<ul><li>Although there have been many happenings over the past weeks, I suppose the highlight is probably the attendance of the <strong><em>CIDB Stakeholder Forum</em></strong> meeting hosted by the National Minister of Public Works. Although legislation dictates that this should happen annually, this is the first for a number of years. Both Cecil Rose and yours truly were very impressed at the positive tone during the days proceedings especially in regard to the new CEO, Mr Ronnie Khoza. There is less of the dictatorial manner and more of the willingness to reach out and listen. A number of reports were tabled including a report entitled Skills for Infrastructure Delivery in South Africa - the challenge for restoring the skills pipeline which was honest in its reflection of the deficiencies on the supply side of skills delivery. It was not exactly complimentary of the CETA's performance and you will have seen the results in a number of articles in the press. The workshops in the afternoon highlighted many issues and challenges which we face as an industry, these now have to be consolidated into an action plan including the designation of the responsibilities and time lines for implementation. This will be done in consultation with the industry and will be presented to the Minister in due course. The various reports including the Minister's speech are available on <a href="http://www.cidb.org.za/">http://www.cidb.org.za/</a>. Practice Notes No's 1 - 7 were handed out including a quick Guide for the Registration of Contractors and as well as a quick Guide for the Registration of Projects - you may wish to access these documents as well. Another point of interest is that the proposals regarding the Register of Consultants have been tabled and will be discussed at a focus group meeting on the 26 June 2007. Your representatives at this meeting will be Cecil Rose, Arthur Taute and myself. Arthur has already submitted preliminary comments on the proposals which, in principle, we support - but as you know the "devil is always in the detail".<br /><br /></li><li>I am very pleased to <strong><em>welcome Jimmy Reid as our new Finance and Admin Manager</em></strong> who will be taking over from Tony at the end of this month. He is a CA and therefore admirably qualified for the job, Tony is busy downloading some 12 years of corporate memory at the moment. I am also very pleased to <strong><em>welcome Brenda Lacey-Smith to the team as Manager, School of Consulting Engineering</em></strong>. She has spent some years at SACOB so understands the NGO environment and latterly some 8 years with Wits handling their centre for events and training. As I mentioned in a previous e-news the previous Manager, Johan van Schalkwyk, is now a Service Provider to SAACE and in the main will be handling the CPD intervention as part of Life Long Learning Solutions (LLLS). He is also available to assist branches and firms with their CPD and QMS requirements but as an independent contractor. My next challenge is to fill a newly created BEE post to support us in our liaison endeavours at all levels including at branch level. <br /><br /></li><li>Another point of interest hopefully is that <strong><em>Construction South Africa (CSA)</em></strong> has put together a Terms of Reference (TOR) to undertake for the first time a wholistic macro-economics study of our industry looking at all the supply demand issues including matters relating to skills development. We are presently securing donor funding and will be putting out a Call for Proposals in the next few weeks. All players will be consulted and the first phase will entail a consolidation and examination of all existing studies. This will help us understand the drivers and blockages within the supply chain and on the basis of the results we can engage more constructively with government in terms of ASGISA, JIPSA and of course with the CIDB. This will enable CSA to become more proactive in dealing with the decision makers and less reactive as is the case at present. <br /><br /></li><li>Finally, please take note that our <strong><em>Annual SAACE Glenrand MIB Engineering Excellence Awards</em></strong> is looming large on the horizon. This takes place on the 26 July and is being held at the <strong><em>Sandton Convention Centre</em></strong> so that we can accommodate all interested parties and not turn some away as we have had to do in the past. We do need your support and would very much like to see you there with your clients. Also to note in your diary is the <strong><em>SAACE/SAFCEC Construction Conference taking place in Somerset West from the 7 - 9 October 2007</em></strong> - programmes have already been dispatched to all principals - for a change lets try and outnumber the contractors this year.<br /><br /></li></ul><p><strong><em>Graham Pirie <br /></em></strong></p>

<ul><li><div>A delegation of IBDS members will depart for the African Development Bank on <strong><em>16 June 2007</em></strong>. The delegation will hold a series of formal and informal meetings with relevant Bank officials to explore ways and means of enhancing investment and business partnerships originating from Bank financed projects and programs. Emphasis will be put on private sector development, public sector co-financing operations, procurement and disbursement processes, trade promotion, NEPAD, infrastructure etc.<br /><br />South Africa's interest in the Bank is focused on business and the private sector. The Bank's Private Sector Department is especially interested in increasing its activities in Southern Africa. Apart from South Africa itself, the visiting companies are interested in Bank group operations in some 20 to 25 Southern, Central Eastern and West African countries in which the IBDS members are already doing business. In 2005 a similar mission was organized followed by a multi-disciplinary <strong><em>Business Opportunities Seminar (BOS)</em></strong> in Johannesburg and Cape Town in February 2006. The BOS saw the participation of some 100 businessmen from a number of Southern African Countries including the then ADB Resident Representative in Mozambique. <br /><br />On this visit the IBDS is will also consult with the newly created infrastructure consortium. The Consortium has established a Secretariat located in the African Development Bank. Through the Secretariat, the Consortium collaborates closely with the AU, its NEPAD programme, the Regional Economic Communities and the AfDB.<br /><br /></div></li><li><div><strong><em>The Infrastructure Consortium for Africa (ICA)</em></strong> is a major new effort to accelerate progress to meet the urgent needs of Africa in support of economic growth and development. <br /><br />It is a partnership between bilateral donors, multilateral agencies and African institutions, the ICA makes its members more effective at supporting infrastructure by pooling efforts in selected key areas. The IBDS would like to understand and expose members to this new initiative.<br /><br />To underpin our joint work, the Consortium has established a Secretariat located in the African Development Bank. <ul><li>Brenda Lacey-Smith has joined SAACE as the newly appointed Manager of the School of Consulting Engineers. She comes from the University of the Witwatersrand, where she was their in-house Conference and Events Organizer. Previous to that, she gained 7 years experience at the South African Chamber of Business (SACOB) in their Marketing Department, assisting with the SACOB Convention, Corporate Member Functions and Seminars, and she also provided secretarial services for outside associations. <br /><br />Brenda will be responsible for the development of cutting edge, change driven training courses that will address the on going challenges in the industry today and into the future. She is looking forward to working at SAACE and establishing a good rapport with the members served by SAACE with regard to the School of Consulting Engineers. <ul><li><u><strong><em>CIDB: <br /></em></strong><br /></u>In the recently held Northern Cape Branch meeting, it came to my attention that consultants and clients alike would like to know more about documentation available to assist in the procurement of Professional Service Providers. In this regard, and in regard to procurement in general, the CIDB has a lot of information. Apart from the Standard for Uniformity in Construction Procurement (which is binding on all organs of state) I find the CIDB Best Practice Guidelines (BPG), especially BPG #A7 and #C2, very helpful. These documents relate to the procurement of Professional Service Providers, and the choice of the correct procurement agreement, respectively. There are also seven Inform Practice Notes, of which the latest four are brand new (see the list below). This is usually done by registering a domain name incorporating a well known trade mark, and then purporting to sell this domain name to the owner of the trade mark. Since domain names are recognized globally, each domain name is unique and can only be registered once.<br /><br />Related to this issue, is a scam currently being operated by so-called "registration agents" of domain names. One of our member firms recently contacted me stating that a registration agent from the UK phoned him and told him that a person approached them to register a number of domain names containing variations of the member firms name. If our member firm wanted to register these domain names itself, it could pay the registration agent a fee, and the agent would then see to it that the domain name would be registered for the member firm instead. Please note that the real registration agents don't search lists of trademarks or firm names likely to be similar to a domain name, before registering it. They merely do a search to see if any other identical domain name has been registered. If this is not the case they will register it, and will only consider removing it from the register if they receive a court order to do so.<br /><br />Therefore, if you want to register a domain name incorporating your firms name, be pro-active and do a search to see if any such a name is currently registered, and if not you can register it yourself. <p>We have been approached by Wally Mayne, Chief Executive of WISA, to bring to the attention of our members the new "Specialist Database" being operated by WISA on its capacity-building and knowledge-sharing website called eWISA. SAACE members are encouraged to make use of this avenue to advertise their specialist services - it could be compared to a public notice board where notices can be pinned up advertising the expert skills and specialty of staff. The requirements for listing on the Specialist Database are as follows:-</p><ul><ul><li>Staff can only be listed as <strong><em>individuals </em></strong>hence companies are excluded </li><li>Staff must be members of WISA preferably a Fellow or at least 10 years experience in their water field (currently membership fees are R335 per annum)</li><li>Staff must be available for hire/work/consulting</li><li>Staff must be prepared to pay R200 pa for listing on the website. </li></ul></ul><p><br />Should you wish to participate, kindly contact Wilma Grebe at <a href="mailto:wilma@wamsys.co.za">wilma@wamsys.co.za</a> regarding the database and Evelyn Ramphomane at <a href="mailto:wisa@wisa.org.za">wisa@wisa.org.za</a> regarding WISA membership. </p>
