<p>Last week we all breathed a sigh of relief, it was that time of the year again when DEKRA came to visit us to ensure that we are still ISO9001:2000 compliant - fortunately we made the grade once again. </p><p>But there was also bad news - one of the disks on our server crashed and we had three or four days of extreme frustration in communicating with the outside world and in recovering information. Apologies to those of you who were inconvenienced but things are now back to normal. </p><p>My main endeavours over the last two weeks have related to:-</p><ul><li>unpacking our <strong><em>Strategic Planning</em></strong> and putting into place a coherent <strong><em>Action Plan</em></strong> with assigned responsibilities and deadlines for delivery. After discussion with the Office Bearers on Monday, we will table it at our EXCO meeting on the 6th June for further finetuning and hopefully approval. What I have tried to do is put together and integrate the many inputs from the session itself, the Pulse Research and Marketing Perception Survey and with what we are doing at the moment.<br /><br /></li><li>dealing with a few issues relating to the <strong><em>DPLG </em></strong>municipality support programme so that it moves forward.<br /><br /></li><li>preparing for the <strong><em>Gauteng North/South combined presidential visit</em></strong> on last Wednesday evening. We had as our guest, Jack van der Merwe, who gave us the latest in regard to Gautrain. It was extremely well attended and by all accounts, a great success. As regards presidential visits, we are now halfway through the year's programme.<br /><br /></li><li>Yesterday I attended a <strong><em>Construction Industry Indicators Worshop </em></strong>at NDPW. It seems the Construction Policy Unit has been tasked to develop industry indicators to assist them in their policy formulation, hopefully for government to create an enabling environment condusive to a healthy industry. The debate lasted most of the morning and was conducted with the assistance of an independent facilitator. My view is that this would be better situated within the CIDB but it seems as if this is a political debate that has yet to be settled. <br /><br /></li><li>At last we are getting our act together in relation to <strong><em>liaison with</em></strong> the national <strong><em>Department of Transport</em></strong>. Our newly constituted Liaison Committee met on Friday to prepare for a visit, something which we have not done for a number of years. We have now agreed some of the key issues that we want to discuss and look forward to getting involved with the Department once again.<br /><br /></li><li>You will notice that <strong><em>Roelof van Tonder (Manager, IBDS)</em></strong> has no report and this is because he has taken a delegation of members off to meet with the <strong><em>World Bank.</em></strong> On his return he will then similarly be visiting the AfDB in Tunis representing not only SAACE but the Group of African Members Association (GAMA) whereafter, I am sure, he will have much to tell you.<br /><br /></li><li>Finally, another success - the <strong><em>City of Cape Town</em></strong> has after a long battle withdrawn its illegal <strong><em>procurement policy</em></strong> and is now compliant with the legislation. This is due to the untiring efforts of the local branch under the Chairmanship of Dürr Pieters, the Cape Town Liaison Committee, with the CoT led by Roger Crook and our very own Quentin Koen, Manager of Contractual Affairs. In this instance we also had the support of SAFCEC. So you see what can be done through effective liaison. Please continue to report deviant Procurement Policies which we will tackle aggressively, as an Association, and together with national Treasury and CIDB ensure that they are made to be compliant.</li></ul><p><strong><em><br />Graham Pirie </em></strong></p>

<ul><li><strong><em>City of Cape Town - 30% BEE requirement dropped </em></strong>- In the previous e-news I reported on National Treasury's view on illegal set-asides, where public sector clients exclude certain categories of bidders based on their BEE status. In this regard, the City of Cape Town decided to drop the illegal set-aside contained in their procurement policy after receiving letters of complaints from the Association and SAFCEC, who also obtained a legal opinion. The set-aside in this case comprised of a 30% BEE requirement in terms of which the tenders of firms who were non-compliant were deemed non-responsive and therefore disqualified. Hopefully, this decision by the City of Cape Town will set a precedent for the other high, medium and low capacity municipalities which currently have procurement policies in place containing such illegal set asides. <br /><br />The story was covered extensively in the Cape Times of 31 May 2006. <ul><li><p><em><strong>Gauteng</strong><strong> North & South Presidential Visit 31 May, 2006 - </strong></em>It was a well attended event with Jack van der Merve, CEO Gautrain, presenting on the Gautrain Roll out. His presentation drew a lot of attention from the audience as was seen from the question and answer period. The President of the Association, Webster Ndodana, told the attendees that his intent is on ‘Engineering an impact on Service Delivery through Partnering" which is his theme for 2006. Would registered overseas people have to accumulate CPD points in order to maintain their registration if they are no longer in RSA - if so, are more people lost. </strong>We are not sure we understand this question, since if you are not practising as an Engineer then ECSA CPD is not necessary and neither is keeping up your registration. By way of explanation, CPD is legislated - in other words - by not complying and still practising engineering, these individuals will be breaking the law. No matter which country you go to, you have to maintain CPD. In fact, if you don't maintain your CPD and your ECSA registration in South Afirca, when you emigrate, you won't be accepted by international registration bodies until you adhere to their CPD requirements, so you might as well keep it up as long as you are working in engineering. <em>NOTE: HR staff can now log into the website and draw reports on the status of the e-learners and CPD points. </em></li><li><a href="http://www.ceta.org.za/" title="http://www.ceta.org.za"><strong>Construction Education and Training Authority</strong></a><strong> </strong><strong>-</strong> If you have any comments on the new software distributed by the CETA please send your comments to me, we are trying to "de-bug" the system and are applying for an extension on the deadline for submission of your implementation plans. </li><li><strong>Young Professionals Forum</strong><strong> </strong><strong>-</strong> The MOU between Mozambique and SA will outline the rules of the exchange programme and will be signed soonest. </li><li><strong>HR Forum</strong> - The next HR meeting is scheduled for the 26 June 2006 at 10:00 (SAACE).
