<p>Molweni, Sanibonani! Last week in my feedback on the <strong><em>Construction Conference</em></strong> I omitted to mention that some of the <strong><em>presentations</em></strong> are available on our website at <a href="http://www.saace.co.za/">http://www.saace.co.za/</a>. In addition, DVD's of the Conference are available at a charge from Siphokazi Momoti at this office. <br /></p><ul><li>There is also some good news - at the last meeting our <strong><em>Built Environment Professions(BEP)</em></strong> <strong><em>Liaison Meeting</em></strong> with the <strong><em>National Department of Public Works (NDPW) </em></strong>we won our battle regarding the appointment of an Agent in terms of the <strong><em>Occupation Health and Safty (OH&S) Act</em></strong>. They have agreed to the principle of the Agent being appointed separately to that of the main Service Provider where the latter professes not to have the necessary competency. This will be incorporated into their new Agreements which are currently being updated for issue early next year. Unfortunately their new policy document on Procurement has still not been finalised and will also only be available probably early next year. In the meantime the Consultants Roster will prevail and we were promised that we would continue to get electronic copies of all their appointments for perusal. We were also informed that in order to enhance delivery, the Expanded Public Works Programme (EPWP) in a number of instances will be amended by aggregating projects and putting out larger parcels of work, say in the region of R80 million at a time. This has been tested in 3 local authorites; OR Tambo, Nkangala and Ethekwini where some R250 million has been set aside for a pilot scheme. Whilst this indeed will lead to more rapid delivery there is a danger here that the design-building concept will become the order of the day. This means the Consulting Engineers will have to adjust to the new circumstances by aligning with Contractors or becoming the initiator of a project and taking the lead. The conditionality will be that the large Contractors have to employ smaller Contractors and assist them in moving up the ladder in the Contractors Register. I have also been able to raise the issue of low fees for Consulting Engineers, in the Municipal Infrastructure Grant (MIG)/ EPWP mitigating against effective empowerment of the role players. A further meeting will be set up to discuss this aspect and will include DPLG. Our Liaison interaction has yielded another positive result - the NDPW is prepared to consider reducing the liability period from the current 10 years to 5 years but this will take some time as approval from two separate Ministers is required. Sometime ago is was a lfe sentence.<br /><br /></li><li>The NDPW meeting was followed later in the day by a rather lively <strong><em>BEP Liaison</em></strong> <strong><em>Meeting</em></strong>. We have agreed, as a group, to share our views on competitive bidding and the need for fee scales which debate will take place at the next meeting. The South African Black Technical & Allied Careers Organisation (SABTACO) has also challenged SAACE, South African Institute of Architects (SAIA)and the Association of South African Quantity Surveyors (ASAQS) as to whether we as organisations and members were complying with the spirit of our Memorandum of Understanding - SABTACO don't think so. This has been discussed in our own Council and we will respond accordingly. Another contentious issue related to our views on the performance of the Construction Education and Training Authority (CETA) and what we as organisations were going to do about it. This was also held over until early next year to enable to get the necesary input from our representatives in the CETA Council. The Association of Construction Project Managers (ACPM) has also now formerly joined the BEP and will sign the Memorandum of Understanding (MOU).<br /><br /></li><li>I had an interesting meeting last week with <strong><em>Glen Fisher of the National Business Institute (NBI)</em></strong>. They have been charged by government to co-ordinate the investigation in terms of JIPSA into the supply/demand issues relating to engineering skills. It seems that we are generating some 1400 "Engineers" a year but the delivery system is highly inefficient. In order to meet government's targets for infrastructure delivery we need to supplement this by a further 1000 per annum. It seems that by just simply improving efficiencies in the graduation process that this can be achieved.They do not anticipate a crisis. This of course does not address the need to have a satisfactory Engineer to population ratio prevalent in most developed countries. They are, in addition, identifying the training and education problems on the supply side starting within the school system, the pathway through Engineering Council of South Africa (ECSA) leading to registration and importing additional capacity via the Department of Home Affairs. <br /><br />We are also very pleased to see that ECSA has embarked on a national campaign to promote the engineering profession through their Engenius Programme. SAACE has undertaken to support this campaign through our YPF. The new Chairman of Young Professionals Forum, Richard Dlamini, will handle this aspect through the national and branch structures and will be supported by the Directorate.<br /><br /></li><li>Our <strong><em>Council meeting took place on Wednesday</em></strong> and although it is not possible to give you all the detail, I can highlight a few of the more important resolutions:<br /><br /></li><ul><li>Our main focus in the months ahead is to deliver a successful <strong><em>one-day Procurement Indaba</em></strong> directed at the CEO's which will take place in the vicinity of OR Tambo Arport. PLEASE RECORD THIS DATE IN YOUR DIAIRIES BECAUSE ALL ASPECTS RELATING TO COMPETITITVE BIDDING, FEE SCALES, DISCOUNTING ETC WILL BE WORKSHOPPED ON THIS DAY. We hope at the end of day's proceedings to have agreed on a <strong><em>Best Practice Business Model for Consulting Engineers</em></strong>. We will be receiving wide spread input from Contractors, Consultants, Management Consultants, Clients and hopefully there will be a speaker or two from overseas. Each CEO will be encouraged to bring, and fund, an important client to this Indaba. The cost for the day will be R800 per day per delegate and will merely serve to cover our costs. You will recall that we put together a Strategic Plan at the beginning of the year and it is hoped that the output of these deliberations will deal with a number of related strategic action plans. The date to record is 13 February 2007.<br /><br /></li><li>In discussing the need to develop an <strong><em>SAACE policy on fee scales</em></strong>, my interpretation of the Council debate is that Guideline Tariffs are considered necessary in this country at this time because of the increasingly uninformed client base. However, these should become more vague over time and finally in the years ahead just disappear leading to the market system being the final arbiter. A big issue of course is the poorly defined Scope of Works which client bodies invariably send out, and this needs a major intervention on our part for the competitive bidding processes to work properly. <br /><br /></li><li>The <strong><em>Council has requested the Quality & Risk Management Committee</em></strong> to investigate whether the R2 million minimum requirement for PI insurance is "for each and every project" or "in the aggregate". They will report back on their findings, but this may mean a change in our criteria for Membership. <br /><br /></li><li>Our <strong><em>relationship with SABTACO</em></strong> as an organisation was debated and it was agreed that a high level meeting be set up between Office Bearers of the respective oganisations to explore any perceived difficulties that they may have in their relationship with us.<br /><br /></li><li>It was agreed that Stewart Scott International (SSI) be appointed to manage the <strong><em>Consulting Engineers Relay for a three year period</em></strong> commencing in 2007. At the same time Council was very appreciative and thankful for the huge contribution that Bigen Africa had made in the past 3 years. This included thanks for their willingness to share any intellectual property that they have developed associated with this event. This event will take place on 1 September 2007.<br /><br /></li><li>It has been agreed by all that there is a definite need to <strong><em>improve our effectiveness as an organisation in liaising with clients</em></strong>. To this end we have been requested to employ additional capacity within the Directorate. I am busy preparing a new structure together with a manpower plan looking at our needs over the next few years in order to enhance our performance in a number of areas, but particularly in regard to visibility and liaison. Proposals will be put on the table for discussion at the EXCO meeting in early January.<br /><br /></li></ul><li>Past President, Webster Ndodana, and I were summoned to a meeting last Saturday at the request of the <strong><em>Department of Provincial and Local Government (DPLG)</em></strong> who require urgent assistance in spending some R650 million on flood damage repair in the Eastern and Western Cape. It seems that cabinet requires this money to be spent by the end of March 2008. This intervention will be carried out under our MOU with the DPLG and we will be calling for Expressions of Interest to give relief to designated areas identified by the Department. We are still developing the model but it will probably take the form of appointing a Programme Manager who will be accountable for appointing Consulting Engineers at local and district level charged to deal with specific projects. Most of the damage, but not all, relates to road infrastructure.<br /><br /></li><li>Finally, please note that the Salary Survey from PE Corporate Services was dispatched as promised on the 10 November 2006.<br /><br /></li></ul><p><strong><em>Graham Pirie </em></strong></p>

<ul><li>A meeting was held on the 15 November 2006 at the <strong><em>Construction Industry Development Board (CIDB)</em></strong> to discuss the Scope of Services. <ul><li><strong><em>Procurement Indaba, 2007</em></strong>: The purpose of the one day event is for member firms of the Association (SAACE), in consultation with their clients, and with inputs from world-wide experts, to develop strategic and tactical positions around Procurement. Included in this are the issues of tendering for professional services and how this should be managed; discounting and quality based selection. The aim of the conference is to agree on the certain detailed guidelines that should be used to procure work from the Consulting Engineering Industry. <br /><br />CEO's from SAACE member firms will be invited to participate in this conference. Each invited CEO will also be encouraged to invite and sponsor the attendance of around 3 of their main clients. That person will be required to have 10 credits for the first renewal of registration. That registered person's second renewal will be in 2013, where the normal 25 credits will be required. With the start of the system being 1 January 2006, that person will be required to submit details of his/her CPD activities within 30 days after 14 March 2007 for the first year up to 14 March 2007. The application for renewal will need to be lodged with ECSA 3 months prior to the expiry date of that person's registration on 15 March 2008, which means lodging the application by 15 December 2007. (If you are not sure about the explanation please give Johan call on (011) 463 2022</p></li><li><p><em><strong><a href="http://www.llls.co.za/">Life Long Learning Solutions</a></strong> - </em>SAACE - Engineers in Practice on LLLS 2007. Subscribers to <em>SAACE - Engineers in Practice</em> which is a CPD learning programme on ECTV operated by Life Long Learning Solutions need not worry about 2007 programming. Subscriptions are automatically renewed, so existing subscribers need only sit back and await their first DVD in 2007 in order to continue to earn their annual compulsory Category One credit. The 2007 programming will earn a credit in Category One, while the 2006 series will move to Category Three from 1 February 2007. Therefore, if subscribers have not yet completed their 2006 tests, they should do so before the end of January 2006 if they still wish to earn a full credit in Category One. Late subscribers who join the service in 2007 can opt to purchase the full 2006 series and complete the tests retrospectively for a credit in Category Three which includes self study opportunities. The full 2006 series of 10 DVDs is available to purchase at R1200 excl VAT and postage. Delivery is 6-8 weeks from order.<br /><br />There is still a problem with subscribers not collecting their DVDs from the post office. These DVDs are returned in batches to Life Long Learning Solutions. All returned DVDs will be retained by LLLS and subscribers must arrange to collect these from LLLS Pretoria office at their own cost. Subscribers must please ensure that they collect DVDs timeously from the Post Office in order to avoid additional unnecessary expense or inconvenience.<br /><br />A survey will be going out shortly on the ECTV series for your participation, we would really appreciate it if you would participate in the survey and provide us with feedback on the programmes. <ul><li>The IBDS, and some of its members successfully participated in a conference called Bridges Across Borders during the last week. The conference was organised by the ITC, a Geneva based UN body whose aim in this regard is to promote trade in services in the developing world. Among other things, the conference focused the construction sector as an opportunity. The expansion of services exports related to engineering/construction in the region received a specific attention. The conference was very well attended and I made some very good contacts with various counterpart organisations.<br /><br />As a result, I have started the process in order for five organisations in the region (Malawi, Rwanda, Mauritius, Madagascar and Swaziland) can become members of the Group of Africa Member Associations. Interestingly one of the major points that was raised by participants is the issue of China. In short, a wide range of delegates from the region spoke very negatively of Chinese contractors and the work that they do in the region.<br /><br /></li><li>We also received <strong><em>a CV of a Zambian engineer</em></strong> who has "over 20 years of experience in Zambia & the U. K. with management, administration, planning, coordinating, quality assurance & control, technical/environmental studies, surveys, designs, preparation of construction contracts to FIDIC, EU and WORLD BANK requirements, specifications, tender documentation, construction supervision and contract administration and resolution of construction disputes, financial control, training, maintenance management, Adjudication, Arbitration and Mediation." He recently attended the FIDIC Adjudicators assessment in London and has now been invited to be listed on the FIDIC President's list of Adjudicators.
