<LI>For starters, the good news is that our
<STRONG>DPLG initiative to capacitate local
authorities</STRONG> is still on track. Over the next
week and a half, members of the Task Team will be
inspecting 5 local authorities and thereafter will
select an Implementation Manager according to a
specified set of criteria. Once the 5 individuals have
been selected there will be a full briefing session on
the 29 March and this will done in conjunction with
DPLG. The 5 local authorities forming the pilot scheme
are:<BR><BR>

<LI type=square>Tsantsabane
<LI type=square>Dr J S Moroka
<LI type=square>Makhudutamaga
<LI type=square>Greater Kokstad and
<LI type=square>Cederberg<BR><BR></LI></UL>The
necessary contract arrangements associated with
creating a Special Purpose Vehicle (SPV) are being set
up in parallel with the process. From a credibility
point of view with this initiative we are being
recognised by Government as an organisation whose
members can give them the necessary support. Failure
is not an option with the prize being to be able to
unlock projects ultimately in some 80 local
authorities. <BR><BR>
<LI>The <STRONG>first presidential visit of the
year</STRONG> commenced on the 2 March to Cape Town.
They really do have a major problem and we experienced
some of the difficulties associated with constant
blackouts. This was a joint visit with SAICE and both
Sam Amod and Webster Ndodana gave their presidential
addresses with a response from the Chairman of Kwezi
V3, Dr Franklin Sonn. We also took the opportunity to
visit the Metropolitan Council where we met with the
City Manager and some senior officials. This being the
day after the elections, focus proved to be a little
difficult, but major issues covered were their
perceived advantage of design-build over the
traditional delivery process. They also shared their
frustration with what they see as an inability of our
firms to provide accurate estimates for both
professional services and construction projects. This
incidentally is a major complaint which we receive
from most client bodies and definitely needs to be
addressed. <BR><BR>
<LI>I am sure that you will be interested to know that
the <STRONG>Council for the Built Environment (CBE) is
undertaking a study of professional fees</STRONG>
covering Architects, Quantity Surveyors, Engineers,
Project Managers and Valuers. The study is being
undertaken by Stewart Scott International as leader of
a team representing all the BEP�s. They will
commence with a status quo investigation of the
existing situation. There will be a comparison to fees
earned by other professionals operating outside the
built environment. The brief will also cover whether
published fees are indeed necessary or whether the
free market position might be a preferable situation.
The study commenced with a workshop in which all
affected organisations were represented, but there
will be further one on one consultations which
includes the SAACE. I am not sure what the outcome
will be and whether it is indeed possible to establish
a uniform fee regime. We operate so differently in the
market place and the degree of risk varies
substantially, even within the professions for
different activities. <BR><BR>
<LI>The staff are feverishly busy with a number of
activities at the moment, such as planning for our
<STRONG>Strategic Planning Session</STRONG> in May,
<STRONG>Team Building for the Directorate</STRONG> in
July, our <STRONG>Construction Industry
Conference</STRONG> in October and our
<STRONG>Awards</STRONG> function in August. Once again
a reminder - the deadline for the awards pre-entry is
today, but we are prepared to make allowance
especially in view of the fact that the response thus
far has not been great. <BR><BR>
<LI>We have formed a <STRONG>partnership with the
Water Institute of South Africa (WISA)</STRONG> which
involves a number of advantages not only for SAACE but
also members of SAACE. The most important being that
persons employed within SAACE member firms are
entitled to a 10% discount on their WISA membership

Southern Africa (IMESA)</STRONG> is in the process of
setting up a more permanent structure and will
eventually employ a CEO, but in order to do this it

<LI><STRONG>Gautrans Procurement Policy</STRONG> - The
Association was invited to a meeting which was held on
the 28th February 2006 to discuss comments on the
draft Gautrans Procurement Policy (draft number 4).
One of the salient features of this policy is an
electronic database on which details of pre-qualified
Professional Service Providers (PSP), will be placed.
The five PSP�s at the top of the list, pertaining to
the required category, will be invited to tender. The
database works on a rotational basis in order to
ensure fair distribution of work. PSP�s with higher
points in terms of BEE, will rotate at an accelerated
rate. Once the policy has been finalized, it will be
posted on the Gautrans website <A

<LI>On Monday, the IBDS achieved one of its most
important long-term objectives, and that is to
<STRONG>secure political involvement in gaining access
to projects and opportunities</STRONG>. This concept
was presented to the <STRONG>Minister of Trade and
Industry, Minister Mpahlwa</STRONG> and he has not
only taken the concept on board, he also mentioned it
in a press briefing to the media after presentations
in this regard. Maybe it has something to do with the
fact that he is also an Engineer. Even though he was
careful not to provide too much detail, he did mention
the project to be pursued in Saudi Arabia by name. If
you are a little confused on where this comes from, I
reported in an earlier version of e-news that one of
our member firms is being paid by the DTI to develop
this opportunity. The IBDS is scheduled to be part of
a more detailed presentation to the Minister during
his visit to Saudi Arabia. <BR><BR>If the question
that comes to mind is what does this mean for me in
practical/business terms in a booming local economy,
the answer is that in the longer term the objective is
that we hope to actually get the work for IBDS members
using the influence of the Minister. Firms who have
been part of this effort will (hopefully) simply have
to indicate if they want to participate (or not) in a
landed project. Ambitious�it is I will admit, but we
have a major win under our belt in a larger process to
achieve this objective! <BR><BR>Members are reminded
that the objective in this regard is to use the Saudi
Arabia Project as an example, and then to repeat this
type of exercise with projects and countries closer to
home. Watch this space as it is a very exciting
development! </LI></UL>
