<ul><li>Let me start with an activity that has consumed much time and energy over the last few weeks and that is responding to the <strong><em>Department of Provincial and Local Government's (DPLG) request for support in regard to the R650 million flood repair initiative in the Eastern and Western Cape.</em></strong> We received 10 submissions which were evaluated and from which 3 firms were short listed for an interview which took place on 6 February 2007. The client participated in the evaluation process and is now in discussion with his principals on the way forward. It is hoped to fast track a decision so as to begin the support process on the 1 March 2007. The final outcome will be made known to those firms who applied for participation as well as general membership after the client has made a decision which has the approval of National Treasury. I have had comment from members who perceive the DPLG support programme to apply to only large firms. Although the level of support is determined by the needs of a particular client, this is certainly not a process directed only at the larger firms. The 5 local authorities targeted this far have had medium and small size firm involvement --- so no matter what size your firm is please do not hesitate to submit an Expression of Interest (EoI) where you consider that you can make a difference. <br /><br /></li><li><strong><em>Interest by overseas consultants continues to materialise.</em></strong> Another large international player came to see us last week and you will see later in this newsletter a request for cooperation with a local company in the field of Renewable Energies. In addition, a Chinese delegation spent some time with us last Friday and unbeknown to me, the Chinese Association of Consulting Engineering Consultants are not part of the FIDIC family.They are one of 3 such Chinese Associations and represent 752 firms and 450 000 staff - the scale is mind boggling. The delegation also met with individual firms who had expressed an interest in exploring some form of cooperative arrangement. <br /><br /></li><li>There has been a change in venue to our end of year <strong><em>SAACE/SAFCEC Construction Conference and AGM in October. </em></strong> The Arabella near Hermanus has insufficient capacity so we have switched to a cheaper venue in Somerset West namely The Lord Charles Hotel and Convention Centre. <br /><br /></li><li>Just for your information, we are considering an offer from an environmental lawyer who participated in the <strong><em>CPD LLLS</em></strong> series to prepare an SAACE branded <strong><em>Guideline on Green Buildings</em></strong>. Anyone who can add value to a unique South African Guideline please let me know, so we can include you in the process, if approved by Council next week. <br /><br /></li><li>Thanks to all of you who took the trouble to respond to our <strong>Management Information Survey (MIS)</strong> questionnaire, we have had a great response and your cooperation is highly appreciated. We hope to get the survey report out by the end of this month.<br /><br /></li><li><p><strong><em>Something hot off the press - </em></strong>I have just been informed that our <strong><em>Construction Industry Charter will be gazetted today</em></strong> in terms of Section 12 of the BBBEE Act. This means that it has cleared the first hurdle and was accepted by the DTI. What happens now is that the Third Party Review Group should complete its evaluation and then resubmit the Charter in terms of Section 9 whereafter it will become law and compulsory for Organs of State to use in procurement preferencing. I have also been told that the generic DTI Codes of Good Practice will be published this afternoon after the President's State of the Nation address. This will also enable our Third Party Review to be concluded as the codes serve as the benchmark. <br /><br />Finally, it seems certain that any verification to BEE status will be via audited Annual Statements and not via a verification agency. <p>It is that time of the year when the Association starts planning for the most prestigious event in its calendar, <strong>the SAACE Glenrand MIB Engineering Excellence Awards</strong>. This year's event will be at a gala evening held at the <strong>Sandton Convention Centre on Wednesday, 26 July, 2007. <br /><br /></strong>This is a great event, not only for award winning firms and clients, but for all our member firms to entertain clients and show them what consulting engineers are capable of. <br /><br />Member firms are urged to participate in this event by not only submitting entries in one category but in as many as your firm can in order to keep up the momentum of this event. <br /><br />The SAACE Excellence Awards are aimed at focusing on consulting engineers and their clients who participate in or initiate projects that promote the advancement of our nation and the people of the continent. <br /><br />Projects eligible for these prestigious Awards range from multi-million rand investments to those illustrating the benefits of innovative solutions in the advancement of communities. <br /><br />Members are also invited to nominate and motivate entries for the candidates for the <em><strong>"Visionary</strong> <strong>Client of the Year Award", </strong>"<strong>Young Engineer Award'</strong> and the "<strong>Journalist of the Year Award</strong>"</em> Such candidates must approve their nomination in writing. The independent judging panel may also invite firms and clients to submit entries. <br /><br />The SAACE will use the Awards to promote the capabilities of profession and the calibre of clients. <br /><br /><strong><em>Physical requirements regarding copy material:</em> <br /><br /></strong>• In addition to hard copy submission, an electronic copy on CD is required in Word format. <br /><br />• Whilst an embedded photograph, schematics, plans and tabular information is acceptable within the Word document as a guide, these individual images must be attached in the origional high resolution format in a separate folder within the CD. <br /><br />• <strong><em>Video Footage</em></strong>: All footage supplied by client should preferably on Betacam or DVCam. Mpeg and DVD footage is second prize but must be of a very high quality.<br /><br />• <strong><em>Photos:</em></strong> A minimum of 20 pictures of each Nominated Company or project. Member firms are urged to take advertising space in this prestigious directory. <br /><br />Each year we print <strong><em>3000 copies</em></strong> of the directory and it gets distributed to all members and client bodies in the public sector at all levels. For example we use the IMESA database to distribute to all local authorities. In addition all Missions abroad receive a copy. <br /><br />The Directorate has received a considerable number of positive responses about the directory, particularly from clients who rely entirely on the hard copy version. <p><strong><em>ECSA fees committee: </em></strong>The ECSA fees committee meeting took place on the 7<sup>th</sup> of February 2007. The following were some of the issues on the agenda:</p><ul><li><strong><em>Updating of the fee scales for 2007:</em></strong> this has been completed, and will shortly be sent to the ECSA council for approval.</li><li><strong><em>Disbursements:</em></strong> The format of the disbursements, as published on the ECSA website, will change slightly in that the rate per kilometre, per category of vehicle, will only be shown, and not the information relating to how the rate was determined.</li><li><strong><em>Update for 2008:</em></strong> This will be a major update. The current format of the fee scales will be investigated with the view of possible change and simplification.</li><li><strong><em>Council for the Built Environment (CBE) report on fee scales:</em></strong> The final report has not been made available as yet.<br /></li></ul><p><strong><em>New and revised advisory notes: <br /><br /></em></strong>The following new / revised SAACE advisory notes have been approved and will be published and made available on the website shortly:</p><ul><li>A comparison between PI insurance and performance bonds (revised)</li><li>Public liability and third party insurance (new)</li><li>Occupational health and safety act, 1993 - Construction Regulations, 2003 (revised)</li></ul><p><strong><em>Advisory note for the week: <br /><br /></em></strong><strong>Risk Alert : Cancellation Fees (search code 90/3)</strong></p><p>The advisory notes on the SAACE website cover a wide field of topics, ranging from business practice to risk management. <p>The IBDS had some interesting interactions over the last two weeks. <br />Much time was spent on the pending visit to the Middle East starting 14 February 2007. A group of us will be visiting four countries in the Gulf region with a stong view to the future. The Gulf region, and South Africa have the fastest growing construction industries in the World today, with the main difference being that the Gulf regions activities are expected to last well beyond 2010. We will be promoting the concept of the<strong><em> Arabian Gulf</em></strong> while there as well. What is really encouraging is that the concept of securing work through the <strong><em>Arabian</em></strong> <strong><em>Gulf Export Grouping (AGEG)</em></strong> is now firmly entrenched. Let's see what the future brings in this regard. <br /><br />Talking about the future, as you may have seen elsewhere in this edition of the newsletter, we received a delegation of engineers from China. I had extensive discussions with them on the possibility of a visit later in the year. They indicated that they would be quite willing to work with us on their projects in Africa. While it is only talk at this stage, I think you will have noticed in the news that the Chinese Presidents' visit to Africa has coincided with annoucements that confirm that China will be a very very prominent part of your firms future as far as International work is concerned. <br /><br />I also had a facinating discussion with a consultant that advises clients, especially consulting engineers, on how to make the fantastic business opportunities related to carbon credits work for you in your projects. For those of you who do not believe that this is something that someone else can do, you are wrong. In my view every consulting engineer must know how the <strong><em>Clean Development Mechansims</em></strong> works and how it can help your clients (and Eskom) succeed in providing sustainable clean energy to customers, and at the same time "make money". However there is hope, if you are battling to comply, as trainin ans support will be available for you during 2007. Also remember that a list of QMS compliant firms may be indicated as such on the SAACE website.<br /><br /><strong>South African Council for the Project and Construction Management Professions (SACPCMP): <br /><br /></strong>The 15th SACPCMP Voluntary Association (VA) meeting was held on the 1st February 2007.<br /><br />Members are reminded that at this stage registration is voluntary. However, it should be noted that once the Minister has declared a date for registration, (<strong>currently scheduled for early 2008</strong>), all Construction Project Managers and Construction Managers will have to register with the SACPCMP or they will not be allowed to practice.<br /><br />Concern was also raised over the high number of applications that have been "Approved but not paid". The VA members (once again) offered to assist the SACPCMP in tracing these applicants through their various organizations, and the SACPCMP agreed to provide the VA members with a list of the Approved
