<ul><li><strong><em>DPLG </em></strong>- On 4 September 2006, a call went out to all Mandated Principals to submit their Expressions of Interest in terms of the initiative with the Department of Provincial and Local Government (DPLG) to unblock service delivery in the Municipality of Mafikeng. The Association would like to thank all of you who submitted Expressions of Interest. An announcement in this regard will be made by the first week of October 2006.<br /><br /></li><li><strong><em>National DPW </em></strong>- The Department indicated at the NDPW Professional Associations Liaison Forum that 80% of their current appointments were made from the roster and 20% through a competitive bidding process. They have also indicated that the roster, as it currently stands, will not be in use for much longer. The Department has now completed its draft procurement policy which will soon be open for scrutiny by the Voluntary Associations. The Department is also starting to react favourably towards the motivation sent to them by the Built Environment Professionals (SAACE, SABTACO, ASAQS and SAIA) pertaining to their insistence that the BEP Consultants also be their agents in terms of the OH&S Act and Construction Regulations.<br /><br /></li><li><strong><em>Advisory note for the week - </em></strong><strong><em>Software Licenses (search code 00/8). </em></strong>The advisory notes on the SAACE website cover a wide field of topics, ranging from business practice to risk management. <ul><li>During the past two weeks I have been busy with a variety of interesting subjects. Firstly, certain contractors and members of the IBDS supported and participated in what, I thought, was a stimulating meeting regarding the objectives of the Nepad Business Foundation (NBF), and more specifically how the <strong><em>Infrastructure Working Group can get involved in Nepad projects</em></strong>. The CEO of the NBF did a brief presentation on the benefits of joining the NBF, followed by a report back from me to members on the possible future activities/projects of the Infrastructure Working Group. The Export Credit Insurance Corporation then presented the details of their newly created Performance Bond product which is an important tool to securing project finance for projects in Africa. A further presentation was given by the consultant responsible for preparing the Nepad's new "Medium to Long Term Strategic Framework" (MLSF) for Infrastructure development in Africa. This assignment will not only look at new projects/funding etc. The Consultant also has to advise Nepad on how to secure private sector participation in current and future infrastructure projects in Africa. This subject was also the main point of discussion in a Q & A session that followed. In short I am very excited that this meeting is part of a critical process where new partnerships and methodologies are being developed for IBDS members to participate in projects in Africa. These actions are especially important for the post 2010 period when firms will be expected to have additional capacity to utilize on the African continent. According to the DTI, South Africa currently has one of the largest Infrastructure programmes in the world and we expect to see massive capacity creation in the market over the next few years. <br /></li><li>The second issue that received attention again (after a quiet period) was the issue of the <strong><em>establishment of the Arabian Gulf Export Group (AGEG)</em></strong>. The meeting was attended by the Department of Foreign Affairs (including the new Ambassador to the Kingdom of Saudi Arabia), DTI, and various industry bodies and export councils, all entities that are committed to working in the Arabian Gulf. The meeting agreed on a new roadmap for the establishment of the AGEG and I will be working hard to make that happen over the next few weeks. For those of you who are new to the AGEG, the objective is to develop a new methodology in pursuing large projects internationally. A business plan for the funding and formation of the AGEG has been done. Among other things, it is envisaged that the AGEG will assist South African firms to access a major project in Saudi Arabia. But, as the name suggests, the AGEG will also be utilized to access other opportunities in the Arabian Gulf. The main objective in this regard is that the model will also be utilized to pursue large projects in Africa.<br /><br /></li><li>In conclusion, I can report that we had a <strong><em>follow up meeting with the DTI</em></strong> regarding our visit to the World Bank earlier in the year. One of the objectives of the meeting was to implement recommendations by the World Bank/IFC on how to ensure better utilization of the South African Consultants Trust Fund (CTF) at the World Bank. A number of very positive recommendations have been made and it includes the fact that we will visit the local International Finance Corporation office in Johannesburg to introduce the CTF to officials there to ensure more South African appointments are made out of this Fund. <p><strong><em>Doing Business with the United Nations - Supplier Development Course </em></strong>- These will be held at of cost of R2 850 (including Vat) and will be presented by Niels Ramm, United Nations Development Programme, Inter-Agency Procurement Services Office.</p><ul><li>In Johannesburg - from 9-10 October 2006 - venue to be confirmed.</li><li>In Cape Town - from 13-14 October 2006 - venue to be confirmed.<br /><br />The course is based upon a participatory approach facilitating discussion and peer group interaction by encouraging participants to discuss previous experiences and using case studies and group exercises. <br /><br />The purpose of this course is to provide you with a comprehensive training on how to do business with the United Nations. The United Nations procured US $ 8.3 billion worth of goods (US $ 4.553) and services (US $ 3.777) in 2005 up from US $ 4,6 in 2001. Since a large percentage of this is spent in Africa, this represents a substantial business opportunity for South African suppliers of goods and services. <br /><br />The first day of the course introduces participants to the structure of the UN system, provides an overview of the UN procurement entities introduces the principles of the public procurement, outlines rules and regulations and the various solicitation methods. <br /><br />Day two of the courses continues the examination of the procurement process with a detailed look at the use of RFP's and how to respond to this solicitation method. The legal aspects of doing business of the UN system of organisations are discussed, as well as company registration and the identification of potential bidding opportunities. <p><strong><em>The South African Plastic Pipe Manufacturers Association (SAPPMA)</em></strong> is a non-profit association of plastic pipe- and raw material producers. Its major aim is to offer a service to the Industry in terms of matters related to product quality and standards as well as technical assistance to consulting engineers and customers. It acts as a representative voice for the majority of South African Pipe and Raw Material Manufacturers. <br /><br />The Association encourages engineers and customers to specify members' products in the knowledge that members adhere to the standards laid down by the South African Bureau of Standards (SABS). To this end the association has a code of ethics to which all members voluntarily adhere and in which they undertake to comply with all the national standards laid down by the SABS. SAPPMA is in close contact with the SABS and an improved program of "partnership" is jointly being investigated presently.<br /><br />It is to be noted that the policing of the standards are performed by the SABS and not by the association. However membership will be terminated in the event of a member repeatedly found to be producing sub standard products. Users of HDPE and PVC pipe are encouraged to inform SAPPMA of poor quality products encountered in the market.<br /><br />Member companies of SAPPMA have recently agreed to embark on a campaign of "Absolute Quality" in terms of manufactured products. To streamline operations of the Association, important strategic changes have been made to the Constitution. These include the standardisation on one class of corporate membership and the reduction of the Management Committee to five members, elected on an annual basis. <br /><br />The Association is fully aware of the prohibitions contained in the Competition Act 1998 and is in full compliance with the said Act. <br /><br /><strong><em>SSI, a DHV Company - </em></strong>There have been a number of exciting developments at South African consulting engineering company Stewart Scott International. The firm has undergone a re-branding exercise that includes a completely new corporate identity. The move enables the firm to meet South African transformation and developmental imperatives, while simultaneously widening its international capabilities and reach. The result is that, on 20 September 2006, Stewart Scott International became known as <strong>SSI A DHV COMPANY</strong>. While the re-branding process was underway, SSI also moved to new corporate headquarters in Woodmead, Johannesburg.
