<p>Greetings and salutations from the Bryanston office, </p><ul><li>First lets give you some feedback from our Council meeting of the 14<sup>th</sup>:<br /><br /><br /></li><ul><li>Council has the responsibility of monitoring our <strong><em>Strategic Plan</em></strong> which was reviewed and discussed to ensure that we remain on track.&nbsp; The review is currently being updated for our EXCO meeting at the end of March.&nbsp; Anybody who may be interested in the detail can get a copy from me ... I would, however, appreciate some feedback in return.<br /><br /></li><li>As you know our <strong><em>Management Information Survey (MIS)</em></strong> is currently being analysed and will be due for publication in the middle of March.&nbsp; Council, however, felt that the Association should endeavour to monitor tender submissions by our member firms to try and ascertain the levels of &quot;discount&quot; being offered to clients.&nbsp; A suggestion was made that we ask the question in the next MIS for members to give us a subjective view of the current climate through a &quot;discount index&quot; structured as per the present &quot;confidence index&quot;.&nbsp; We will explore this possibility.&nbsp; It seems that while salaries have taken a rather marked upward turn, profitability levels are still showing signs of shrinkage and this can only be due to price cutting which is hard to comprehend in the present market.<br /><br /></li><li>The Association, through Council, has reaffirmed its commitment to co-operate with <strong><em>SABTACO</em></strong> on the basis of our all inclusive Built Environment Professions (BEP) Memorandum of Understanding (MOU).&nbsp; The Association of Construction Project Managers (ACPM) has now also come on board and we will be adding their signature shortly, whereafter I will make the MOU available to all offices of member firms.&nbsp;<br /><br /></li><li>There was a discussion about whether our members should respond to an <strong><em>National Department of Public Works (NDPW)</em></strong> request for inclusion in a regionally based Register of Professional Service Providers.&nbsp; Please see comprehensive note later in this issue.&nbsp;<br /><br /></li><li>Much discussion ensued around the <strong><em>Young Professional Forum (YPF)</em></strong> and their strategic focus.&nbsp; In summary, the SAACE has undertaken to provide additional capacity and support whilst the YPF will revisit and update their Business Plan to be presented at a future meeting.&nbsp; Once this is in place I think it will be important that it is circulated to all member firms so that we all understand their reason for being and the difference they can make to our environment especially in regard to recruitment and retention of engineering scarce skills.<br /><br /></li><li>The Council has agreed to respond positively to a request from the <strong><em>Zimbabwe Association of Consulting Engineers </em></strong>to assist them in co-operating with their South African counterparts for mutual benefit through the utilisation of their spare capacity. A separate note will go out later listing those firms that wish to strike up a strategic partnership with RSA companies.&nbsp;<br /><br /></li></ul><li>Some further feedback on the <strong><em>Procurement Indaba</em></strong> - the Task Team has met and has agreed to a revised programme for the day but this still has to be refined.&nbsp; We are currently looking, tentatively, of holding the event on&nbsp;22 May 2007 at Emperor&#39;s Palace next to OR Tambo International Airport.&nbsp; This will be a day exclusively for members to debate pertinent procurement issues without client involvement and to agree on an optimal procurement model to take to clients at a later stage. We are upping the numbers and catering for hopefully 300 delegates.&nbsp; Those that have registered previously will be encouraged to roll over their registration fee to the new date.&nbsp; We are also hoping that we will have greater clarity in regard to procurement policy from both Department of Trade &amp; Industry (DTI) and National Treasury before this date. Translated, this means that we are hoping that the new PPPFA Regulations will have seen the light of day.&nbsp;<br /><br /></li><li>We are hoping by early next week to have informed those firms that submitted an <strong><em>Expression of Interest for the flood damage repair work in the Eastern and Western Cape</em></strong> of the outcome of the evaluation process.&nbsp; The <strong><em>Department of Provincial and Local Government (DPLG)</em></strong> through their Procurement Committee is at<em> </em>present deliberating and will make a recommendation shortly.<br /><br /></li><li>In a meeting with the <strong><em>Department of Water Affairs &amp; Forestry (DWAF)</em></strong> at the level of The Director General we were requested as an Association to consider taking on what they call Implementation Agent Status.&nbsp; In short, this means that we assume some of the powers of their Procurement Committee in the selection, appointment and payment of Service Providers from amongst our members for specific tasks allocated from time to time by the client.<br /><br /></li><li>I attended the <strong><em>South African Institute of Civil Engineers (SAICE)</em></strong>&nbsp;Members&#39; Banquet and Presidential Inauguration on Tuesday night and want to take this opportunity to congratulate their new President, Mr Neil Macleod, on assuming office.&nbsp; We look forward to working with him in the year ahead.&nbsp; Thanks also to now Past President, Sam Amod, for doing a great job over the past year and really making a difference during his year in office.<br /><br /></li><li>The bi-annual <strong><em>Construction Management Programme (CMP)</em></strong> held in Stellenbosch is being planned for the middle of this year and I have been asked to be on the Task Team to structure the programme so that it appeals to both Contractors and Consultants alike.&nbsp; There is always the complaint that there is insufficient interest from our sector.&nbsp; Perhaps we can change that this time around.<br /><br /></li><li>The first <strong><em>Presidential Visits </em></strong>for the year take place in the <strong><em>Western Cape&nbsp;on 7 March 2007, </em></strong><strong><em>Free State</em></strong> <strong><em>on</em></strong> <strong><em>the 14 March</em></strong> <strong><em>and Northern Cape on the 15 March.</em></strong>&nbsp;Please make the necessary note in your diaries and&nbsp;contact your Branch Chairmen for further details.&nbsp;&nbsp;&nbsp;Contact details as follows:-<br /><br />Western Cape - Faldi Samaai - <a href="mailto:fsamaai@asch.com">fsamaai@asch.com</a><br />Free State - Gert Fourie - <a href="mailto:gertfo@bks.co.za">gertfo@bks.co.za</a><br />Northern Cape -&nbsp;Jochie Prinsloo - <a href="mailto:jochiep@africon.co.za">jochiep@africon.co.za</a> &nbsp;<br /><br /></li></ul><p>&#39;Til next time. </p><p><strong><em>Graham Pirie </em></strong></p>

<ul><li>It is that time of the year when the Association starts planning for the most prestigious event in its calendar, <strong>the SAACE Glenrand MIB Engineering Excellence Awards</strong>. This year&#39;s event will be at a gala evening held at the <strong>Sandton Convention Centre on Wednesday, 26 July, 2007. <br /><br /></strong>This is a great event, not only for award winning firms and clients, but for all our member firms to entertain clients and show them what consulting engineers are capable of.&nbsp;&nbsp;<br /><br />Member firms are urged to participate in this event by not only submitting entries in one category but in as many as your firm can in order to keep up the momentum of this event. <br /><br />The SAACE Excellence Awards are aimed at focusing on consulting engineers and their clients who participate in or initiate projects that promote the advancement of our nation and the people of the continent. <br /><br />Projects eligible for these prestigious Awards range from multi-million rand investments to those illustrating the benefits of innovative solutions in the advancement of communities. <br /><br />Members are also&nbsp;invited to nominate and motivate entries for the candidates for the <em><strong>&quot;Visionary</strong> <strong>Client of the Year Award&quot;, </strong>&quot;<strong>Young Engineer Award&#39;</strong> and the &quot;<strong>Journalist of the Year Award</strong>&quot;</em> Such candidates must approve their nomination in writing. The independent judging panel may also invite firms and clients to submit entries. <br /><br />The SAACE will use the Awards to promote the capabilities of profession and the calibre of clients. <br /><br /><strong><em>Physical requirements regarding copy material:<br /></em>&nbsp;<br /></strong></li><ul><li>In addition to hard copy submission, an electronic copy on CD is required in Word format.&nbsp;</li></ul><ul><li>Whilst an embedded photograph, schematics, plans and tabular information is&nbsp;&nbsp; acceptable within the Word document as a guide, these individual images must be attached in the origional high resolution format in&nbsp;a separate folder within the CD.<br /></li></ul></ul><blockquote><p><strong><em>Video Footage</em></strong>: All footage supplied by client should preferably on Betacam or DVCam. Mpeg and DVD footage is second prize but must be of a very high quality.</p></blockquote><blockquote><p><strong><em>Photos:</em></strong> A minimum of 20 pictures of each Nominated Company or project. For example we use the IMESA database to distribute to all local authorities. In addition all Missions abroad receive a copy.&nbsp;<br /><br />The Directorate has received a&nbsp;considerable number of positive responses&nbsp;about the directory, particularly from clients who rely entirely on the hard copy version. <ul><li><strong><em>Procurement - </em></strong>Recently, the issue of public sector clients requiring consultants to re-issue tenders within six months after the opening of tender offers, has been reported to the Association.&nbsp; The clients involved were the Coega Development Corporation (CDC), and the Johannesburg Roads Agency (JRA).&nbsp; Letters were written to these clients urging them to align their policies with the CIDB requirements.&nbsp; The letters were copied to the CIDB.&nbsp; <br /><br />Member firms should take note that the act of re-tendering within six months, without satisfactory reasons, is in contravention of the SAACE Code of Conduct (see below), and is subject to being referred to the SAACE Disciplinary Committee for a decision on the disciplinary steps to be taken.<br /><br /></li><li><strong><em>The CIDB Standard for Uniformity states the following in clause F.1.5.2: - </em></strong>&quot;The employer may not subsequent to the cancellation or abandonment of a tender process or the rejection of all responsive tender offers re-issue a tender covering substantially the same scope of&nbsp; work within a period of six months unless only one tender was received and such tender was returned unopened to the tenderer&quot;.<br /><br />Both the CDC and the JRA are subject to the CIDB rules and regulations due to the fact that they are using public funds for their projects.<br /><br /></li><li><strong><em>The SAACE Code of Conduct states, among others, the following in clause 2.7 &quot;Price Competition&quot; - </em></strong>Members of the SAACE shall &quot;Not, without satisfactory reasons, submit a proposal whether priced or un-priced, for the same or substantially the same project for which proposals have previously been submitted to the same body within the preceding six months.&quot;<br /><br /><strong><em>Please note:</em></strong>&nbsp; &nbsp;&nbsp;In the CDC case above, the SAACE informed all mandated principals not to re-tender for the project, however, such a letter is in actual fact not necessary since member firms should <strong><em>of their own accord</em> </strong>not re-tender in the instance described under clause 2.7 of the Code of Conduct.<br /><br /></li><li><strong><em>Advisory note for the week - </em></strong><strong>Aspects Of Good Contract</strong> <strong>Administration (search code 85/10) - </strong>The advisory notes on the SAACE website cover a wide field of topics, ranging from business practice to risk management.&nbsp; They can be found at <a href="http://www.saace.co.za/">http://www.saace.co.za/</a>&nbsp; Click on advisory notes in the left column, and do a search or view the whole list of topics.<br /></li></ul><p><br />Contact Quentin Koen at (011) 463 2022 or email: <a href="mailto:quentinkoen@saace.co.za">quentinkoen@saace.co.za</a><br /></p>

<ul><li><strong><em>ECSA - IDoEW</em></strong> <strong>-</strong> (Identification of Engineering Work) - A quick reminder on how, why and when the IDoEW process started:<br /><br />In terms of section 26.(2) of the Engineering Profession Act, 2000 (Act 46 of 2000), the ECSA Council <em>&quot;must submit recommendations to the Council for the Built Environment (CBE) regarding the work identified in terms of section 18.(1) of the Engineering Profession Act, 2000 for&nbsp; it&#39;s consideration and identification in terms of section 20 of the Council for the Built Environment Act, 2000 (Act 43/2000).&quot; <br /><br /></em>To this end the ECSA Council established an Identification of Engineering Work Steering Committee (IDoEW-SC) which held its first planning meeting on 11 November 2004 and its inaugural meeting on 16 February 2005.&nbsp; A consultative Reference Group of the IDoEW-SC was also subsequently established.&nbsp; The objective of establishing the Reference Group was to enable interested parties to follow progress and to contribute on a non-attendance basis to the development of the project.<br /><br />The Committee consists of representatives from the different disciplines and registration categories as well as individuals representing interest groups. The members of the Committee are enthusiastic and engage actively and constructively in the debate regarding this very critical issue. The Committee initially spent time drafting its own &quot;Terms-of-Reference&quot; and formulated a <em>&quot;Game Plan&quot;</em> for its future activities.<br /><br /></li><li><strong><em>CPD </em>- </strong>(Continual Professional Development) - Is the CPD process legal?<br /><br />If one looks at the following extract, then yes.&nbsp; &quot;CPD will be used as the mechanism through which all registered practitioners would have to renew their Registration with ECSA.&nbsp; In this regard section 22(1) of the Engineering Profession Act, 2000 (Act 46 of 2000) requires that a registered practitioner has to renew his or her Registration and has to &quot;apply, in the prescribed manner, to the Council for the renewal of his or her Registration&quot;. <br /><strong><br /></strong></li><li><strong><em>QMS</em> - </strong>SAACE in conjunction with a quality consultant are looking at setting up a help line for members to assist them in installing and maintaining a quality management system. &nbsp;Members will be informed as soon as the line becomes active.<br /><br /></li><li><strong><em>SACPCMP </em>- </strong><strong>SACPCMP Registration Process Chain <br /><br /></strong><em>Stage 1.</em> (OA) - Office receives the application and processes it accordingly: Acknowledgement letter dispatched. (If an application is incomplete, office will request additional information).<br /><em>Stage 2.</em> (A1) - Application is sent out to first assessor<br /><em>Stage3.</em> (A1O) - Application returned to the office from first assessor <br /><em>Stage 4.</em> (A2) - Application sent out to second assessor<br /><em>Stage 5.</em> (A2O) - Application returned from the second assessor<br /><em>Stage 6.</em> (A3) - Application send out to the third assessor<br /><em>Stage 7.</em> (A30) - Application returned to office from third assessor<br /><em>Stage 8.</em> (RM) - Application worked through by Registrations Manager for consolidation.<br /><br /></li><ul><li>8.1 - if three assessors approve, the applicant is approved</li><li>8.2 - if two out of three assessors approve application, application is sent to a moderator for assessment (if moderator approves, applicant is approved, if not, candidate is deferred and notified accordingly).&nbsp; Examination and Professional interview may be recommended to further assess competencies.&nbsp; If successful for either an approval letter is dispatched (process proceeds from stage 9) </li><li>8.3 - if one out of three assessors approve application, applicant is deferred and notified accordingly. </li><li>8.4 -&nbsp;Deferment - application for Professional registration is deferred for a period of 12 calendar months before upgrading by writing an examination.</li></ul></ul><blockquote><p><em>Stage 9.</em>&nbsp; Application approved<br /><em>Stage 10.</em> Applicant is notified of approval.<br /><em>Stage 11.</em> Applicant is registered on receipt of registration and annual fees.<br /><em>Stage 12.</em> Applicant&#39;s certificate is printed and posted by registered mail.&nbsp; </p></blockquote><ul><li><strong><em>HR FORUM</em> - </strong>CETA has been approaching the Department of Labour to get actively involved in the process of reviewing the National Qualifications Framework (NQF).&nbsp; <p>The IBDS has just returned from its visit to the Middle East. The visit to Oman, Saudi Arabia, Dubai and Abu Dhabi was a success from a number of points of view. Firstly, it was important to promote the concept of the Arabian Gulf Export Group (AGEG) at a time when consultants have a lot of work in SA. In this regard I can report that my presentations to the Saudi and Omani business community were well received. The second objective of visiting multiple countries to have a short but intensive assessment of the potential of those markets (as opposed to just visiting one country) was also achieved. It is clear from our visit that our assessment of this region being of strategic long term interest to our export strategies has been correct. The big challenge now is to figure out the way forward and how exactly we ensure that we penetrate that market in a way that accommodates current capacity constraints in our market. It has been&nbsp;brought to&nbsp;our attention by some of our members that a notice had been forwarded to firms&nbsp;in regard to a&nbsp;<strong><em>Public Works Client Panel Application.</em></strong>&nbsp; The request appeared to be for the creation of a panel at the level of their regional offices and upon enquiring with the National Department of Public Works whether or not Consultanting Engineers should be responding to this advert,&nbsp;we were informed that:<br /><br />&quot;<em>This advert is not aimed at the professionals in the built environment.&nbsp; The&nbsp;documentation to be completed by applicants does &nbsp;not provide for the&nbsp;competencies/categories relevant to service providers in the built environment as a consequence of which they cannot apply.&nbsp; The methodology for dealing&nbsp;with service providers from the built environment is still to be established.&nbsp; In this latter regard a task team of the Construction Industry Development Board&nbsp;(CIDB), National Treasury (NT) and National Department of Public Works&nbsp;(NDPW) still has to meet as there are issues of conflict (such as the threshold&nbsp;for tendering viz-a-viz the use of registers, how &quot;quality&quot; is to be taken into the decision process, etc) that requires to be sorted out.&nbsp; A directive is also&nbsp;still in the process of compilation and cannot be concluded pending the&nbsp;outcome of the said task team.&nbsp;<br /><br />The Department has committed &nbsp;to host a conference during which the Department&#39;s intended route forward will be communicated.&nbsp; This will include the policy of when a roster (or register) will be used and when tendering will apply, and in the event of the latter, what the format and approach in the documentation will be. <br /><br />For service providers in the built environment, the status quo still applies - the Department still makes use of the Roster as before but where deemed necessary/desirable Project Managers have the liberty to call for tenders - a liberty they always had.&nbsp; The one thing that I want to achieve is that, in the short term, the Department starts to use tender documentation that is standard (ie that all Project Managers solicit tender prices on the same format of document and that such document has been work shopped with the professions)&quot;.<br /><br /></em>The work involved by a firm in preparing the necessary submission is as you are well aware is considerable, and in short, the Department has informed us&nbsp;that responses from Consulting Engineers are not required.<br /><br />

<strong><em>Expression of Interest:</em></strong> South African National Parks(SANParks)&nbsp;is inviting engineering firms to submit their portfolios for engineering service for projects in various National Parks across South Africa.<br /><br />SANParks is planning several projects for the development and upgrade of existing and new tourism and support infrastructure in parks ( excluding Kruger National Park). Engineering services required for two main catergories of projects, i.e construction of roads and provisioning of bulk services.
