                        past two weeks have been fairly demanding on Webster and 
                        I taking us out of the office most of the time. Of 
                        course for both of us the office never stops although we 
                        have fantastic support from our respective staff who 
                        keep the home fires burning with only the occasional 
                        "wobbly" being referred to us. 
                        <UL>
                          <LI>The first sojourn was the <STRONG>SAICE and SAACE 
                          presidential visit to Free State and Northern 
                          Cape</STRONG> where we also visited 
                          <STRONG>Tsantsabane (Postmasburg)</STRONG> to get an 
                          in-situ feel of problems being faced by <STRONG>local 
                          authorities in rural areas.</STRONG> This was deemed 
                          necessary in order to get the <STRONG>DPLG pilot 
                          programme</STRONG> of support from our member firms 
                          going. The previous week we visited <STRONG>Greater 
                          Kokstad</STRONG> and this week <STRONG>J S Moroka and 
                          Makhudutamaga with Cederberg to follow </STRONG>in the 
                          weeks ahead. There is a pattern forming and the kind 
                          of support necessary has become a lot clearer. As far 
                          as these local authorities are concerned, we are 
                          trying to get a best fit in terms of the selected firm 
                          and nominated Implementation Agent. The intention 
                          thereafter is to have a full briefing session of the 
                          selected Implementation Agents on the 29 March 
                          together with DPLG. We are trying to get the necessary 
                          documentation and contractual arrangements finalised 
                          in parallel with this process. <BR><BR>
                          <LI><STRONG>Good news</STRONG> - some two years after 
                          negotiations started the <STRONG>Charter </STRONG>was 
                          signed on Friday last by all Stakeholders including 
                          Webster Ndodana, our President. The latest version, 
                          version 6, is available upon request from Jean 
                          Stanford at this office. Says Webster - 
                          <BR><BR><I>"The signing of this Charter is a 
                          culmination of a two year journey that is set to 
                          define the broader transformation of the industry with 
                          respect to the racial and gender composition of 
                          ownership and control, through a partnership with 
                          government ensuring that we are able to effectively 
                          manage the infrastructure challenges facing us."</I> 
                          <BR><BR>Bearing in mind it is a compromise in that 
                          individual parties did not get exactly what they 
                          wanted but the final outcome represents a good outcome 
                          representing unique needs of our specific industry. 
                          There is still rather a long journey which I have 
                          explained in previous issues of e-news but we are 
                          hoping to have the Charter gazetted before the end of 
                          this year. Once this happens, it will have the same 
                          status as that of the DTI and will henceforth be used 
                          as the benchmark particularly insofar as procurement 
                          processes are concerned. <BR><BR>
                          <LI>We have had some difficulty in finding a suitable 
                          candidate to fill our vacant <STRONG>Marketing and 
                          Communications position</STRONG> within the 
                          Directorate but hopefully it now looks as if we may 
                          have been successful in selecting someone who can add 
                          value and stretch the portfolio. Preliminary feedback 
                          from our Perception Survey indicates that we need to 
                          become more visible in certain areas. Thanks to you 
                          that have responded, your input is extremely valuable 
                          - thank you for your time. <BR><BR>
                          <LI>Please note that <STRONG>FIDIC President, Mr Jorge 
                          D�az Padilla</STRONG> will be visiting us on the 10 
                          April where we will host him at a cocktail function at 
                          the DBSA Auditorium in Midrand. He will be our guest 
                          speaker and if you have not yet responded please rsvp 
                          to Jean Stanford. It will be well worth attending and 
                          a will be a good opportunity to network with your

                        IBDS continued its success in positioning the consulting 
                        engineering industry as an industry that can promote the 
                        execution of projects that are of interest to both the 
                        private sector and government. I have reported in the 
                        past that one of the members of the IBDS has been 
                        appointed to lead efforts to secure large parts of a 
                        project in the Kingdom of Saudi Arabia (KSA). In a major 
                        step forward in this process the Minister not only met 
                        with the CEO of the Ma'aden project, the fact that we 
                        (SA) want to participate in Ma'aden was also taken up in 
                        paragraph 11 of the official minutes of the Joint 
                        Bilateral Commissions (JBC). This is a very significant 
                        achievement as this is now officially part of our 
                        relations between South Africa and KSA. When the next 
                        meeting of the JBC takes place the project will be 
                        included in the agenda and all the issues related to 
                        access to opportunities, paymen problems and agents can 
                        then be raised at an official level.</P>

                        is an exciting development as, during this boom time in
