<ul><li>We now have 3 <strong><em>presidential visits</em></strong> under our belt but before I give you feedback on the latest round of visits I want to go back to our client meeting with the South African National Roads Agency Limited (SANRAL) Regional Office in Cape Town. The purpose of these client interactions is to get two way feedback flowing and of particular importance is feedback from the client on the performance of our members, so here it is ..........<br /><br />There is a requirement by <strong><em>SANRAL </em></strong>for our firms to have in place a Quality Management System but they say they are not seeing the requisite response in terms of the quality of service rendered to them, eg there appears to be inadequate checking of documentation prior to submission whether contractual or financial in nature. There is, in addition, a major problem with financial control and the submission of estimates. They want to see greater realism and periodic recalculation of estimates to ensure that they, as the client, have accurate amounts on which to base their estimates. Don't leave this until the end of year or the end of the project. SANRAL doesn't understand why most Consultants don't submit their claims on a monthly basis. This plays havoc with their cash flow not to say what it does to the Consultant where cash flow is the name of the game. Improved financial control during the implementation phase of the project could also be improved. As a client they do not believe in discounts and are willing to pay according to the guideline fee scales. Discounts are seen to be damaging to the industry, a point which we all heartily agree on. In regard to competitive bidding and feedback to unsuccessful tenderers they are prepared to give feedback on the outcome of the scoring process, but only on a one on one basis, which is understandable. In this context SANRAL would also appreciate constructive feedback on their own performance. They would like to see Consulting Engineers focusing more on the upskilling of site staff which they say in general is of a poor standard. They are to be congratulated on playing their part in growing the industry through the provision of bursaries and the sponsoring of a <strong><em>Chair in Pavement</em></strong> <strong><em>Engineering </em></strong>at the University of Stellenbosch. Their well known Transportation Research Activity Centres in South Africa (TRAC) are also making a difference at school level. <br /><br /></li><li>Cecil and I also visited <strong><em>Bloemfontein and Kimberley</em></strong> on Wednesday and Thursday last week. <strong><em>In Bloemfontein</em></strong> we were able to meet with 2 senior executives in the ESKOM regional office which turned out to be very productive. It is far easier to liaise with ESKOM at a regional level than at a national level because of complexities and staff turnover. However, we were given some contacts to hopefully re-establish regular interaction in future. This was followed by a meeting with the Mangaung Council and with their senior executive responsible for their contribution to the 2010 World Cup. It is worth noting at this point that the 2010 Soccer World Cup is in fact an engineering event because nothing happens without the engineering infrastructure being in place - we must capitalise on this as an industry. The Bloemfontein visit was again this year a shared visit with the South African Institute of Civil Engineers (SAICE) and Cecil joined SAICE's President, Neil Macleod, on the platform. Both presidential addresses reinforced one another in terms of our challenges and way forward. Then on to <strong><em>Kimberley</em></strong> where we joined clients and members at a cocktail function. Thanks to both Gert Fourie and Jochie Prinsloo and their teams for looking after us and making the necessary arrangements. <br /><br /></li></ul><p>This newsletter has been written 4 days ahead of schedule because of holiday interruptions. A whole series of meetings associated with Construction South Africa are taking place on Thursday and Friday. On the Agenda is NEPAD, CIDB and NHBRC, BUSA, Training and CETA, Environmental Sustainability, Macro Economics and finally the CSA Exco to discuss, inter alia, the Constitution of that body. <p><u><strong><em>ECSA Guideline fees</em></strong> : <br /><br /></u>The ECSA guideline scope of services and tariff of fees for 2007/2008 will be gazetted on 30 March 2007. <br /><br />According to ECSA the document was not open for public scrutiny prior to this date since only a minor update, based on CPIX, was done. No changes to the definitions, scope of services or other content of the document was carried out. <p>The IBDS has been busy with preparations for the Group of Africa Member Associations (GAMA) Annual General Meeting and Conference in Botswana (<a href="http://www1.fidic.org.gama/">http://www1.fidic.org.gama</a>), and the Arabian Gulf Export Group (AGEG). With regard to the GAMA conference during May 2007, things seem to be progressing well, especially with regard to the status of the meeting as an African Consulting Engineering networking event.<br /><br />Currently the organisers are talking to a number of countries who may be attending the meeting for the first time. Among them are countries such as <strong><em>Swaziland, Sudan,</em></strong> <strong><em>Mali and perhaps other countries from French speaking West Africa.</em></strong> This is indeed an exciting development, because we have always encouraged our members to attend this event because there is no other event that brings together so many African Consulting Engineers in one place. Members may also want to take the fact that it is very close to home into account. The next two GAMA conferences will be in Tunisia and Morocco as part of GAMA's drive to include French speaking Africa into GAMA. So attending at least the next two GAMA conferences after this one will require more time out of the office and funding.<br /><br />With regard to the AGEG I am please to report that I was invited to be part of the business delegation of our <strong><em>President, Thabo Mbeki</em></strong> during his visit to Saudi Arabia. As a result the <strong><em>President and the Minister of Trade and Industry,</em></strong>were made aware of the AGEG. Both the Minister and our President made brief references to the initiative during a press conference in Riyadh. As leading members of the AGEG initiative we have come a step closer to our objective of firmly entrenching the view that Consulting Engineers are key role players in bilateral relations, and that we should be seen as a resource to enhancing relations between countries through the execution of projects.<br /><br />For more information please feel to contact me on (011) 463 - 2022<br /><br /><strong><em>Roelof van Tonder</em></strong></p>

<p>The CIDB has extended an invitation to their Pre-Stakeholder Forum Workshops which will be held in all provinces at which a briefing will be given on their latest developments. SOUTH AFRICAN NATIONAL ROADS AGENCY LIMITED<br />CONTRACT N006-070-2006/1F <br /><br /><strong>CONSULTING ENGINEERING SERVICES FOR THE rehabilitation on national route 6 section 7 between Parys Hoogte (km 33.5) and Reddersurg (km 73.3)<br /><br /></strong>T1.1 TENDER NOTICE AND INVITATION TO TENDER<br /><br />The South African National Roads Agency Limited (SANRAL) invites tenders for the provision of <strong>ENGINEERING SERVICES FOR THE rehabilitation on national route 6 section 7 between Parys Hoogte and Reddersurg. </strong>This project is in the province of the Free State<em> </em> and the approximate programme is for design and construction documentation to be completed by<em>, </em>February 2008<em> </em>followed by supervision of 24 months.<br /><br />Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.<br /><br />The physical address for collection of tender documents is 58 Van Eck Place Mkondeni <em> w</em>here documents may be collected from 19 March 2007<em> </em>during the hours 08h00 to 16h00 (Monday to Friday).<br /><br />A non-refundable fee of R250.00 payable in cash or by bank guaranteed cheque made payable to SANRAL is required on collection of the tender documents, which will be issued in electronic format on CD. <br /><br />A compulsory tenderer's clarification meeting with representatives of SANRAL will take place at the eastern regional offices, 58 Van Eck Place on 23 March 2007 starting at 11h00.<br /><br />The closing time for receipt of tenders is <em><strong>14h00 on 10 April 2007.</strong> <br /><br /></em>Telegraphic, telephonic, telex, e-mail, facsimile and late tenders will not be accepted.
