<ul><li>A highlight of the last week was a Workshop we had to assist our <strong><em>Young Professional Forum (YPF) with their strategic planning session</em></strong>. This was considered necessary in order to instil a greater sense of purpose and direction as well as to distil and agree a number of issues from the YPF perspective. It was very well attended and certainly from the Association's side they can add a lot of value to our own deliberations especially since they will become the future custodians of our profession and Association. The main issues of concern relate to: <br /></li></ul><ol><ol><li>the widespread practice of fee discounting which ultimately has a negative impact on salaries. </li><li>the age gap and the need to ensure that firms practice structured mentorship programmes in accordance with ECSA requirements.</li><li> the need to address the low status of engineers in society and ensure that they are recognised for the "value add" that engineering professionals can make.</li></ol></ol><blockquote><p>At present they are assisting with the role out of Job Shadow Day which is being carried out as part of NDPW’s National Construction Week 2006 and which runs from 27 July – 3 August 2006. For further details please see the relevant item under "From the Marketing Desk". They have also initiated a Rotary style Exchange Programme between South Africa and Mozambique and have concluded an MOU with the latter on our behalf. We hope to extend this to the Group of African Member Associations (GAMA) who, at their last meeting, whole-heartedly embraced the concept. The YPF will also participate in our Annual Golf Day, the Construction Conference and our Awards Banquet to market the concept and attract more participants. The session was well attended with participation from 8 of our 12 branches. Finally although the Young Engineer of the Year is sponsored to attend and participate in the Annual FIDIC YPF get together it has become clear that the Association should try to send the YPF Chairman as well - on this we need to do some homework. </p></blockquote><ul><li>After many years of being dormant we have finally activated our <strong><em>Liaison Committee with the</em></strong> <strong><em>Department of Transport</em></strong>. The Convenor is Brian Roberts of PD Naidoo & Associates with active participation and support by, at this stage, two other firms. We have so far had two Caucus meetings and have written a letter to the Director General to request a meeting - will give you feedback after the meeting. <br /><br /></li><li>At a meeting with <strong><em>IMESA</em></strong> yesterday it was finally agreed that their Annual Awards Competition will henceforth be known as the IMESA-SAACE Annual Awards. This will take place on Tuesday evening, 10th October 2006, as part of their Annual Conference to be held at the University of Johannesburg Campus in Soweto. SAACE Past President, Ivor Evans, will assist them in the adjudication process and will be sponsored by us regarding travel and accommodation. The SAACE will also have exhibition space to promote our members.<br /> </li><li>I thought you might be interested in the following:- <br /><br />At our <strong><em>Gauteng North/South presidential function</em></strong> Jack van der Merwe of Gautrain was a guest speaker. Some points he made were:<br /><br /></li><ul><li>The contract is expected to be signed in August (40 000 pages) in English and French. Lawyers involved in South Africa, France and Canada have held up finalisation. </li><li>200 000 people move to Gauteng every year.</li><li>300 000 passengers each workday between Tshwane and Johannesburg - growing 7% annually. </li><li>To build 10 stations, 80km of track, 200 bridges, 11 million cubic metres of excavation - most from + 30m below surface. Tunnelling to be by driving and blasting. </li><li>To spend R2 - R3 million an hour throughout the project. </li><li>45 months to build. The link to Johannesburg Airport to be ready for 2010.</li><li>25 train sets to bring in. </li><li>63 000 construction jobs, 2 500 operations jobs. </li><li>Journey time in 2012 Tshwane/Johannesburg by road will be ± 2 hours - by train 30 minutes. </li><li>Park and ride to be in 4 000 bays in structured parking at each of the Rosebank, Parktown and Marlboro stations, of which 1 700 for Gautrain users, others for taxis and casual parking.</li></ul></ul><blockquote><p><br />That's all from me until 28 July. </p></blockquote><p><strong><em>Graham Pirie. </em></strong><br /></p>

<ul><li><strong><em>ECSA fees - </em></strong>The first ECSA fees meeting pertaining to the 2006/2007 revision was held on 6 July 2006. The updating of the fees for this period will be based on the CPIX, as published by Statistics South Africa.<br /><br /></li><li><strong><em>National Treasury - </em></strong>National Treasury has issued two new circulars in terms of the MFMA:<br /><br /></li><ul><li>In MFMA Circular No. 34 "Supply Chain Management Issues", two issues are addressed:<br /><br />Firstly, the reporting of awards above R100 000 in terms of which all municipalities and municipal entities are required to report to National Treasury on all awards of contracts above that value. This requirement stems from sections 74(1) and 104(1)(b) of the MFMA, and is aimed at the monitoring of compliance with the supply chain management reforms and to provide statistics on contracts awarded by local government.<br /><br />Secondly, guidelines for bid adjudication committee members are provided to give guidance on various issues relating to the bid adjudication committees of municipalities.<br /><br /></li><li>Circular No. 35 deals with the National Treasury's "Interactive Multimedia Learning", and especially the programme on municipal finance management. The aim is to raise awareness on the MFMA and also to provide practical training on it. NCW is a nationwide awareness campaign to promote the image and profile of the Construction Sector so as to give young learners the opportunity to experience a wide range of exciting opportunities available in today's built environment and construction sector.<br /><br /></strong><strong>Get Involved - <br /><br /></strong><strong>The Department of Public Works is carrying out an extensive campaign aimed at attracting skills to the built environment and we are looking to our members to support them in this endeavour. The aim of the campaign is to attract the attention of learners into our exciting and vibrant industry as a promising career destination of choice.<br /><br /></strong><strong>How to participate -<br /><br /></strong><ol><li>Choose a school from your local community and invite pupils from this school to spend a day with you during National Construction Week experiencing 'A day in the life of a Consulting Engineer'. The University lectures will battle to teach 50 year old Engineers something as they are all out of the practice for years. </strong>We are not sure that we understand this question - However, you can opt to earn your CPD points in the way that you would like to. <ul><li>The <strong><em>Export Council Movement or Team Export South Africa (TESA)</em></strong> as it is known these days had its quarterly meeting during this last week and produced some important decisions. Before I deal with some of those decisions, it should be mentioned that the status and profile of this gathering, as a place where all public/private sector institutions that influence our work across our borders can meet/consult, is increasing all the time. While Foreign Affairs and other important public sector entities have become standard attendees, an institution like the International Trade Administrations Commission (ITAC) spoke to us on how they administer and institute anti-dumping and countervailing measures against countries responsible for dumping. Also the section at the DTI responsible for investigating Import Parity Pricing practices of the steel and other sectors of the economy gave us a report on progress and recommendations that have been made to Cabinet thus far. The most interesting recommendations made is the fact that they will strengthen regulations (administered by the Competitions Commission) to ensure increased competition. Some of these measures may include the creation of a price/cost of production monitoring function, provision for pro-active investigations and guidelines on how to deal with excessive pricing. And lastly, and of direct interest to Consulting Engineers, the pricing and procurement frameworks of State Owned Enterprises may also be looked at.<br /><br />To get back to the TESA meeting I mentioned that three important developments came out of the meeting; firstly new products or offerings were created relating to the covering of costs related to Missions. It is now possible for the IBDS to initiate and lead what I would call Lobbying Missions. This could be a small group that would visit one or two important clients in a particular country simply to "lobby" support for the procurement of services from our industry. While this is the most interesting new product, various others have been created. One product will, under certain circumstances, allow recovery of costs related to attending certain conferences. These have specific benefits for the services (that includes engineering) sector. Secondly, TESA has started a process where a programme will be designed for future black business development/export managers to work in/with Export Councils. In our case I am promoting a situation where the DTI will carry the cost of someone working at/with the IBDS (perhaps through secondment) with the idea that his "employment" at the IBDS will give him the opportunity to learn the ropes related to the export of consulting engineering services. Lastly the Export Credit Insurance Corporation, in part because of active lobbying by export councils, introduced a new product called the "Performance Bond Insurance Scheme". The ECIC developed this product in association with the Industrial Development Corporation of South Africa (IDC) to enable SME's involved in the capital goods and services market to compete for export projects (either as a lead exporter or sub-supplier to such projects). The scheme, will enable SME's lacking financial capacity, to tender for participation in export capital goods and services projects. Working capital can be secured through a performance bond, issued by the IDC, in favour of the buyer or lead exporter. Media Release - The South African Plastic Pipe Manufacturers Association (SAPPMA) is a non-profit association of plastic pipe- and raw material producers. Its major aim is to offer a service to the industry in terms of matters related to product quality and standards as well as technical assistance to consulting engineers and customers. It acts as a representative voice for the majority of South African Pipe and Raw Material Manufacturers. The Association encourages engineers and customers to specify member' products in the knowledge that members adhere to the standards laid down by the South African Bureau of Standards (SABS). To this end the Association has a Code of Ethics to which all members voluntarily adhere and in which they undertake to comply with all the national standards laid down by the SABS. SAPPMA is in close contact with the SABS and an improved program of "partnership" is jointly being investigated presently. It is noted that the policing of the standards are performed by the SABS and not by the Association. However, membership will be terminated in the event of a member repeatedly found to be producing sub standard products. Users of HDPE and PVC pipe are encouraged to inform SAPPMA of poor quality products encountered in the market. Member companies of SAPPMA have recently agreed to embark on a campaign of "Absolute Quality" in terms of manufactured products. To streamline operations of the Association, important strategic changes have been made to the Constitution. These include the standardisation on one class of corporate membership and the reduction of the Management Committee to five members, elected on an annual basis. The Association is fully aware of the prohibitions contained in the Competition Act 1998 and is in full compliance with the said Act.<br /><br />
