<ul><li><strong><em>International firms seem increasingly interested in setting up a local presence</em></strong>.&nbsp; Last week we had a meeting with a very large firm who are exploring the possibility of setting up locally possibly through a local partnership.&nbsp;Next week a <strong><em>Chinese delegation is also visiting us</em></strong> and we will exchange credentials and in the process point out to them the &quot;local rules of the game&quot;.&nbsp;<br />&nbsp;</li><li>Next I must begin by apologising for any inconvenience that may have been caused by our <strong><em>decision to postpone the Procurement Indaba scheduled for 13<sup>th</sup> February 2007</em></strong>.&nbsp; This was the lesser of two evils and became necessary at the eleventh hour when we became aware of possible changes in procurement policy which would impact on the day&#39;s proceedings.&nbsp; The delays surrounding the approval of both the generic and construction industry charters were an additional factor.&nbsp; We are now going to take stock and review the programme and process and will get back to you within the next few weeks to inform you of the new date.&nbsp; We are presently contacting in excess of 100 registered delegates to find out whether they wish to roll over their booking or whether they wish to be reimbursed, hopefully the former.&nbsp; This Indaba is probably the most important thing we have done for the last couple of years and we need to get it right.&nbsp;<br /><br /></li><li>The big event that took place last week was of course our <strong><em>President&#39;s breakfast at Sunnyside Hotel</em></strong> where Cecil Rose was introduced to the media contingent at a breakfast meeting.&nbsp; It was very well attended and the Journalists seemed well satisfied with what was presented.&nbsp; We hope to get good media coverage.<br /><br /></li><li>A number of meetings took place over the last week including our <strong><em>Executive Committee and our YPF</em></strong>.<br /><br /></li><ul><li>The <strong><em>latter have reaffirmed their purpose and strategy</em></strong> and seem keen to engage with the Association structures in making a difference. <br /><br /></li><li>In addition we have <strong><em>agreed to partner with SAFCEC for our annual convention from the 7 - 9 October 2007 at the Arabella Hotel and Conference Centre in Hermanus</em></strong>.&nbsp; You will recall that Construction South Africa has decided to hold an all inclusive conference every second year with their next event being in 2008.&nbsp; The last SAFCEC/SAACE conference in Port Elizabeth was very successful and we hope to repeat it this year.&nbsp; No politicians will be invited.&nbsp; The theme is likely to be &quot;The Construction Industry 2010 and beyond&quot;. <br /><br /></li><li>Exco also got into some serious discussion on the <strong><em>CETA</em></strong> and its total lack of performance at a time when it needs to be firing on all cylinders.&nbsp; We have agreed to get together with the Architects, Quantity Surveyors, Project Managers and SABTACO to put pressure on the CETA to recognise the BEP&#39;s needs failing which we may have to seriously consider changing geography.&nbsp; <br /><br /></li></ul><li>Our <strong><em>DPLG partnership is gaining momentum with a call for Expressions of Interest to assist them with flood damage repair in the Eastern and Western Cape</em></strong>.&nbsp; An amount of R650 million is involved and the closing date for you to submit your EoI is very tight ie today.&nbsp; If all goes well this will be treated as a pilot project and precursor to setting up a permanent disaster management platform involving our members. <br /><br /></li><li>We had a very good <strong><em>BEP meeting on Wednesday</em></strong> and what is pleasing to me is the increasing spirit of co-operation between all the parties.&nbsp; A wide range of matters were discussed including CETA, competitive bidding, CIDB Register of Professional Service Providers, EPWP, RAMP, OHS, Construction Charter etc.&nbsp; The Association of Construction Project Managers (ACPM) has also joined the BEP grouping and has committed to sign the MOU.<br /><br /></li></ul><p>Finally I came across, what for me is a very meaningful quote the other day ----- it goes something like this - &quot;when you are&nbsp;dead and gone people will remember you not by who you are or what you did, but how you made them feel&quot;.&nbsp; Something to chew on.&nbsp;&nbsp; </p><p>Cheers. </p>

<ul><li><strong><em>Construction Regulations -&nbsp;</em></strong>In the e-news of 3 November 2006, I reported that myself and a representative from Glenrand MIB had a major breakthrough with the Department of Labour on the 25<sup> </sup>October 2006, after previously struggling to liaise with the Department on the issue of the Construction Regulations.&nbsp; Comments were sent to them on the current Regulations in March 2005, and no response was forthcoming.<br /><br />I am glad to be able to report that currently myself and Gary Rabie, from Glenrand MIB, have been included in the Department of Labour&#39;s technical committee pertaining to the Construction Regulations.&nbsp; A technical committee meeting was held on the 13 December 2006 at which both of us were present.&nbsp; The next meeting will be held on the 31 January 2007.&nbsp; It seems as if the process is back on track, and this time Consultants&#39; interests will be taken into account.<br /><br /></li><li><strong><em>Advisory note for the week -&nbsp;</em></strong><strong><em>Risk Alert : Injuries On Duty Or In The Workplace (search code 00/3)<br /></em><br /></strong>The advisory notes on the SAACE website cover a wide field of topics, ranging from business practice to risk management.&nbsp; They can be found at <a href="http://www.saace.co.za/">http://www.saace.co.za/</a>&nbsp; Click on advisory notes in the left column, and do a search or view the whole list of topics.</li></ul><p><br />Contact Quentin Koen at (011) 463-2022 or email: <a href="mailto:quentinkoen@saace.co.za">quentinkoen@saace.co.za</a></p>

<ul><li>The IBDS had its first committee meeting of the year and discussed and agreed on a strategy for the year. The committee agreed <strong><em>that the lack of capacity in the market will have an effect on the activities in the year</em></strong>, but it was also agreed that <strong><em>the strategy to be followed over the next few years will accommodate this issue</em></strong>. The committee approved Missions to the World and African Development Bank.&nbsp;&nbsp;Four of the IBDS members will be joining me on a visit to four countries (Abu Dhabi, Dubai, Oman and Saudi Arabia) in the Middle East. Much time during the last week was taken up by preparations for this visit. Missions to China and Africa were also approved pending confirmation of certain logistical and financial issues.<br /><br /></li><li>Last week we also had our <strong><em>first Export Council meeting of the year</em></strong> and this again proved to be interesting from the Engineering point of view. &nbsp;You may have picked up in the press that a group of Harvard Professors visited the country and expressed concern about the fact that our current economic growth will result in too many imports which are driven by the large capital expenditure related to Gautrain etc. The export councils and DTI spoke at length on this issue emphasising that we have to ensure a more export friendly exchange rate and we have to ensure that capital goods are sourced from South African manufacturers. There is now more and more support&nbsp;of the viewpoint that if South Africa wants to maintain high growth levels, government will have to support exporters at an appropriate level and that the funding model for Export Councils must be improved so that they can be run as proper trade facilitation entities. This is good news since the IBDS is in the process of becoming an Export Council which suggests sustainable funding with an increase in &quot;status&quot; to influence policy.<br /><br /></li><li>Finally, the IBDS committee also discussed the issue of China, and it was agreed that the clever response to China&#39;s presence (and spending) in Africa would be to actively investigate how we as Consulting Engineers can also profit from it.&nbsp; I will try to arrange a DTI supported mission to China at the end of the year.
