Generally your assignment is satisfactory. You started the flow chart for the completion process very well and it is perfect up to Practical Completion, but thereafter it goes wrong. You need to go through the same cycle of inspections and lists and show the consequences of each stage of completion as you did for practical completion. Do not forget that the whole completion process only ends after the defects liability period when the Final Approval certificate is issued. In Question 3, remain aware that even if it is the contractor's responsibility to prepare and submit as builts and O&M Manuals, in terms of the client/consultant agreement, it remains the engineer's responsibility to arrange for them and to ensure that they are submitted to the client. This can place a lot of pressure on you, the engineer. You have not provided a description of the term latent defect. Please make a note and place in your POE.�The difference between the "good" and "bad" assignments is really notable.
