDB it is clear that there is a strong realization among Development Finance Institutions (DFI's) that they are in need of reform. During my visit to the AfDB I had detailed discussions with the Trust Fund section of the Bank with a view to finding out how a Consultant's Trust Fund dedicated to South Africa can be created at the Bank. I was very interested to learn that Nigeria created a Trust Fund in 2004 worth at least R150 million. Amongst other things this is used to fund pre-feasibility and feasibility studies performed by Nigerian Consultants. What was interesting about the structure of the Nigerian fund was that the fund itself could be used to provide training to firms who want to do business with the AfDB. Furthermore, the fund allows Nigerian Engineers in the diaspora to use the fund, thereby encouraging Nigerian Engineers to return to Nigeria and/or the continent.<br /><br />While the concept of Consultant Trust Funds will remain, the excessive conditionalities (as is the case with the above Nigerian fund) is a thing of the past. The reason for that is simply that all these funds were underutilized and too complicated to manage due to these conditionalities. The Trust Fund reform may include some of the following:-<br /><br /></li><ul><li>Encouraging donors to donate money to thematic funds.</li><li>Untying bilateral technical cooperation funds.</li><li>Uniform fee and administration structures.</li><li>Uniform agreements, donor reports and approval mechanisms. Avoiding the creation of a multitude of small trust funds.</li><li>Creating pre-approval thresholds, allowing the Bank to appoint consultants without having to go through lengthy procedures to get approvals for the appointment of consultants.</li></ul></ul><blockquote><p><br />This is generally speaking a very good development for South African Consultants, as this means that if firms market themselves properly to clients in countries such as Mozambique, Tanzania and Zambia they will be able to receive more direct appointments from the Bank, utilizing multi donor trust funds. Payment would be less risky as it would come directly from the Bank and the procedures to get paid would (in theory) be easier and standardized.</p></blockquote><ul><li>In conclusion I would like to state that the <strong><em>FIDIC/GAMA event in Tunis</em></strong> was a huge success, and it is likely that we will be signing up three or four countries for membership of GAMA from Francophone Africa. Currently discussions are under way to see if the 2008 GAMA AGM cannot be held in Tunis, to further encourage Francophone participation in GAMA, an objectives that has so far eluded GAMA. What does this mean for my business as a Consulting Engineer? Well first of all if you attend future GAMA meetings you will be able to network with a larger variety of Consultants from Africa. Secondly GAMA's status as an organization that promotes the business interests of Consulting Engineers on the continents will be greatly enhanced with clients in countries and entities such as the African Development Bank.</li></ul><p><strong><em><br />Roelof van Tonder </em></strong></p>
