<p>Its hard to believe, but we have now arrive at the <strong><em>final newsletter</em></strong> of the year - things are definitely not slowing down, if anything are reaching fever pitch.</p><ul><li>Lets start with the <strong><em>Construction Industry Development Board (CIDB)</em></strong>. There was a briefing session at the CSIR on the 21 November at which we were brought up to speed with the thinking of the:<br /></li><ul><li>Consultants Register</li></ul><ul><li>Streamlining Procurement Processes to enhance the rate of infrastructure delivery </li><li>Compiling a new Scope of Works document for professional Service Providers based on the United Kingdom version created by the Construction Industry Council (CIC).<br /><br /></li></ul></ul><blockquote><p>From my viewpoint, I was very encouraged by what I saw as a new attitude from the CIDB including a real willingness to listen and consult. All the above have been documented and it is intended that a SAACE response be established by our Supply Chain Management Committee for consideration at the first meeting of our EXCO on the 16 January 2007. I will give you feedback after these meetings have taken place, but I would say that in the main, they will have a positive impact on our industry, eg. included in the debate is discussion on the possible raising of the ceiling from where competitive bidding kicks in at R200 000,00 to R600 000,00 or more.</p></blockquote><ul><li>Planning for our <strong><em>SAACE Procurement Conference</em></strong> is advancing with a new Service Provider having been appointed. Invitations will go out shortly to decision makers within firms to help us define an appropriate business model for Consulting Engineering. As I mentioned in the last e-news, firms will be encouraged to bring along clients to participate in the debate. Please diarise the 13 February 2007 - we need as wide a participation as possible in order for this Indaba to be effective in addressing the many issues and challenges concerning Procurement. This will include: whether or not Fee Scales are warranted, whether Competitive Bidding works for us or not and whether a Register of Consultants will have a positive impact on our industry or not. <br /><br /></li><li>Our new SAACE President, Cecil Rose, and I met with the new <strong><em>Minister of Public Works, Ms Thoko Didiza</em></strong>, last Friday. The meeting was very cordial, we were able to present our credentials and discussion ensued around a wide range of topics including the performance of the CETA, salaries for professionals, the role of our young professionals and the challenges facing our industry leading to 2010 and beyond. What was also important is that we were able to clarify the role and purpose of the many organisations associated with our industry including ECSA, SAICE, SAFCEC etc. <br /><br /></li><li>Monday and Tuesday this week - we closed the offices in order for the entire team in the Directorate to attend <strong><em>Diversity Training</em></strong>. We had 2 highly qualified facilitators in the form of Loretta van Schalkwyk and Nomathemba Sithole who assisted us in attaining a greater understanding of self, the team and how we relate to the world around us. Most useful was assistance in harnessing the many diverse energies to provide a value added service to members.<br /><br /></li><li>Another highlight was the first meeting of <strong><em>Construction South Africa</em></strong> which took place on Thursday. This body includes, for the first time, all 11 business organisations involved with construction. This is the same business grouping that took part in the compilation of the Construction Industry Charter. There was rather a long Agenda so it will not be possible for me to give you the detail, however important items included the CETA, CID, Construction Charter and the Construction Conference. Concerning the latter we agreed to hold the joint conference every alternate year in future.<br /><br /></li><li>On a final note let me wish you, your staff and your families everything of the best for the festive season. <p>Where did the year go? Suddenly it is December... again we realise that with giant strides we started in January and within a blink of an eye, 2006 is on its back! It is amazing how time flies. </p><ul><li>Please book space in your diary for the <strong>Presidential Presidential Breakfast Meeting </strong>that is scheduled to take place on the <strong>17th January, 2007 at Sunnypark Hotel</strong> in <strong>Johannesburg.</strong> <strong>Mr. Cecil Rose, President of SAACE</strong> will meet with the media and deliver his theme for the year. <br /></li><li>Another important event that I wish you to book space for in your diaries is the <strong><em>SAACE</em></strong> <strong><em>Procurement Indaba to be held on the 13 February, 2007 at the Southern Sun</em></strong> <strong><em>Johannesburg International</em></strong>. The purpose of this one day conference is for member firms of the Association in consultation with our clients and with inputs from the world wide experts, to develop strategic and tactical position around procurement. Included in this are the issues of tendering for professional services and how this should be managed, discounting of fees and quality based selection. <br /></li><li><strong><em>Directory of Firms: </em></strong>In the last edition of e-news I mentioned that application for advertising space in the SAACE Directory of Firms 2007 will be sent to you by the 30th November, 2006, and that did not not happen. My apologies, applications will now be sent on Monday, 4th December, 2006. </li></ul><p>From my side, I wish you all a magical Festive Season filled with loving wishes and beautiful thoughts. <p><strong><em>ECSA:<br /></em></strong>Information that could help you understand the ECSA CPD Policy better.</p><ul><li><strong><em>The role of employers of registered engineering persons:<br /><br /></em></strong>Employers are responsible for creating a suitable work environment, that supports and promotes the participation of registered persons in activities that maintain their competence. Employers also share a responsibility to maintain a work environment in which the continued development of registered persons is assured.<br /><br /></li><li><strong><em>Application of policy for various categories of registration: <br /></em></strong></li><ul><li><strong><em>Professional Categories:</em></strong><strong> </strong>This policy is applicable for all persons who are registered in the professional categories, viz. Professional Engineers, Professional Engineering Technologists, Professional Engineering Technicians and Professional Certificated Engineers. It is also applicable to those persons who are registered in the category of Registered Technicians, including Master Technicians.<br /></li><li><strong><em>Candidate Categories: </em></strong>Registered Candidates are not required to comply with the CPD requirements for purposes of renewal of registration, however they are required to undertake CPD in order to comply with the requirements for full registration. <p>After my presentation on the plans that we have for the <strong><em>Group of Africa Member Associations ( GAMA) </em></strong>at a <strong><em>United Nations Conference </em></strong>earlier in the month, the <strong><em>Malawi Association of Consulting Engineers </em></strong>has now written to GAMA Secretariat expressing an interest in joining GAMA. Hopefully, they will be <strong><em>able</em></strong> to join us before our next GAMA meeting in <strong><em>Gaberone, Botswana, </em></strong>as this will help to confirm the status of this meeting as the premier continental networking event for Consulting Engineers. <br /></p><p>In this regard, Graham and I flew to Gaborone last week to help with the preparations for <strong><em>GAMA 2007.</em></strong> The meeting was very successful and we managed to get through a lot of work in just one day. We were very pleased to note that they are getting ready to stage a very succesful GAMA meeting. The <strong><em>2007 GAMA AGM</em></strong> will be an important meeting as key recommendations of the <strong><em>FIDIC Task Force</em></strong> report will be implemented at this meeting. The main objective of the task force recommendations is to ensure that GAMA becomes the <strong><em>" recognised voice for the Consulting Industry in Africa". </em></strong>This is an exciting development since there are number of proposals in the Action Plan that will directly assist members of the IBDS in enhancing their business activities in Africa. </p><p>In conclusion, our colleagues in Botswana expressed interest in collaborating with South African firms and the rest of Africa. I thought this was very opportune in view of the demands that 2010 and the Government capital expenditure programme will make to our industry, and it therefore makes long term sense to tap into regional engineering capacity. <strong><em>The Association of Consulting Engineers in Botswana has membership of about 44 firms employing approximately 220 staff members. </em></strong>While this is small compared to South Africa, it is larger than most of the other Sub-Saharan countries in Africa. In addition, this country offers a very good range of cross border financial services and tax services to foreign firms, and has the advantage of being on our doorstep. I have started a process to assist interested members of the IBDS to make contact with relevant firms in Botswana. <br /><br /><strong><em>Roelof van Tonder. </em></strong></p>

<p><strong><em>CIDB: <br /></em></strong><strong><em><br /></em></strong>Two CIDB meetings were recently held. <br /><br />The first meeting focussed on the compilation of a standard document for Scopes of Services for Professional Service Providers. A model used in the UK was discussed. It was decided that in principle the model could be used, with the necessary changes to make it applicable to the South African situation.<br /><br />The second meeting revolved around the CIDB register for Professional Service Providers. The CIDB has a mandate in terms of its legislation to compile such a register. The whole process is still in its preliminary stage, and a lot of discussion will still need to be done in this regard.
