Communications
This year will be remembered as one of those years where CESA continued to raise pertinent issues in the
public domain in the quest to highlight in some instances frustrations and challenges experienced by our
member firms in the execution of their duties. CESA came up strongly calling for investigation on the abuse of
Section 32.
We have received positive mileage in terms of media coverage pertaining to the issues that we proactively
raised or as a result of a statement made in the public domain. Going forward, CESA will remain vigilant in
raising those issues that affect our members in a way that we create a partnership with Government, working
together in moving South Africa forward but also ensuring that we create quality world class infrastructure that
stands the test of time, and in turn improving the quality of life of the people in our country:
Presidential Media Breakfast
CESA’s President, Abe Thela, presented his presidential message under the theme: ‘Sustaining Consulting
Engineering is Key to Growing the Economy’. He stated that the National Development Plan (NDP)
was created in order to develop the South African economy. Government through the NDP has identified
infrastructure development as key to the socio economic development of the country. Thela believes that the
NDP and its objectives will never come to fruition unless there is involvement of consulting engineers
at the forefront of this development. Consulting Engineering, although a relatively small sector,
has a large multiplier effect on the development of infrastructure as consulting engineers are
the designers that create the large scale infrastructure projects that employ large numbers of
people during the construction, operation and maintenance phases of infrastructure.

Working Committees
CESA YPF has established working committees focusing on specialised areas:
Membership, Activities and Events
This working committee focuses on growing YPF membership through awareness and advertising,
coordinating visits to member firms to engage with YP’s, coordinating National Activities such as the Job
Shadow Day Initiative, Annual Conferences, Exhibitions, CESA YPF Imbizo, Schools Visits and CSI initiatives
as well as to maintain the CESA YPF National calendar, collating branches activities and feedback.
Capacity Building
This working committee focuses on Education and Training to deal with professional registration issues,
constraints and solutions in conjunction with registration bodies, publicising courses offered at the CESA
School of Consulting Engineering, driving the Business of Consulting Engineering programme to YP’s. The
Quality and Risk focus is to elevate the implementation of Quality, Sustainability and Business Integrity
Management Systems at an operational level for YP’s and to explain, distribute and present Practice Notes
to YP’s
Communications and Marketing
This working committee focuses on the collation, production and distribution of newsletters, updating the
Social Media platforms, updating material on the CESA website
Finance
This working committee focuses on maintenance and sourcing of YPF sponsors, budgets and branch
finances
National Events CESA Annual Review 2013 / 2014

2014 marks the 10th anniversary of CESA YPF. Over the years CESA
YPF has grown in stature and numbers with membership steadily
increasing. August 2014 brought in new leadership and a shifted
focus. CESA initiatives have seen an increase in participation from YPs
at Branch and National level.
The CESA YPF was well represented at the 2014 GAMA Annual Conference held in Mozambique. The GAMA
Conference is the annual gathering of consulting engineering member associations in Africa. The GAMA YPF
celebrated its first year in operation with a YPF function preceding the conference for a meet and greet with
the GAMA directorate. This gathering was also aimed at encouraging the formation of YPF’s in other African
Member Associations. The conference focused on “Local involvement in major projects for sustainability”
where Tafadzwa Mukwena delivered a presentation entitled ”Prepared to Lead” focusing on holistic capacity
building in Africa.
The 2014 CESA YPF Job Shadow Initiative (JSI) proved to be more than just a poster competition, but an
empowerment initiative aimed at growing engineering skills in South Africa and showcasing “A Day in the
Life of a Consulting Engineer”. CESA YPF wishes to congratulate the many firms that participated in the JSI
Initiatives and to those who entered posters into the competition including:
Aurecon ILISO Consulting PRDW
Bigen Africa Infraconsult Royal HaskoningDHV
Bosch Stemele MNA SA SMEC South Africa
Engineering Advice & Services MPA UWP
GIBB PH Bagale
CESA YPF congratulates ILISO Consulting as overall winners, followed by Royal HaskoningDHV and GIBB
as runners up.
Congratulations to CESA’s Young Engineer of the Year 2014 Makotsene Makgalamele from HHO Africa.
The 2nd Annual CESA YPF Young Professionals Sustainability Imbizo, brought together 120 like-minded
YP’s from across the country to discuss and share ideas on Sustaining the Future of Engineering. This event
also marked the 10th anniversary of the CESA YPF. The 2-day Imbizo focused on bringing sustainability into
the engineering design process with application of FIDIC and CESA Sustainability Frameworks, a session on
ethics and corruption with Dr Mtutuzeli Nyoka, a joint session with CESA Council on Advocacy, followed by
a session on YP issues with a focus on the outcomes of the 2014 CESA YPF National Survey. The imbizo
concluded with a session of academic papers on client satisfaction levels, leadership styles and the gap
between graduate competencies and expectations of the built environment industry in SA. Adrian Peters
presented the interim results of an ECSA research survey on the skills pipeline and ECSA’s mandate.
The CESA YPF National Survey 2014 ran from May to June 2014. The need for a feedback mechanism
from YP’s of member firms was highlighted when YPF WC aimed to redefine the Golden Thread issues in the
Western Cape. It was apparent that there were numerous other issues that were pertinent at a national level.
This formed the basis of the 2014 National Survey which focused on understanding the YP, focused on issues
